■━━━━━━━━━━━━━━━━━━━━━━━━━━━━━■ ┃ Multi Lingual Internet Mail Magazine ┃ ★ jp-Swiss-journal - Vol. 187 - June 26, 2019 (Swiss Time) ┃ ☆ http://www.swissjapanwatcher.ch/ ■━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━■ 【 目次 / INDEX / INHALTSVERZEICHNIS 】 【J】 2019年5月19日国民投票の結果とスイスが独立を維持できる理由 明子 ヒューリマン 【E】 The Results of the Popular Vote on May 19, 2019 and The Reasons, why Switzerland can maintain its Independence Akiko Huerlimann □━━━━━━━━━━━━【 日本語 】━━━━━━━━━━━━━━□ 【J】 2019年5月19日国民投票の結果とスイスが独立を維持できる理由 明子 ヒューリマン 1. 税制改革と国民年金改革： 結果は賛成66.4%、反対33.6%、そして全てのカントンでも賛成多数で、国民 から圧倒的な賛同を得た。 *1) 投票率も42.7%とまずまずの数字だった。し かし反対の意思表示をした有権者が3分の1もいた事は無視出来ない数字では ある。 税制改革について2019年5月21日付ターゲス・アンツァイガー紙は、UBSのエ コノミストの分析、「誰が勝って、誰が負けるか」を掲載した。*2）カント ンの競争力を高める企業誘致に低い税率は重要な要素ながら、賃金や家賃水 準等会社の総費用も重要になる。他にも、経済構造、イノベーションのレベ ル、人的資本（教育と能力のレベル）、労働市場、アクセシビリティ、地域 集積度、インフラ整備、財政等の事情が勘案される。こうした優位な立地条 件は一朝一夕に築く事は出来ない。 又、年金に関しては、2019年6月18日付ターゲス・アンツァイガー紙は、 「国民のほぼ4分の3が、将来年金支給額が減額される恐れを抱いている」、 というスイス保険協会による「セキュリティー・モニター」の発表を報じ た。 *3) 女性の年金受給年齢引き上げ論はほぼ既定路線の様な論調が多い。 しかし先ず、異常と言える高額な健康保険料にメスを入れる必要があると思 う。本当にこれで良いのか今一度財源の検証が必要だ。 2. Federal Act on Tax Reform and OASI (Old Age and Survivors' Insurance Funding: *1) The bill was accepted with an overwhelming majority of 66.4%. Against it voted only 33.6%; all Cantons approved the bill too. The average turnout of voters was at 42.7%; which is also pretty fair. However, it cannot be ignored that about one third of the voters said No, meaning they are skeptical about the bill. About the Tax Reform, the newspaper Tages-Anzeiger dated May 21, 2019 reported with the analysis "Who wins, who loses" by Economists of the bank UBS. *2) Not only low tax rates are an important factor in attracting companies that enhance Canton's competitiveness, but also the overall costs for the companies such as wages and rent levels will be important. Other facts such as the economic structure, innovation level, human capital (level of education and ability), labor market, accessibility, regional integration, infrastructure development, and finance are taken into consideration too. Such locations advantages cannot be built up overnight. With regard to Pension, Tages-Anzeiger dated June 18, 2019 reported about the "Security Monitoring" by "The Swiss Insurance Association" that "nearly three-quarters of the population are afraid of having their pension payments likely reduced in the future." *3) The increase of the pension age for women seems to be nearly an established policy. But first of all, I think it is necessary to put a scalpel on the expensive health insurance premiums that can be called abnormal. It's necessary to verify the financial resources once again whether this is really all right. 2. Implementation of an Amendment to the EU-Weapons Directive The bill was approved by a majority of 63.7% too; only 36.3% voted "No". *4) The average turnout of voters was at 43.3%, which is also pretty fair. However, among the majority of Cantons approving the bill; the Canton of Ticino (TI) alone opposed it with 54.5% "No's". Here, the turnout of voters was at 46.3%, which exceeded the national average rate. SRF-Radio reported about the main reasons why the Ticino said "No"; it has a large number of hunters with a hunting tradition and is traditionally anti EU. *5) The Schengen Agreement isn't only favorable to the Ticino because many small borders crossings were closed, which is disadvantageous to those locals. It is a minor Canton, which has been constantly shaken by people, goods and money from Italy, and it is one of the most prominent among the Swiss Cantons, whose spirit of independence is strong. As a result of these overwhelming approval, I found that there is some sort of resignation from the electorate, such as "It's better to stop resistance for the time being." People say that it is a miracle Switzerland can still maintain its independence, I thought again about the possible main reasons for that. First and foremost, I think it is in Swiss people's determined spirit of independence. I observe the attitude of Swiss people that they do not easily adopt the opinion of others in everyday life. It is an awareness that is opposite to Japan's peer pressure. The adherence on diverse dialects in the German speaking part is believed to be because people intend to be united in language, as they are a multi-ethnic nation. However, I have heard that in the French-speaking and Italian-speaking part, there are no dialects as clear as in the German-speaking part, but it seems that there are some mixed dialects with French and some mixed with Italian. The Swiss Federation was established in 1848. The country was founded as a Federal State with the strong will of its members after wars and religious reforms; the sense of crisis seems to be at the root of the country because it is not made up of a single race. *6) By the way, the "Civil Protection" system of Switzerland is changed into crisis management measures to put emphasis on natural disasters, and it plans to use national roads for emergency runways; trainings have already been abolished, wrote the platform Wikipedia. *7) Switzerland is a "Permanently Neutral State" *8); it is also a sort of international prestige, and in order to maintain this effectively, extraordinary efforts are always necessary. There is still constant pressure from the USA, EU-countries, etc. Currently debated as an urgent issue is at the moment the so-called "Framework Agreement" (Rahmenvertrag) with the EU (European Union). *9) If Switzerland does not accept the EU-framework system, the EU- Commission threatens to exclude the Swiss Stock Exchange (SIX) from the EU-market. If that happens, a weakening of the Swiss Financial Market is believed to be inevitable. The US, UK, Hong Kong, and Singapore Stock Exchange were given yet a permanent license by the EU meaning their Exchange was recognized as equivalent, although they are located outside of the EU. A sudden exclusion of the Swiss Stock Exchange (SIX) by the EU-Commision, as a neighboring country, would be regarded however nothing else than a political harassment. As a thorough mechanism to counter such foreign interventions, Switzerland has carefully made it possible, eliminating a concentration of political power as much as possible. The best representative example is the so-called "Magic Formula" of the Federal Government. *10) Besides the parliamentary democracy, which is an indirect democracy system, a final decision can be made by a "Popular Vote" (plebiscite) *11) as the last fort. That is an important external cause to be considered. Currently, three out of seven federal ministers are women being part of the highest executive body of the Swiss State. *12) Not long before, even four women occupied positions in the Federal Government (Bundesrat). It was pointed out that the power diagram of "Magic Formula" could change depending on the outcome of the Federal election, scheduled on October 20 of this year. The "National Women's Strike" of June 14, of this year has passed lively and peacefully. *13) In a country with a population of 8 million, half a million people are said to have participated at the rallies. The protesters called for full-scale gender equality, male- female wage discrepancies were addressed in a resolution, an increased percentage of leadership positions for women was another demand, paternity leave improvements, eliminating sexual harassment, etc. Media realized that women's votes could no longer be ignored and began to take up the voices of women frequently. The response of the existing political parties has been delayed whereas the rapid rise in demand to cope with climate change. Signs of change are also mentioned regarding to the existing center- conservative Swiss Government. The "Green Party" *14) and "Green Liberal" (GLP) *15), who urge an effective response to climate change marked a visible increase in support at Cantonal Parliament elections this spring. It is said that the situation becomes threatening with a view to the status of the CVP (Christian- Democratic Party) *16) who has occupied a major political position so far. Swiss women are powerful, dependable mother type, and even modest persons; I've never observed that they are easily intimidated. If the presence of women in society is remarkable, the will of the people will also increase proportionately. Countries, where women are on the lookout for that's make foreign interventions more difficult. If women's power is fully demonstrated, Switzerland's independence will be stronger. Important issues of defence are currently being considered. Recently a series of test flights by foreign aircraft companies, which are part of the evaluation for the purchase of the next Swiss fighter jet plane, have been completed at a Swiss Air Force Base. As yet mentioned in our sister mail magazine "WSNH" No. 828, US-Lockheed Martin F-35 is also one of the candidate. However, recently, the latest model of the US-made jet fighter F-35 crashed, when it was operated by a veteran Japanese Self-Defense Force (JSDF) Pilot. Furthermore, the "Okinawa Times" reported about many serious defects of the F-35 US-jet fighter. *17) The aircraft is also in the decision making process; whether it will be an US-made aircraft or an aircraft made by a neighboring country (France or Germany), anyway, that is a choice between cholera or plague. On June 20, it was reported that Iran shot down an US-UAV in Iranian airspace. An "UAV" is an unmanned aerial vehicle, commonly known as drone. This incident proved that the need for manned fighters is baseless. It's said that US-drones attacked much more during the Obama-administration than in the Bush-administration. US-soldiers, as if they played Video games, dropped bombs on moving targets killing people indiscriminately. The total purchase costs for new jet fighters for the Swiss Air Force is said to amount to Swiss Franc (CHF) 8 billion. Instead of spending a huge amount of money for buying foreign made manned-jet fighters, I think the time has come to develop its own drones for air defense. The drone development is carried out enthusiastically in Switzerland, if the Government promotes the research with those costs, researchers will surely challenge such a development. The costs of purchasing, training, and maintaining jet fighters will continue, therefore, it would be reasonable to allocate this costs to the public pension. From the perspective of maintaining independence, the dependence on foreign defense equipment should be steered towards a reduction.
