■━━━━━━━━━━━━━━━━━━━━━━━━━━━━━■ ┃ Multi Lingual Internet Mail Magazine ┃ ★ jp-Swiss-journal - Vol. 194 - October 29, 2020 (Swiss Time) ┃ ☆ http://www.swissjapanwatcher.ch/ ■━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━■ 【 目次 / INDEX / INHALTSVERZEICHNIS 】 【J】 2020年9月27日国民投票の結果を考える 明子 ヒューリマン 【E】Think about the Results of the Popular Voting on September 27, 2020 Akiko Huerlimann □━━━━━━━━━━━━【 日本語 】━━━━━━━━━━━━━━□ 2020年9月27日国民投票の結果を考える 明子 ヒューリマン 2020年9月27日国民投票の結果は以下の通りだった。 1) 国民発議「制限発議（適度な移民のために）」 *1) 賛成 38.3％、反対 61.7％、投票率 59.5％ 2) 狩猟法改正： *2) 賛成 48.1％、反対 51.9％、投票率 59.3％ 3) 子供控除（直接連邦税に関する連邦法改正） *3) 賛成 36.8％、反対 63.2％、投票率 59.2％ 4) 父親の育児休暇（所得補償法改正） *4) 賛成 60.3％、反対 39.7％、投票率 59.3％ 5) 戦闘機調達に関する連邦令 *5) 賛成 50.1％、反対 49.9％、投票率 59.4％ 投票日の翌日のターゲス・アンツァイガー紙は、トップに「戦闘機調達」を 据えた。スリリングな薄皮一枚の「承認」は、反対派を勢い付ける結果とな り、彼らは今新しい発議を検討していると報じた。有権者も「商品を見ずに 買う」が如き不確かさを感じているとも。候補の戦闘機を製造する各国は、 早速ベルンの大使館を通じて交渉に乗り出しているそうだ。余りに小さい内 陸国に、広大な国土と領海を持つ国で作られたジェット戦闘機を持ってきて も、どれ程効果的に国土を防衛出来るか疑問を呈する意見には共感出来る。 2番目に注目されたのは、SVP発議の「制限発議(適度な移民のために)」は、 敢無く「反対」された。連邦政府の次の一歩は対EU交渉になると言われてい る。敗北したSVPは、他党と協力を模索せず、独立独歩の姿勢を貫いてきた ことが、敗因の要因と評され、党内の若手からも批判の声が出ていると伝え られた。SVPの党内事情はさておき、スイスの国家主権を犠牲にした交渉に ならないようにしなければならない。 イグナチオ・カシス外相は、2020年10月13日連邦評議会で、EUの首席交渉官 の交代を提案した。*6) 長年交渉経験を持つ有能なトップ外交官であるロベ ルト・バルツァレッティ *7)を今何故交代させなければならないのか？と議 会でも異論が出たが、翌14日には交代が発表された。カシス外相は、EUに対 する戦略的変化のシグナルだと応じた。後任のEU主席交渉官には、リヴィア ・ロイ＝アゴスティ駐仏スイス大使が指名された。*8) *9) 難航が予想さ れるEUとの交渉で、顔を変えて仕切り直しをしたいようだ。バルザレッテイ 氏は駐仏大使に任命された。 3番目に注目されたのは、2週間の父親の育児休暇(所得補償法改正)が、「賛 成」多数を得て、圧倒的ではないものの、充分多数の賛同を得た。ところが ”Public Beta“ *10) の共同設立者と”Wecollect.ch“ *11) の創設者が、 早々と投票日の週末、「父親と母親それぞれに16週間の有休育児休暇」の発 議計画を発表した。 *12) 連携協議を持ちかけていた ”Pro Familia Schweiz“ *13) は、”Public Beta“の抜け駆け発表に不信感を募らせ、左 派の連携模索に亀裂が生じたことが報じられた。 それとは別の動きが注目された。「兵役と出産休暇の所得補償連邦法」*14) に、2021年から2週間の「パピ(父親)の時間」が義務化されて加わることに なり、現行法で規定されている社会保険料0.45％が0.5%に引き上げられるこ とになった。これは年金等と同様に雇用者と被雇用者が分担し、給与から自 動的に差し引かれる。2週間の父親の育児休暇に0.5％義務的負担金が適用さ れることで、多くの大企業が恩恵を受けることになると、2020年9月29日付 ターゲス・アンツァイガー紙が報じた。 これまで父親の育児休暇を、福利厚生の一環として2週間付与していた企業 が、この度の義務化で0.5％の半分の負担で済むことになり、経費節約にな るというのだ。その為、父親の休暇を更に延長してもよいと考えている大手 企業が少なからずある事が調査で分かった。最長ケースのUBSは、「18週間 にすることも可能」と答えている！如何にも寛容な計らいに見えるが、これ は大手企業に限られ、中小企業は更なる負担に懸念を示している。長引く様 相を呈しているコロナ渦に在って、大手企業の雇用調整に、父親の育児休暇 が一役買われそうな気配が無きにしも非ず。 4番目は殆ど注目されなかった、通称「子供控除」は明確に否決された。弊 誌Vol. 193でご紹介したように、第三者に保育を託す費用の連邦税控除を 25,000スイスフランまで引き上げ、更に通常の子供控除も 6,500スイスフラ ンから10,000スイスフランに引き上げるという、非常に高額な子供控除は、 多くの有権者の理解を超えたと考えるのが妥当だ。中低所得者層を無視した 社会民主党(SP)は、今保育の無料化を計画していると伝えられているが、議 会で多数の賛同は得られていないとも報じられた。 5番目に注目されたのは、「狩猟法と野生動物保護法修正案(JSG：Fassung des Jagd- und Schutzgesetzes)」だったが、「反対」が賛成を制し、「オ オカミに関する論争は振り出しに戻された」、と報じられた。この結果に、 「街の住民が、山の住民の意思を無視して山のことを決める」、と山の住民 は憤懣やるかたないという受け止めだった。連邦政府と議会は賛成を推奨し たものの、野生動物の保護は新たな法律でより強化され加速されることにな った。自然保護団体は、新しい修正案に迅速に取り組み、次の山のシーズン に備えて、家畜の群れを保護する早急な対策も準備して、山岳部の住民の懸 念を払拭する狙いがある。 国民投票で民意が示されても、一件落着とは行かず、今後も経緯を注視して いなければならない課題が多い事を今回も実感させられた。国民投票に持ち 込むのは大きな事業なので、政党が主導することが多い。その為投票後も改 めて、政党への資金提供の透明化を求める論調をメディアで見かけた。それ でも保守革新を問わず政治家の抵抗は根強いようだ。最近行われた地方選挙 で、緑の党とGreen Liberal が躍進し、保守のFDPとSVP、そして左派のSPの 後退が顕著になった。中道保守のキリスト教民主党が党名を、 “Christlichdemokratische Volkspartei(CVP)”から”Die Mitte”に変え、 弱体化の一途を辿るBDP(Buergerlich Demokratische Partei)との合流を決 めた。持続可能な社会を目指す趨勢と共に、コロナ渦で財界の勢力図も変わ りそうな昨今、既成政党の後退が進行しているように見える。 【 参照 】 * スイス連邦議会の政党名 / Political parties represented in Parliament https://www.parlament.ch/en/organe/groups/parties-in-parliament *1) 国民発議「制限発議(適度な移民のために) / Begrenzungsinitiative： https://www.bk.admin.ch/ch/d/pore/va/20200927/can631.html *2) 狩猟法 / Jagdgesetz, JSG: https://www.bk.admin.ch/ch/d/pore/va/20200927/can632.html *3)子供控除 / Steuerliche Berücksichtigung der Kinderdrittbetreuungskosten: https://www.bk.admin.ch/ch/d/pore/va/20200927/can633.html *4)父親の育児休暇 / Vaterschaftsurlaub: https://www.bk.admin.ch/ch/d/pore/va/20200927/can634.html *5) 闘機調達に関する連邦令 / Bundesbeschluss ueber die Beschaffung neuer Kampfflugzeuge: https://www.bk.admin.ch/ch/d/pore/va/20200927/can635.html *6) バルツァレッティ更迭の可能性に連邦議会で白熱論争 / Moegliche Balzaretti-Absetzung: Heisse Diskussionen im Bundeshaus https://www.srf.ch/news/schweiz/absetzung-von-chefunterhaendler-moegliche-balzaretti-absetzung-heisse-diskussionen-im-bundeshaus *7) ロベルト・バルツァレッティRoberto Balzaretti: https://www.eda.admin.ch/dam/dea/en/documents/publikationen_dea/Biographie-DEA-Direktor-Tab_en.pdf *8) リヴィア・ロイはカシスの新しい右腕になるのか？ / Wird Livia Leu die neue rechte Hand von Cassis? The thrilling, only very narrow "Approval" has boosted Opposition; the Newspaper reported that (leftist) opposition Groups are now considering a new Initiative. Voters also feel uncertain like "buy a pig in a poke." (buy a Cat in a Bag). Countries that manufacture the proposed Fighters Planes are said to have begun Negotiations through their Embassies in Berne. I agree with the opinion that even if you bring a Fighter Jet made in a Country with a vast land and territorial waters to a landlocked Country that is too small for it, you will question how effectively you can defend the Land. Secondly, SVP-party's Popular Initiative "Restriction Initiative" (For a moderate Immigration)" was mercilessly "rejected". The next step for the Swiss Federal Government is said to be Negotiations with the EU (European Union). Reasons for the defeat of the SVP were analyzed; not seeking Co-operation with other political Parties and keeping an independent Stance. It is reported that young People in the Party have also criticized it. Aside from the SVP's internal Affairs, Negotiations at the Expense of the Swiss National Sovereignty with the EU must be avoided. Swiss Foreign Minister Ignazio Cassis proposed a Replacement of the Chief Negotiator with the EU at meeting of the Federal Council (Bundesrat) on October 13, 2020. * 6) There were disagreements in the Swiss Parliament, why should Roberto Balzaretti *7), a talented Top Diplomat with many Years of negotiation Experience, be replaced now? However, the Change was announced on October 14, 2020. Swiss Foreign Minister Cassis responded that it was a Signal of strategic Change to the EU. Current Swiss Ambassador to France, Mrs. Livia Leu Agosti, was appointed as Successor to the post of Chief Negotiator with the EU. *8) *9) It seems that Minister Cassis wants to change the Face and make a fresh Start in the Negotiations with the EU, which are expected to be difficult. Mr. Roberto Balzaretti was assigned to the post of Swiss Ambassador to France. Thirdly, the two-weeks "Father's Childcare Leave" (Amendment of Income Compensation Law) was not overwhelmingly, but it was accepted with a large Majority of "Yes-Votes". However, the Co-Founder of "Public Beta" *10) and the Founder of "Wecollect.ch" *11) announced the Plan of "16 Weeks paid Leave for each Father and Mother" on the weekend of Voting Day. *12) But, "Pro Familia Schweiz" *13) who had approached Co-operation Talks to "Public Beta", was distrustful by the going ahead of the Announcement by "Public Beta", and a Crack occurred in the Search for Co-Operation on the left. Another Movement was noticed, "Income Compensation Allowance in the Event of Military Service or Maternity (EO)" *14); that Insurance will be obliged to add "Papi (Father) Time" for two weeks as from 2021. For the funding of that Insurance, the present Contribution by wage percentage of 0.45% stipulated by the current Law will be raised to 0.5%. It is the same like for the Contribution to the old- age Insurance; it is shared between the Employer and the Employee, and automatically deducted from the Salary. "Tages-Anzeiger" dated September 29, 2020 reported that many large Corporations would benefit from the 0.5% mandatory Contribution to the "Father's Childcare Leave". Companies that previously granted an (optional) "Father's Childcare Leave" of two weeks as part of their Welfare program, will now be required to pay only half of the cost of 0.5%, these companies can save money. As a result, the Survey found out that there are some large companies that are willing to extend their Father's Leave even longer. In the longest case at "UBS", it is said that "it can be even 18 weeks"! It looks like a generous Treatment, but this is limited to large Companies, and SME (small and medium-sized Enterprises) are concerned about the further Burden. In the Corona Vortex, which is showing a protracted Appearance, there is no Guarantee that the "Father's Childcare Leave" will not play a Role in a possible Employment Adjustment of major Companies. Fourthly, the so-called "Child Deductions" (Federal Law Amendment regarding Direct Federal Tax) as introduced in our Magazine Vol. 193, received little Attention and was clearly rejected. The Federal Tax Deduction for the cost of "entrusted childcare by a third party" should have been raised up to CHF 25,000, and the general child Deduction should have been raised from CHF 6,500 to CHF 10,000 that is an extremely high deduction. It is reasonable to think that such a "Child Deduction" is beyond the understanding of many Voters. The Social Democratic Party (SP), which is said to ignore middle- and low-Income Earners, was reportedly planning to make Childcare free now, but apparently did not get much Support for such a Plan in the Swiss Parliament. The fifth Focus was on the "Amendment of the Hunting Law and the Wildlife Conservation Law" (JSG: Fassung des Jagd- und Schutzgesetzes)", but the "Opposition side" dominated, preventing an Approval to it. Reportedly "the Wolf controversy went back to the Start". Mountain residents were indignant about the result of the voting, saying "the City residents ignore the will of the mountain Residents, deciding about the matter of the mountain." Although the Swiss Federal Government and Parliament had recommended the Approval of the Amendment, Wildlife Protection would have been strengthened and accelerated by the new Legislation. Nature Conservation Groups will swiftly have to work on new Amendments, and prepare urgent Measures to protect Herds of Livestock in preparation for the next Mountain season, dispelling the Concerns of mountain dwellers. Even if the Popular Voting showed the Will of the people, it did not settle down, and I realized that there are many Issues that need to be closely watched in the Future. As it is a big Business to bring an Issue to a Popular Voting, therefore, it is often led by political Parties. That's why even after the Vote, I saw in the Media the Tone of demanding Transparency in funding to political Parties. But politicians' resistance still seems to be deep-rooted, regardless whether they are conservative or leftist. In recent local elections, the Greens and Green Liberals (GLP) have made great strides, conservative FDP and SVP, as well as left-wing Socialists (SP) retreated noticeable. CVP-party of the Centrist Conservative Party decided to change their Name from the "Christlich- Demokratische Volkspartei CVP" to the party "Die Mitte", and will merge with a still ailing BDP-party (Conservative Democratic Party). With the Trend toward a sustainable Society, the Corona Vortex is likely to change the Power map of the Business World, and it seems that the retreat of established political Parties is progressing.
