To this end, it includes a Proposal to drastically raise the Tax Threshold for "Capital Gains" as well as for Interest, Rental Income and Dividends. The Initiative Committee's Position is that the existing Redistribution is not sufficient, calling for a 1.5 Times Increase in the Taxation of Capital Income above a certain Amount. The Revenue generated by the Tax Increase will be used to reduce Income Taxes for middle- and low-income Earners or Transfer Payments in favor of Social Welfare. The Swiss Federal Council and Parliament are against the Initiative's Proposal. Today, Income Taxes help alleviate Inequality, with high-income Earners paying a larger Percentage than low-income Earners. Most of the Redistribution goes to Social Benefits such as Pensions and Social Welfare. Income is evenly distributed according to international Comparisons by the OECD, and the Tax Burden on Capital is already quite high. Even higher Taxes would weaken Switzerland as a Business Location, jeopardizing Jobs and Prosperity. Small and medium-sized Enterprises (SMEs) are the Backbone of Switzerland's Economy, and Start-ups are flourishing at home and abroad, but there are Fears that the Proposal could hamper their Activities. The Swiss Federal Council and the Chambers of Parliament recommended a "No" to the Initiative. The National Assembly's Vote (Nationalrat) was, 66 Votes in favor (Yes), 128 Votes against (No), and 0 Abstentions. The Council of States’ Vote (Staenderat) was, 13 Votes in favor (Yes), 31 Votes against (No), and 0 Abstentions. The Left-Wing and the Green Party voted in favor, while the conservatives and the business community voted in chorus against it. The September 20, 2021 Edition of the "20 Minutes" Newspaper reported that Economists based on a joint Survey by KOF and NZZ analyzed the "99% Initiative"; they found some positive Aspects in the Initiative. 45% of the questioned Economists support a slightly higher Taxation on Capital Income, 40% support an equal high Taxation of Labor and Capital. 15% support a higher Taxation on Labor Income based on KOF-News. *4) It was also reported that French Star Economist Thomas Piketty also supports the JUSO Initiative. *5) It is unclear whether or not these Reports will have an immediate Impact on the Vote, but they cannot be ignored. However, there are Fears that this could have a negative Impact on the Cash Flow of small and medium-sized enterprises (SMEs) and on the Succession of Businesses, which could shake the economic Foundations of Switzerland. It is said that the Economy is a living Organism, so even if we take into account the Opinions of Scholars, we should be cautious about making sudden Changes to the System, especially now, when it is in a State of Flux due to the Corona Vortex. At this Point, the Prediction is that a Majority of Votes will reject the Initiative, about a third is in favor of it and the Number of Votes against it, tend to increase, so the Popular Initiative will be clearly rejected. *6) 2) Marriage for All *7) *8) In December 2020, a Bill to amend the Civil Code, allowing Homosexuals to marry was passed by a large Majority in both Chambers of Swiss Parliament. Three Committees, led by the EDU and the SVP, objected to the Amendment, and a Referendum was launched. Currently, legal Marriage in Switzerland is only possible between a Man and a Woman. For same-sex Couples, the only Option is to enter into a registered Partnership, which does not allow for simplified Naturalization or joint Adoption, nor does it allow Access to reproductive medicine. Today, same-sex Marriage is recognized in many Western Countries. In order to give all Couples, the same Rights, the Swiss Federal Council and Parliament have decided to allow same-sex Couples also to have a civil Marriage. Registered Partnerships can be converted into Marriages. Besides, married lesbian Couples will get access to legally regulated Sperm Donation, but not anonymously. It seems that this Law was passed because of the Predominance of leftist Forces in the Swiss Federal Government and Parliament. However, the Referendum Committee opposing this amended Law wants to protect Marriage as a Union between a Man and a Woman, believing that Sperm Donation to lesbian Couples will lead to fatherless Children and identity Issues. Besides, they argue that the amended Law is unconstitutional. From my personal Point of View, I have no Objection to a Marriage, recognized as a Union between Gays and Lesbians too. At the Time of a Childbirth, I have heard that the Gynecologists first confirm the Gender of a newborn baby. Gender seems to have more ambiguous Elements than I thought; there are Cases where the Gender changes when the Human grows up. It can be suspected that Effects of "endocrine Disruptors", so-called "environmental Hormones", may be involved. *9) There is need to help those who are unfortunate enough to have sex Differences that can seriously affect their social Lives. However, I believe that Sperm Donation should still be done with Caution. I don't think that enough biological and ethical Considerations have been taken into account. I am not in favor of the "Marriage for All" amended Law, because I cannot dispel the Fear that it will plunge Society into Chaos. The Swiss Federal Council and the Chambers of Parliament recommended a "Yes" to the Law. The National Assembly’s Vote (Nationalrat) was, 136 Votes in favor (Yes), 48 Votes against (No), and 9 Abstentions. The Council of States’ Vote (Staenderat) was, 24 Votes in favor (Yes), 11 Votes against (No), and 7 Abstentions. All political Parties, except the SVP-Party were in favor of the amended Law. Voting Projections tend to show a slight Increase on the No-side, but with more than two-thirds in favor. Experts call them political party-interest Proposals. Popular Votings are often used as a Tool for political Battles, and the Public is forced to follow along, investing huge Amounts of Time and Money. Nevertheless, it is an indispensable System if it is to be used as an Exercise to ensure and maintain the Sovereignty of the People. It is a Direct Democracy envied by Western Countries.
