中央党の後任候補が相次いで辞退する背景には、国防省を運用する難しさが伺 える。高い専門性が求められる職務であり、軍事費が増加する中、他の歳出は 削減が求められている事情もあり、政治家達は恐れをなしているようだ。 中央党は、党の正式な候補者を2月3日正午迄に、1人以上擁立することが求めら れている事情もあり、土壇場でもう1人アリバイ候補と称されるツークの地方議 員Martin Although there was Discussion of prioritizing Female Candidates, one after another, Leading Female Candidates expressed no Intention to run. On the contrary, Leading Male Candidates also declined to run one after another, and talk of a Crisis in the Centre Party began to spread. While the Media has been stirring up the Issue by saying, "Four People, including Ritter, have Ties to Agriculture, and there is a Possibility that the Federal Government will be monopolized by the Agricultural Lobby," a Conservative Lawmaker has also been reported to have said, "Many of us are Farmers at Heart." Since then, all the Candidates who were mentioned have withdrawn, and with the Deadline for Candidacy on February 3rd, noon approaching, Markus Ritter is currently the only Official Candidate. Challenges for the Defense Minister and the Ministry of Defense. Brigitte Hauser-Suess, a long-time Advisor to Federal Councillor Viola Amherd, who was called the Shadow Defense Minister, retired at the End of last Year after extending her Retirement Age. She was criticized for receiving a higher Salary than the President of the United States (USA) for her Advisory Mandate. This can have a negative Impact on the Living Environment. The "Environmental Responsibility Initiative" requires that Economic Activity not consume more Resources or emit more Pollutants than is permitted for the Conservation of Natural Resources. This Goal is to achieved by Measures that are Socially Acceptable both within Switzerland and Abroad. The Initiative sets a Deadline of 10 Years: from that Point onwards, the Environmental Impact of Consumption in Switzerland must no longer exceed Planetary Boundaries when measured by Switzerland’s Share of the World Population. The Text of the Initiative leaves open the Specific Methods of Implementation - Regulations, Bans or Incentives for more Environmentally Friendly Consumption. The short Deadline means that radical Measures are likely to be required. The Voting Question is: Do you want to accept the Popular Initiative "For a Responsible Economy within the Planet's Limits (Environmental Responsibility Initiative)?" Swiss Federal Council (Bundesrat/Government) and Federal Parliament recommend "NO". The Initiative would severely restrict Consumption, weaken the Economy and make Products and Services more expensive. Government and Parliament want the current Environmental Policy to continue. Initiative Committee recommends "YES": The Environmental Responsibility Initiative demands what should be self- evident: Preserving the Foundations of Human Life. Everyone has the right to Healthy Food, Clean Drinking Water and Clean Air. The Initiative contributes to People's Happiness and Health. Parliamentary Verdict: National Council (Nationalrat): 133 Votes against (No), 61 in favor (Yes), and 1 Abstention. Council of States (Staenderat): 31 Votes against (No), 11 in favor (Yes), and 0 abstentions.
