     民間防衛

スイスの国防は国民的合意が形成されている、という事は世界的にも知ら
れている。今でも知られている事と実情との間に齟齬は無いと認識してい
る。その事はしばしば報道される防衛関連情報からも伺える。防衛の基本
的枠組みと制度を完成させているので、時代に即した調整が主な検討課題
になっている。それに引き換え、日本は国防に関する国民的合意が出来て
いない。一般の日本人は、「憲法9条の戦争放棄」、「非核三原則」、「米
国の核の傘」、これらの事柄への共通認識はあるものの、具体的な知識や
戦略については、考える事も無く漠然と思うのみ。米軍基地が集中してい
る沖縄県民以外は、言わば思考停止のままの状態だ。このように認識する
のは、インターネット放送のビデオ・ドットコムの特集 *1)で、沖縄の識
者達の発言に目覚めさせられたらだ。戦後日本人は、米軍基地が国内に在
りさえすれば日本は守られる、と長年政権に説得され無邪気に信じてきた
。そして、冷戦時代の論理が陳腐化して、日本も世界の状況も大きく変わ
った後でさえ、この思考が変わる事が無いままに今日に至っている。

スイスの国防3本柱は「永世中立」、「国民皆兵制度(+ Zivildienst)」
、「民間防衛(Zivilschutz)」だと思う。民間防衛の新しい概念 *2) は
政府のポータルサイトにも示されているが、基本はカントン・レヴェルで
組織されている。スイス政府刊行の「民間防衛」 *3) は原書房から日本
語でも出版されている。スイスの核シェルターと防空壕の完備は世界的に
有名だが、既に収容出来る施設は全住民の数を上回っているという報道が
あった。が、新しく建設される住宅は防空壕の設置が従来通り義務付けら
れていて、今後も増え続けるようだ。我が家の物置は分厚いドアの向こう
の核シェルターの中にあって、4人分の2段ベッドが収められている。

スイスの永世中立に対して、日本は「憲法9条」 *4) で不戦を明文化して
おり、同様の国是が国際的にも一応認識されている。スイス軍は職業軍人
と国民皆兵制度による民兵で構成されているのに対して、日本は職業軍人
で構成されている自衛隊 *5) が国防を担っている。この自衛隊が、憲法で
は軍隊ではないと規定されていて、設立当初から不義の子の様なイメージ
で見られてきた部分がある。日本人は国民皆兵制に対して、未だにアレル
ギー反応がある。明治から終戦までの徴兵制のイメージがトラウマになっ
ているのは理解出来る。「9条の会」 *6) という著名な団体もあり、政治
家が改憲論を言おうものなら、未だに反対意見が渦巻き、多くの国民の支
持は到底得られそうもないのが日本社会の雰囲気だろう。

一方スイスでは国民皆兵制に反対する意見は極めて少数だ。第二次大戦下
でスイスの武装中立を貫いたアンリ・ギザン将軍 *7) の没後50年を記念
する特集記事が2010年3月31日付ターゲス・アンツァイガー紙に掲載された
。スイス人にとってギザン将軍は、「英雄ではないがアイドルだった」、
と評される程に深く敬愛されてきた事が伺える。こうした歴史的人物の存
在が、スイス人の自主独立の防衛意識を支えてきたのかもしれない。サミ
ュエル・シュミードゥ前国防相、ウエリ・マウレル現国防相はいずれも保
守系でありながら、近年軍隊のスリム化の再編を進めてきた。巨額の費用
をかけて、民間人を訓練するよりも、職業軍人を精鋭化させる方が、効果
的で経済的でもある、という現実的な認識からだそうだ。つまり、国民皆
兵制度は必ずしも必要ではない、という論拠にも成り得よう。これは日本
の防衛政策に大きな示唆を与えるものではないか!本稿の主要目的と位置
付けたい点だ。

日本との際立った違いとして、スイスは建国当時から多民族・多言語国家
で、尚且つ多くの移民労働者を受け入れてきた歴史がある。二言目には
「Toleranz (寛容)」という言葉が使われるのは、こうした背景からだ。
単一民族で単一言語の国である日本は、「滅私奉公」的論理がまかり通り
易い。このような国が国民皆兵制を導入すると、社会が一層息苦しくなる
事が予想される。「過労死」という言葉が国際的に認知されると言う不名
誉は、それを物語っているのではないだろうか?いずれにしても、非情な
戦闘を強いられ心身共に病む戦争帰還兵が社会問題になってきた米国の事
例は、戦争が弱者の側だけでなく、強者の側にも深刻な被害をもたらす証
左だ。日本の過去の戦争は経済問題が起因となってきた。太平洋戦争に突
入した経緯は、「ハルノート」 *8) で経済的な権益の争いであった事が分
かる。21世紀の今、世界は外交力で戦争を回避する時代に向かっている。
永世中立国のスイスは、防衛インフラを整え、その後は外交で国際世界と
渡り合い、独立を維持して来た。スイスの外交官試験を経験した青年が、
「Die Pruefung (試験)」 *9) という一文を一般紙に発表している。ス
イスの外交官の質が伺える、興味深い内容なのでご一読をお勧めする。

日本は災害大国で、毎年各地で災害による甚大な被害が発生している。台
風、地震、火山活動、豪雪、戦時中の亜炭採掘に依る地盤沈下、等々際限
が無い。それでも日本人は住み慣れた土地を離れたがらない国民性がある
と言われている。一時的に故郷を離れなければならなくなっても、戻れる
時が来れば、早々に戻って故郷を再生させてきた。災害対策が全国的な規
模で本格的に行われるようになったのは、1995年1月17日(平成7年)に起
きた阪神淡路大震災 *10) 以降だと聞く。この時、全国から支援の為のボ
ランティアが集まり、被災者の救援や復興に携わった。商店の略奪など全
く無く、やくざでさえも救援活動に参加したと語り草になっている。この
時の活動が教訓になって、ボランティアの支援組織がその後各地の災害で
大活躍するようになった、としばしば報じられている。当時スイス人の同
僚の一人が、「日本人は直ぐに復興させるから全く心配していない。」、
と語ったのを覚えている。

日本で国民皆兵は無理でも、民間防衛を含めた全国的防災組織作りは不可
能ではないだろう。曲がりなりにも国際協調が進んでいる21世紀、国防の
為に多くの戦闘要員を要する時代が過去のものだとするならば、日本の防
衛政策は、「災害対策」に「民間防衛」という新たな理念を加えれば、国
民的合意形成をし易い筈ではないか?沖縄に集中している在日米軍基地が
大きな議論になっている今、機は熟してきた。国土交通省はハザードマッ
プポータルサイト *11) を開設して、全国の防災体制を進めているが、こ
れに地域主体で防衛体制を構築してゆく道が、日本にはあるのではないか。

【 集後記 】

長い間考えてきたテーマだが、納得出来る結論に達したので、一文に纏め
てみた。戦争放棄は正しい、という結論を得た。今地球が置かれている状
況は、戦争などしている場合ではない。加えて言うと、誰もが理解出来る
よう日本では「ハザードマップ」という表現の代わりに、「災害地図」と
言うべきではないか。

It is globally known that the Swiss national defense system is
built on national consensus. The Swiss national defense system has
no discrepancy between the known facts and the actual condition
even now, I think. That is understood from the frequently reported
defense information in the press. Switzerland has a complete basic
structure and system of national defense therefore the main agenda
is to respond to the demands of the times. Whereas in Japan, the
national consensus about national defense is not yet built.
Japanese people have a common view of "Article 9 of the Japanese
Constitution; Forever renounce war", "three nonnuclear principles",
and "under the U.S. nuclear umbrella", however, they do not think
about the specific idea or strategy and have only a vague idea.
Except people in Okinawa where US military bases are concentrated,
Japanese are still in a so called brain freeze condition. The
reason why I understand like that is that I was awaken by the
statement of intellectuals of Okinawa through special programs *1)
by Video.com of internet broadcasting. After the war, Japanese
were convinced by the regime for a long time that as long as US
bases are in Japan, Japan would be protected, and Japanese have
innocently believed that. Even cold war logic became obsolete,
Japanese and the world situation have drastically changed, but that
thought hasn't been changed so far. 

I think, the three pillars of the Swiss national defense system are
"Permanent Neutrality", "Universal Conscription (+ alternative
civilian service)", and "Civil Defense". The new concept of civil
defense *2) is shown at the government portal site, but that is
basically organized at a cantonal level. The book "Civil Defense"
*3) published by the Swiss government is also available in Japanese
translation from Hara-shobo. World famous nuclear and bomb-proof
shelters in Switzerland are exhaustively completed, and the press
reported that the capacity has exceeded the whole number of
inhabitants already. Though newly constructed houses are still
obliged to install such shelters as it used to be, and that seems
to continue to increase. Our cellar is part of a nuclear shelter
beyond bulky door, and two double-deck beds are fixed.

Regarding the Swiss eternal neutrality, Japan has written politely
"not to fight a war again" in <Article 9 of Japanese Constitution>
*4), these similar national credos are at least acknowledged by the
international society. Swiss army consists of professional soldiers
(instructors) and militia, whereas <Japan Self-Defense Forces
(Jieitai)> *5) consists of professional soldiers only assuming
national defense. The Jieitai is prescribed not as a military in
the constitution, and it's been partly regarded as illegitimate
from the beginning of its establishment. Japanese still have a so
called allergy against universal conscription. That's
understandable that the image about conscription from Meiji period
up to the end of the last war is a trauma for Japanese. The famous
"Article 9 Association" *6) was established, as soon as politicians
mentioned the amendment of the constitution, it should invite
stinging dissent, and support for the amendment from majority won't
be possible at all, that is the present atmosphere of Japanese
society yet. 

By contrast, opposition against the universal conscription is very
little in Switzerland. On the occasion of the fiftieth anniversary
of General Henri Guisan *7), who kept the Swiss armed neutrality
during World War II, was reported in Tages-Anzeiger dated March 31,
2010. He was described as "Idle rather than hero" for Swiss people.
We can imagine that he's been deeply loved and respected. Such a
historical personality might have supported their autonomous
defense mind. Although Samuel Schmid former Defense Minister and
Ueli Maurer present Defense Ministry both are conservative
politician, they have preceded military streamlining program. It's
said that their practical minded comprehension has judged to
rebuild the military with more professional soldiers, and this
measure is more effective and economical instead of training
civilians at enormous expense. That could be reasoning that the
universal conscription is not absolutely necessary. This should be
a great hint for Japanese defense policy! This point, I'd like to
make the main purpose of this writing.

As a major difference to Japan, Switzerland is a multi-ethnic and -
language nation, and historically invited many emigrant laborers.
Because of that background, the word <tolerance> is frequently
mentioned. Japan as a homogeneous race and monolingual nation
easily goes a mind of <Messhi-houkou (self-annihilation for the
sake of one's country)>. In such a nation, if the universal
conscription is introduced, we can expect that the society becomes
suffocating. The dishonorable word of the internationally
recognized <Karoshi> implies that, isn't it? Anyhow, returned US
soldiers who were forced a cruel fight and were injured in mind and
body; such soldiers are always a social problem. This must be
evidence that war causes serious damage, not only to the weak but
also to the strong. The background of war committed by Japan in the
past was always for economic reason. The how and why Japan plunged
into the Pacific War is shown in <The Hull Note> *8), and I
understood the reason was to protect Japanese economical interests.
Now, in the twenty-first century, the world society aims to avoid
war by diplomatic power. Switzerland as the eternal neutral nation
keeps independency by preparing defense infrastructure and later
dealing with diplomatic negotiations. A Swiss young man who posted
his writing about experience of Foreign Service examination titled
"Die Pruefung" *9) in a general newspaper. We can imagine the
quality of Swiss diplomats from his writing, and quite interesting
context, therefore I would recommend you to read it. 

Japan is a disaster-prone country and serious damage by disasters
occurs in many regions every year. Typhoons, earthquakes, volcano
eruptions, heavy snowfall, subsidence due to mining lignite during
war, and so on. Nevertheless, it's said Japanese have a national
character that they don’t want to leave their home province. If
they temporarily have to leave home, as soon as they are allowed,
immediately they come back and rebuild home. I heard that full-
scale disaster countermeasures were introduced nationwide after the
great Hanshin earthquake *10) on January 17, 1995. At that time,
volunteers came for support from all over Japan, and they rescued
sufferers and acted for reconstruction. It's famous that
despoliation against stores didn't happen at all, and even
gangsters joined rescue activities. From that activity become
lessons and later many volunteer organizations helped whenever
disaster happened. I still remember that at that time one of my
Swiss colleagues told me, "I don't worry about Japan at all,
because they will soon rebuild everything."

Introducing universal conscription in Japan is nearly impossible,
however to build a nationwide civil protection system, that is
integrated in the disaster-preventing organization must not be
impossible. International cooperation is promoted in the twenty-
first century at least, if we consider that a national defense with
enormous soldiers is the past dinosaur. Japanese defense policy
adding new measures of civil protection to disaster preventing
measure could be easier to form a national consensus, isn't it?
The US military in Japan concentrated in Okinawa creates now a big
argument, the time has come. MLIT (Ministry of Land, Infrastructure,
Transport and Tourism) opens <Hazard map portal site> *11) for
promoting a disaster prevention system in the whole country; the
defense system should be integrated into it at regional level, I
think.

About the present theme I: ve been thinking for a long time.
Finally, I could reach the convincing conclusion for Japan, and I
wrote it. I've got the conclusion that renunciation of war is right.
Because of the present situation on earth, it is not anymore the
time to open hostilities. In addition, we should say "Saigai-Chizu"
instead of "Hazard map" in Japan, so that everybody will understand.
