■━━━━━━━━━━━━━━━━━━━━━━━━━━━━━■ ┃ Multi Lingual Internet Mail Magazine ┃ ★ jp-Swiss-journal - Vol. 198 - April 03, 2021 (Swiss Time) ┃ ☆ http://www.swissjapanwatcher.ch/ ■━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━■ 【 目次 / INDEX / INHALTSVERZEICHNIS 】 【J】 2021年03月07日国民投票の結果とメディアの実情 明子 ヒューリマン 【E】 The Results of the Popular Vote on March 07, 2021 and the Actual Situation of the Media Akiko Huerlimann □━━━━━━━━━━━━【 日本語 】━━━━━━━━━━━━━━□ 2021年03月07日国民投票の結果とメディアの実情 明子 ヒューリマン 投票日翌日月曜日の報道は、有権者が2議案で政府・議会の意に反する決定 をしたと、「政府・議会の敗北」を強調するコメントを繰り返し報じた。唯 一政府・議会の望み通り承認されたインドネシアとの経済連携協定も僅差で 承認されたことは、連邦政府と民意の乖離と言うべきか。 では、各議案について見てみよう。 （弊誌 Vol. 197 - February 24, 2021もご参照されたし。) 1. 国民発議 「覆面禁止に賛成」の結果は、投票総数では賛成が51.21％、 反対が48.79％だった。*2) 僅差に見えるものの、強力な反対キャンペーンも効果無しという結果に見え る。その根拠の一つは、カントン別では、賛成が過半数を占めたカントンの 数が20、反対が過半数のカントンの数が6と圧倒的な差だった。 過半数を制したカントンが半数以上にならなければ、議案は承認されないの で、カントン別の結果は圧勝だ。 Blickのオンライン調査でも、70％が覆面禁止に賛成だった。 投票率は 51.40%とかなり高いと言える。 因みに、スイスの隣国オーストリアやフランス等で覆面は既に禁止されてい る。グラウビュンデンでは、イスラム圏からの観光客が減少すると懸念され ていたが、現実にはむしろ増えているという。 実際のところ、覆面を禁止することは、イスラムの女性への差別ではなく、 間接的な支援と考えることが出来るのではないか？ イスラムの女性達は、ブルカの下は思いっきりファッショナブルに装ってい るということなので、彼女達がわざわざブルカで隠したい筈だ等と思うのは 不自然に思う。 社会的制約が無ければ大抵の女性は喜んでブルカを脱ぎ捨てるのが自然だ。 ブルカと対照的なベリーダンスの衣装も共にアラブの伝統ではないか。 スイスの殆どのイスラムは、サラフィー主義 *3) と過激派とは距離を置い ているので、進歩的なイスラムはこの結果を歓迎していたという報道があっ た。しかし、こういう報道は例外で、メディアはほぼ横並びで、ブルカ禁止 に批判的な情報を報道し続けた。 投票日当日の速報では、社会民主党(SP)のタマラ・フニチエッロ国民議会議 員の敗北コメントを繰り返し放送したが、勝者のコメントは聞かれなかった。 SRFは連邦議会担当のクルディン・ヴィンツェンツ記者のまとめを、「覆面の 禁止がスイスを変える事は無い(Das Verhuellungsverbot wird die Schweiz nicht veraendern」、という表題でオンラインサイトに掲載した。*4) ここ では、SVPに近いエガーキンガー委員会 *5) のヴァルター・ヴォプマン国民 議会議員（SVP Swiss People's Party）の発言を動画で紹介している。 毎年5月1日のメーデーには、覆面をした極左集団が主要都市の中心部主にツ ューリッヒで暴れ回り、警察官が負傷する事態も起きている。 最近では、ジハディストのネットワークがスイスと近隣諸国で構築されてい るというニュースも新聞で報道された。 エガーキンガー委員会の「スイスのイスラム化阻止」は、いささか過激にも 見えるが、スイスでイスラム過激派の活動は10年程前から目立つようになり、 今や目新しい社会問題ではない。 ISに参加してシリアに囚われているスイス国籍者とその子供達の帰還が、今 正に政治課題に上っている。 スイスで覆面を警戒すべき社会現象は既に確実に存在している。 スイス国民の最大の懸念が、投票結果に如実に表れたと見るべきだろう。 2. 電子識別サービスに関する連邦法（e-ID法） *6) の結果は、投票総数が 賛成35．64％、反対64.36％。賛成過半数のカントンの数が0、反対過半数の カントンの数が26と圧倒的な反対の民意が示された。投票率は51.27％。 最も批判されている点は、「スイス政府が保証すると言いながら、運用は民 間に委託する」ことにある。それ故、この法律に対して、国民の猜疑心が顕 著に示された。 ドイツ、スウェーデン、ノルウェーで既に導入されているE-IDだが、システ ムは異なりそれぞれ利点もあれば、欠点もあると報じられている。 今日既に電子個人情報が随所で扱われ、何でもデジタルの時代ではあるが、 全幅の信頼を置くわけには行かない、という意識が人々の間には根強く有る。 いずれにせよ、今更何のための政府保証のE-IDなのか、今以て不明。 3. インドネシアとの経済連携協定 *7)は、投票総数が賛成51.65％、反対 48.35％だった。可なりの反対票が出た理由は、パーム油の輸入がインドネ シアの環境を破壊する、という環境活動家の反対運動が功を奏したようだ。 カントンの結果は、過半数の賛成を得たカントンの数が20、反対が過半数の カントンの数が6で、インドネシアとの経済連携協定への広範な肯定的姿勢 が示された。投票率は51.08％。 【スイス・メディアの実情】 2021年3月10日付ターゲス・アンツァイガー紙に、アルトゥール・ルーティ スハウザー編集長とプリスカ・アムシュトゥッツ副編集長の連名で「タメデ ィア社の女性社員達の抗議 (Zum Protest der Tamedia-Frauenn)」という表 題のメッセージが掲載された。 *8) 2021年3月5日金曜日、タメディア社の78人の女性社員が、経営陣と編集長宛 に公開書簡を送り、性差別的な企業文化、賃金の不平等、女性は会議で叱責 される等の申し立てが有った事への回答だった。差別や不平等は容認できな いと、この抗議を前向きに受け止めて、チームで調査することを約束してい る。 この事以外にも、保守系週刊誌「Die Weltwoche」2021年3月4日付No. 9が、 クルトゥ・W・ツィンマーマン *9) の、「無意味な姿勢: 嫌がらせ、メディ アで意見監視がスイスにも到達、ターゲス・アンツァイガーの例」という意 見を掲載した。*10) この中で、編集部内の権力闘争の実情も披瀝された。 そして、2021年3月27日、公共放送SRFラジオは、「メディアトーク」で、タ ーゲス・アンツァイガー紙の「タメディア社の構造的性差別」についてとい う特別番組を放送した。*11） 番組には当のターゲス・アンツァイガー紙アルトゥール・ルティスハウザー 編集長始め、書簡に署名した女性ジャーナリスト他数名が参加した。 この番組を聴いていたが、何となくガス抜き対応のように感じた。 番組では、「ソーシャルメディアでの懸念は大きく、タメディアの経営陣も 今や反応したものの、今後何かが今根本的に変わるのか疑問は残る」と締め くくった。 かく言う公共放送SRFでも、最近女性経済記者が、「SRFは男社会だ」と不満 を述べて去っている。 性差別は永遠のテーマのようにも思える。暫く前、「スイスで女性が参政権 を得た50周年記念を祝っている側で、男性は千年以上参政権を得ている」、 という風刺漫画を見た。女性が出産育児をしている間も、男性はキャリアを 維持して、少し遅れをとってしまった女性を排除する。男だけでも競争は激 しいので、女性を排除すれば、競争相手が半分程度は減る。女性の間でも競 争は激しく、「女の敵は女」とよく言われる。他者との競争は、押し並べて 「個体生存の為の競争原理」と考えたりもする。 いずれにせよ、SRFのみならず、スイスの報道機関は概ね左派ながら、公正 な報道をしていると言われてきた。しかし、今後はより注意深く観察する必 要を痛感した次第だ。 【 参照 】 ★ スイス連邦議会の政党名 / Political Parties represented in Parliament https://www.parlament.ch/en/organe/groups/parties-in-parliament *1) 2021年03月07日国民投票の結果/Volksabstimmung vom 07.03.2021: https://www.bk.admin.ch/ch/d/pore/va/20210307/index.html *2) Volksinitiative "Ja zum Verhuellungsverbot": https://www.bk.admin.ch/ch/d/pore/va/20210307/can638.html *3) サラフィー主義： https://ja.wikipedia.org/wiki/%E3%82%B5%E3%83%A9%E3%83%95%E3%82%A3%E3%83%BC%E4%B8%BB%E7%BE%A9 *4) 覆面の禁止がスイスを変える事は無い (Das Verhuellungsverbot wird die Schweiz nicht veraendern： https://www.srf.ch/news/abstimmungen/initiative-verhuellungsverbot/sieg-fuer-egerkinger-komitee-das-verhuellungsverbot-wird-die-schweiz-nicht-veraendern *5) エゲーキンガー委員会： https://egerkingerkomitee.ch/ *6) Bundesgesetz ueber elektronische Identifizierungsdienste (EID-Gesetz, BGEID): https://www.bk.admin.ch/ch/d/pore/va/20210307/can639.html *7) インドネシアとの経済連携協定 (Bundesbeschluss ueber die Genehmigung des Umfassenden Wirtschaftspartnerschaftsabkommens zwischen den EFTA- Staaten und Indonesien: https://www.bk.admin.ch/ch/d/pore/va/20210307/can640.html *8) 「タメディア社の女性社員達の抗議 (Zum Protest der Tamedia- Frauen)」： https://www.tagesanzeiger.ch/zum-protest-der-tamedia-frauen-239557180921 *9) クルトゥ・W・ツィンマーマン(Kurt W. (A.H.) □━━━━━━━━━━━━【 English 】━━━━━━━━━━━━━━□ The Results of the Popular Vote on March 07, 2021 and the Actual Situation of the Media. Akiko Huerlimann Reports on Monday, one Day after the Voting Day, repeatedly made Comments emphasizing "Defeat of the Government and Parliament"; Voters made Decisions against the Will of the Government and Parliament in the two Bills. It could be said that based on the Fact that the Economic Partnership Agreement (EPA) with Indonesia was approved as recommended by Government and Parliament, but only by a small Margin, means a Divergence between the Federal Government and the People's Will. Let's take a Look at each Bill. (See also our Magazine Vol. 197 - February 24, 2021.) 1. The Result of the Popular Initiative “Yes to a Ban on full facial Coverings" was 51.21% Yes and 48.79% No. *2) Although it seems to be a close Margin, however, it looks like a strong Opposition (No) Campaign had no Effect. One of the Reasons for this was the overwhelming Difference by Cantons, with 20 Cantons voting Yes and 6 Cantons voting No. If there is not a Majority of Cantons approving the Initiative, it will not be approved, so the Results by Cantons is an overwhelming Victory. In a Blick-Newspaper Online Survey, 70% agreed with the Ban on Masking. The Turnout of Voters was fairly high with 51.40%. By the way, a Ban on full facial Coverings has already been implemented in neighboring Countries of Switzerland such as Austria and France. In Graubunden, there was concern that the Number of Tourists coming from the Islamic World would decrease, but in Reality, it is increasing. As a matter of fact, a Ban on full facial Coverings can be thought as an indirect Support rather than a Discrimination against Islamic Women in fact? Islamic Women are dressed fashionably under the Burqa, so it seems unnatural to think that they should bother to hide in the Burqa. Without social Constraints, it is natural for most Women to be willing to take off the Burqa. Belly Dance Costumes that contrast with the Burqa are also part of Arab Traditions. It was reported that the Islam in Switzerland was mostly far from Salafism *3) and radical Groups; the progressive Islam in Switzerland welcomed the Voting-Result. However, with the Exception of these Reports, the Media continued to report Information critical of the Burqa Ban, almost side by side. In the Breaking News on Voting Day, the Defeat-Comment by the Social Democratic Party (SP) National Assembly Member Ms. Tamara Funiciello was repeatedly broadcasted, but the Winner's Comments was hardly heard. On the SRF.ch Platform, an Online Summary by the Federal Parliamentary Correspondent Curdin Vincenz was posted entitled "a Ban on full facial Coverings does not change Switzerland (Das Verhuellungsverbot wird die Schweiz nicht veraendern)". *4) Here, the Video with the Remarks of SVP National Councilor Mr. Walter Wobmann of Egerkinger Komitee *5), which is close to SVP. Almost every Year on May 1st (Labor Day), masked ultra-left Groups rampages in major Swiss Cities, mostly in Zurich, injuring Police Officers. Recently, Newspapers also reported that a Network of Jihadists was being established in Switzerland and neighboring Countries. The Egerkinger Komitee Slogan, "Stop Islamization in Switzerland" sounds a bit radical, however, Islamic Extremist Activities have been prominent in Switzerland for about 10 Years and it is no longer a new Social Issue. A Return of Swiss Nationals and their Children who participated in the IS-Movement (Islamic State), trapped in Syria, is now a political Issue. There is definitely a social Phenomenon in Switzerland, warning of full facial Coverings. It should be seen as the biggest Concern of Swiss People, manifested in the Voting Results. 2. The Result of the Federal Law (e-ID Law) *6) regarding to Electronic Identification Services, was 35.64% Yes and 64.36% No. The Number of Cantons in favor was Zero, and the Number of Cantons voting No were 26, showing an overwhelming Opposition. The Turnout of Voters was 51.27%. The most criticized Point was that "the Operation is outsourced to the Private Sector, while the Swiss Government guarantees it." Therefore, the Public's Suspicion about this Law was prominent. An E-ID System has already been introduced in Germany, Sweden and Norway, it was however reported that those Systems are different and each has Advantages and Disadvantages. Already today, Electronic Personal Information is handled everywhere, and although, we have arrived in the Digital Age, there is a deep-rooted Awareness among People that we cannot put full Trust in it. In any case, it is still unknown what the Government- guaranteed E-ID is for. 3. The Result of the Economic Partnership Agreement (EPA) with Indonesia *7), was 51.65% Yes and 48.35% No. The Reason for the considerably narrow Approval-Vote seems to have been based on the Success of the Opposition Movement by environmental Activists arguing that Imports of Palm Oil would destroy the Indonesian Environment. Results of the Cantons showed a broad positive Attitude towards an Economic Partnership Agreement (EPA) with Indonesia; 20 Cantons voted in favor of it and 6 Cantons were against it. The Turnout of Voters was 51.08%. [The Actual Circumstances of Swiss Media] A Message entitled "Zum Protest der Tamedia-Frauen" was published in the Tages-Anzeiger Newspaper on March 10, 2021 under the joint Name of Editor-in-Chief Arthur Rutishauser and Deputy Editor-in-Chief Priska Amstutz. *8) On Friday, March 5, 2021, 78 female Employees of Tamedia-Group sent an Open Letter to the Management and the Editor-in-Chief, complaining about a sexist Culture, Wage Inequality, and Women being reprimanded at Meetings. It was an Answer to the Allegations. Discrimination and Inequality are unacceptable; they take the Protest seriously and promised to investigate it as a Team. In addition to this, the Conservative Weekly Magazine "Die Weltwoche" No. 9 dated March 4, 2021 published an Article "The Nonsense of the Attitude: The Mob, the Opinion Police in the Media, reaches Switzerland - Example of the Tages-Anzeiger” written by Kurt W. Zimmermann. *9) In this, the actual Situation of the Power Struggle within the editorial Department was also revealed. *10) Then, on March 27, 2021, public Broadcaster SRF Radio broadcasted a special Program on "Media Talk" about "Structural Sexism at Tamedia- Group" by Tages-Anzeiger. *11) The Talk was attended by the Editor-in-Chief of Tages-Anzeiger, Arthur Rutishauser, a female Journalist who signed the Open Letter, and a few others. I was listening to this Program, but somehow, I felt like it was a "Gas Vent." The Talk concluded, "Social Media Concerns are high, and although Tamedia's Management has now responded, it remains doubtful that something will change radically in the Future." At the public Broadcaster SRF, a female economic Reporter recently complained that "SRF is a male Society" and left SRF. Sexism seems to be an eternal Theme. Some Time ago, I saw a Caricatures with the Slogan, "Women are celebrating the 50th Anniversary of Suffrage in Switzerland, and Men have the Suffrage for more than 1,000 Years." While Women are giving Birth and raising Children, Men maintain their Careers and eliminate Women who are a little behind. Competition is fierce for Men alone, so eliminating Women will reduce the Number of Competitors by about half. Competition is fierce among Women too; it is often said that "Women's Enemies are Women". Competition with Others, is said to be a general Rule, it can be thought of as the "Competition Principle for individual Survival." In any Case, it has been said that not only the broadcaster SRF, but also the Swiss News Media in general, although generally left-wing, are reporting fair. However, I realized that I needed to observe more carefully the News Coverage in the Future. On the other hand, Media Problems became apparent one after another, and I was honestly astonished. I was shocked that Swiss Media, which had been highly trusted until now, seems to be the same as in other Countries. Still, in honor of Switzerland, Swiss Media Coverage still seems to be useful for the Direct Democracy. By the way, the next Referendum's Vote is on June 13th. There are 5 Bills, a large Number after a long Time!
