************************************************************** Multilingual Internet-Mail Magazine jp-Swiss-journal - Vol. 226 - December 21, 2024 (Swiss Time) https://www.swissjapanwatcher.ch/ ************************************************************************ 【 目次 / INDEX / INHALTSVERZEICHNIS 】 【J】 「駄々を捏ねると評された左派」と 2024年11月24日国民投票の結果 明子 ヒューリマン 【E】 "Leftists described as Spoiled" and The Results of the Popular Vote on November 24, 2024 Akiko Huerlimann 〜〜〜〜〜〜〜〜〜〜〜〜〜〜〜【 日本語 】〜〜〜〜〜〜〜〜〜〜〜〜〜〜〜 「駄々を捏ねると評された左派」と 2024年11月24日国民投票の結果 明子 ヒューリマン Part 2/2 【2024年11月24日国民投票の結果】 メディアは4議案が全て否決される公算が高いと喧伝していたが、「医療サービ スの財政標準化(Efas)」は承認され、賛否はいずれも僅差と言える水準で決着し た。 https://www.bk.admin.ch/ch/d/pore/va/20241124/index.html 1) 「国道拡張計画」Ausbau Nationalstrassen 結果は反対多数で否決された。 内訳は、国民の賛成が47.3％、反対が52.7％。 賛成多数のカントンは11、反対多数のカントンは15で、カントンも反対多数。 投票率は45.05％ 慢性的な渋滞6区間の高速道路は放置されることになった。財源は使途限定で 確保されていた。その資金を環境保護政策に回すよう求める左派勢力に依る法令 無視の声高な宣伝が功を奏した結果となった。 2) 「借家法：転貸」Mietrecht: Untermiete 結果は反対多数で否決された。 内訳は、国民の賛成が48.42％、反対が51.58％。 賛成多数のカントンは16、反対多数のカントンは10で、カントンは賛成多数。 投票率は44.89％ 3) 「賃貸借法：自己使用による解約」 Mietrecht: Kuendigung wegen Eigenbedarfs 結果は反対多数で否決された。 内訳は、国民の賛成が46.17％、反対が53.83％。 賛成多数のカントンは14、反対多数のカントンは12で、カントンも反対多数。 投票率は44.9％ 2)と3)の法律は、不動産所有者の権利を強化する法律なので、不動産を所有 しない層が一致団結した結果になったようだ。 近年スイスの不動産、特に住宅は、高値推移と物件不足が報じられている。 その要因は、移民と難民による人口の急増と、ネットを通じた不動産のサイド ビジネスが挙げられている。 こうした社会現象を一定程度抑止する効果が期待出来る法律と理解していたの で、今後更に進むと予想される過密と社会秩序の維持に、如何に対処するかが 今後の課題と言えよう。 4) 「医療サービスの財政標準化(Efas)」 Einheitliche Finanzierung der Gesundheitsleistungen 結果は予想を覆して賛成多数で承認された。 内訳は、国民の賛成が53.31％、反対が46.69％。 賛成多数のカントンは20、反対多数のカントンは6で、カントンも賛成多数。 投票率は44.87％だった。 現在、入院患者の治療費のみを負担しているカントンは、今後は、治療費の4分 の3を健康保険会社が、残りの4分の1をカントンが負担するよう「標準化」され ることになる。 カントンは、医療制度で最も急成長している医師の手術や病院の外来診療費も 負担することになるので、外来診療報酬が過度に上昇しないよう直接的な関心 を持つことになる。これは、患者にとって期待出来る改革と言えよう。 又、外来診療報酬をカントンも負担することになるので、健康保険会社には、 慢性病患者の治療をより適切に調整するインセンティブが働くようになる。 保険会社はコストが削減出来れば、保険料の割引として被保険者に還元すること ができ、割引率は最大で25％にもなるそうだ。 折しも、2024年12月16日月曜日、ターゲス・アンツァイガー紙は、SVPが国民議 会で提起した「最低控除額の引き上げ動議」を賛成多数で議決したことを報じ た。全州議会は既に秋の会期で、同じくSVPの同趣旨の動議を承認していた。 動議の背景には、1996年に健康保険法が施行されて以来、強制健康保険（OKP） に課される費用が3倍以上に膨れ上がっていたことがある。 従来の基本保険のコスト削減策は、主にサービスの提供者、カントン、保険会社 を対象としていた。 健康リテラシーの強化や自己負担額の調整など、被保険者の自己責任に焦点を当 てた対策は、これまでほとんど問題にされてこなかった。 自己負担額を引上げることで個人の責任を強化し、健康保険費の抑制を図る狙い がある。 左派政党は、保険契約者の負担増を懸念している。 個人的には、財政標準化はあるべき制度と思うが、余りに高額な医療費と薬価 が、自治体と健康保険会社の財政、並びに家計を圧迫しているのだと思う。 別件ながら、弊誌Vol. 224 と Vol. 225号でお伝えした「署名詐欺」への対応策 として、「デジタル署名」の案が浮上している。 連邦政府は、署名を収集する既存のシステムを改善することには前向きで、現 在、予備プロジェクトで電子収集の効果をより詳細に検査しているという。 電子収集により、署名の収集がより効率的になり、資金と人員のコストが削減さ れる可能性がある。 電子投票で一部の有権者が排除される可能性があるものの、障害者や在外スイス 国民も参加しやすくなる可能性がある。 連邦政府は、現段階では電子署名に消極的と伝えられている。 デジタル署名に関しては、データ改竄、ハッカー攻撃等も懸念材料ではある。 ★ スイス連邦議会の政党名 / Political Parties represented in Parliament: https://www.parlament.ch/en/organe/groups/parties-in-parliament 【 編集後記 】 回を重ねるに連れて、国民投票の議案は複雑になってきている。 過去の経緯と様々な事情を考慮して賛否を決めるのは、有権者にとって容易なこ とではなくなっている。 その都度、政党の主張やメディアの報道だけに頼っていると、判断を誤ることに もなる。しいては直接民主制を損なう事にもなりかねないと思うこの頃。 （A.H.） 〜〜〜〜〜〜〜〜〜〜〜〜〜〜〜【 English 】〜〜〜〜〜〜〜〜〜〜〜〜〜〜 "Leftists described as Spoiled" and Results of the Popular Vote on November 24, 2024 Akiko Huerlimann Part 2/2 [ Results of the November 24, 2024 Popular Referendums' Vote ] Although the Media had been trumpeting the high Probability that all four Bills/Amendments would be rejected, the "Financial Standardization of Health Services (Efas)" was approved, and all of the Referendums' Votes were settled at a Level that could be called close. https://www.bk.admin.ch/ch/d/pore/va/20241124/index.html https://www.admin.ch/gov/en/start/documentation/votes/20241124.html 1) "National Highways Expansion Plan" (Ausbau National-Strassen.) The final Result was: A Majority rejected the Bill. The Breakdown was 47.3% in favor (Yes) and 52.7% against (No). The Results of the Cantons were: 11 in favor (Yes) and 15 against (No), overall a Majority of the Cantons were opposed. The financial Resources for the Project were already earmarked in a separate Fund. The vocal, legally ignorant left-wing Lobbying wants to redirect the restricted Funding to environmental Protection Policies. 2) "Tenancy Law: Subletting". (Mietrecht: Untermiete.) The Result was: A Majority rejected the Bill. The Breakdown was 48.42% in favor (Yes) and 51.58% against (No). The Results of the Cantons were: 16 in favor (Yes) and 10 against (No), overall a Majority of the Cantons were in favor. (Mietrecht: Kuendigung wegen Eigenbedarfs.) The Result was: A Majority rejected the Bill. The Breakdown was 46.17% in favor (Yes) and 53.83% against (No). The Results of the Cantons were: 14 in favor (Yes) and 12 against (No), overall a Majority of the Cantons were in favor. Turnout of Voters was 44.90% https://www.admin.ch/gov/en/start/documentation/votes/20241124/tenancy-law-termination-to-permit-personal-use.html The Amendments of the Tenancy Laws (2) and (3) seem to be the Result of a united Effort by the non-property owning Segment of the Population, since these Laws strengthen the Rights of Property Owners. In recent Years, Swiss Real Estate, especially Housing, has reportedly been experiencing high Prices and a Shortage of Properties. The Factors cited are the rapid Increase in the Population due to Immigration and Refugees (Asylum Seekers), and the Side-Business of Real Estate through the Internet. I understood that these Amendments of the Tenancy Laws were expected to have a certain Effect in curbing such Social Phenomena, so the Challenge for the Future will be how to deal with the Overcrowding that is expected to worsen in the Future and how to maintain Social Order. 4) "Health Insurance Act: Standardised Benefit Financing" (Amendment) Einheitliche Finanzierung der Gesundheits-Leistungen. The Result defied Expectations; it was approved by a Majority of Voters. The Breakdown was 53.31% in favor (Yes) and 46.69% against (No). The Majority of the Cantons approved the Amendment too. 20 Cantons in favor (Yes) and 6 against (No). Turnout of Voters was 44.87%. https://www.admin.ch/gov/en/start/documentation/votes/20241124/health-insurance-act-standardised-financing-of-benefits.html The Cantons, which currently only cover the Costs of Inpatient Treatment, will now be "Standardised" so that Health Insurers will cover three-quarters of the Costs and the Cantons the remaining Quarter. The Cantons will also be responsible for the Outpatient Costs of the Health Care System's fastest-growing Physician Surgeries and Hospitals, so they will have a direct Interest in ensuring that Outpatient Reimbursements do not rise excessively. This is a Reform that Patients can look forward to. If Insurance Companies can reduce Costs, they can pass the Savings on to the Insured in the form of Discounts on Premiums, which can be as much as 25%. Coincidentally, on Monday, December 16, 2024, the Tages-Anzeiger reported that the SVP's Motion to raise the Retention (Selbstbehalt) had been passed by a Majority in the National Council (Nationalrat). The Council of States (Staenderat) had already approved a similar Motion by the SVP in its Autumn Session. The Background to the Motion is that the Costs of Compulsory Health Insurance (OKP) have more than tripled since the Health Insurance Act came into force in 1996. Previous cost-cutting Measures for Basic Insurance were mainly aimed at Service Providers, Cantons and Insurance Companies. Measures focused on the Self-Responsibility of the Insured, such as strengthening Health Literacy and adjusting Co-Payments, have hardly been considered so far. The Aim is to strengthen Personal Responsibility by increasing Co- Payments and thus contain Health Insurance Costs. Leftist-Parties are concerned about the increased Burden on Policy- Holders. Personally, I think that financial Standardization is a good System to have, but I also think that excessively high Medical Expenses and Drug Prices are putting a Strain on the Finances of Local Governments and Health Insurance Companies, as well as on Household-Budgets. On a separate Note, a Proposal for "Digital Signatures" has emerged as a Countermeasure to the "Signature Fraud" that we reported on in our Magazine Vol. 224 and Vol. 225. The Swiss Federal Government is positive about improving the existing System for Collecting Signatures for Initiatives and Referendums, and is currently testing the Effectiveness of Electronic Collection in more Detail in a Pilot Project. Electronic Collection could make Signatures Collection more efficient and reduce financial and personnel Costs. Although Electronic Voting (E-Voting) may exclude some Voters, it could also make it easier for People with Disabilities and Swiss Citizens living abroad to participate. The Swiss Federal Government is reportedly reluctant to use Electronic Signatures at this Stage. Regarding Digital Signatures, Data Tampering and Hacker Attacks are also Concerns. ★ スイス連邦議会の政党名 / Political Parties represented in Parliament: https://www.parlament.ch/en/organe/groups/parties-in-parliament ［Editor's Postscript］ With each Popular Vote, the Agenda Items have become more complicated. It is no longer easy for Voters to decide whether to support or oppose a Bill, taking into account past History and various Circumstances. If we rely solely on the Claims of Political Parties and Media Reports each Time, we may end up making the wrong Decision. I think this could even lead to the Undermining of Direct Democracy.
