Rauchfreie Schweizer Bahnhoefe mit Raucherzonen. (Tue. 04.06.2019) 昨年スイス鉄道は、2019年6月から基本的に駅の禁煙を実施しようとした。現在 2019年6月4日から、スイスの4つの駅に禁煙ではあるが初めて特別な喫煙区域が 設けられた。駅のホームでの喫煙は認められなくなり、いわゆる「電子タバコ」 も同様だ。喫煙は特設喫煙ゾーンの最大2メートル範囲内でのみ認められる。約 1,000か所の駅で順次喫煙ゾーンが設置される予定で、2020年中頃迄には2,000 カ所近いほぼ全てのSBBとその他の鉄道会社の駅で喫煙ゾーンが設置される。喫 煙は殆どのスイスの鉄道駅で特別な規則無しに認められなくなる。現在駅のホー ムに灰皿が有っても、タバコの吸い殻の3分の2が線路に捨てられ、これが1日に 550kg、年間200トンにもなる。指定喫煙ゾーンはポイ捨て汚染を減らすのに役立 つ。現時点で規則違反の人に対する罰則は設けられていない。肺癌対策組織はこ の解決策に満足しておらず、SBBが完全な禁煙を決定していたら歓迎した。喫煙 ゾーンの設置費用は9百万スイスフランかかる。スイスの人口の27%が喫煙者で、 この数字は過去10年間変わっていない。2002年は未だ全ての非喫煙者の約4分の 1が、少なくとも1時間は受動喫煙を余儀なくされていたが、今ではわずか6%に 減っている。世論調査によると禁煙は75%の回答者に支持された。清潔さとより 良い空気の質は、駅での快適な滞在を可能にする。 Last year, the Swiss Railways (SBB) wanted to make the railway stations basically smoke-free from June 2019. Now, since June 4, 2019, there are the first four Swiss railway stations that are smoke-free, but equipped with special smoking zones. Smoking on the platform is no longer allowed, this also applies to so-called "E-Cigarettes". Smoking is only tolerated in special smoking areas, within a radius of max. 2 meters. Approx. 1,000 railway stations will be gradually equipped with smoking areas; by the middle of 2020, almost 2,000 SBB railway stations and other railway companies will be equipped with smoking zones. Smoking is then no longer allowed in most Swiss railway stations without any restrictions. Despite ashtrays on platforms today, two-thirds of all cigarette butts land on the tracks, making 550 kilograms per day or 200 tons per year. The marked smoking zones shall help to reduce the litter pollution. At present, there are no penalties for people not complying with the requirements. The "Lung League" is not satisfied with the solution; it had welcomed a complete smoking ban by the SBB. The costs for the implementation of smoker zones amount to 9 Mio. CHF. 27% of the Swiss population smoke; the number has remained unchanged over the last 10 years. In 2002, about a quarter of all non-smokers were exposed to passive smoking for at least one hour; today it is only just 6%. According to surveys, the smoking ban was favored by 75% of respondents. More cleanliness and a better air quality will provide a pleasant stay at the railway stations. Letztes Jahr wollte die Schweizer Bahn (SBB) die Bahnhoefe grundsaetzlich rauchfrei machen ab Juni 2019. Jetzt gibt es seit dem 4. Juni 2019 die ersten vier Schweizer Bahnhoefe, die rauchfrei sind, aber mit besonderen Raucher-Zonen ausgestattet sind. Rauchen auf dem Bahnsteig (Perron) ist nicht mehr erlaubt, dies gilt auch fuer so- genannte "E-Zigaretten". Rauchen ist nur noch in besonderen Raucher- Zonen, in einem Umkreis von max. 2 Metern erlaubt. Zirka 1'000 Bahnhoefe werden schrittweise mit Raucher-Bereichen ausgeruestet; bis Mitte 2020 sollen alle knapp 2'000 Bahnhoefe der SBB und den uebrigen Bahn- Unternehmen mit Raucher-Zonen ausgeruestet sein. Rauchen ist dann in den meisten Schweizer Bahnhoefen nicht mehr unbeschraenkt erlaubt. Trotz Aschenbecher auf Bahnsteigen landen heute zwei Drittel aller Zigaretten- Stummel auf den Gleisen, dies macht 550 Kilogramm pro Tag oder 200 Tonnen pro Jahr. Die gekennzeichneten Raucher-Zonen sollen beitragen die Verschmutzung zu reduzieren. Derzeit ist nicht vorgesehen, dass es Strafen gibt fuer Personen, welche die Vorgaben nicht einhalten. Die Lungenliga ist nicht zufrieden mit der Loesung; sie haette es sehr begruesst, wenn sich die SBB fuer ein vollstaendiges Rauchverbot entschieden haette. Die Kosten fuer die Umruestung auf Raucher-Zonen belaufen sich auf 9 Mio. CHF. 27% der Schweizer Bevoelkerung rauchen; die Zahl ist ueber die letzten 10 Jahre unveraendert geblieben. 2002 war noch etwa ein Viertel aller Nichtraucher mindestens eine Stunde dem Passiv-Rauchen ausgesetzt; heute sind es noch 6%. Laut Umfragen sei das Rauchverbot bei 75% der Befragten auf Wohlwollen gestossen. Mehr Sauberkeit und eine bessere Luftqualitaet sorgten fuer einen angenehmeren Aufenthalt auf den Bahnhoefen. Authorities of all 26 Cantons created in decades-long detail work, natural hazards maps for floods and avalanches, which are accurate up to a few meters. A first analysis has now shown that in Switzerland, 14,000 buildings are located in areas with the highest flood risk. There live tens of thousands of people; besides, 3,400 people live in the high-risk avalanche areas. In Switzerland, 65,000 people live in areas that are severely threatened by floods; there 100 schools and 10 hospitals are located too. Planned protective measures progress too slowly. The Federal Office for Environment (Bafu) writes about the life in the most high-risk area for floods: "Persons are both inside and outside of buildings at risk". It distinguishes three areas, the new natural hazards map; low and medium endangered areas and areas with considerable risk. Particularly dangerous is the Rhone Valley in the Canton of Valais, including the communes Fully, Visp, Sion and Vouvry. Here are 12,500 people at risk; in the German-speaking Switzerland, especially many people in Davos and Glarus-North are at risk. In certain places, the water can jump up sharply; in the City of Lausanne, three buildings of the University are downright in the danger area. According to the Federal Strategy on natural hazards, deficiencies in flood protection should be largely eliminated by 2030. Ten years will probably not be enough to secure the danger areas. In gewissen Orten kann das Wasser sprunghaft steigen; in der Stadt Lausanne stehen auch drei Gebaeude der Universitaet geradezu im Gefahren-Gebiet. Laut der Strategie des Bundes zu den Natur-Gefahren sollten die Defizite beim Hochwasser-Schutz bis ins Jahr 2030 weitgehend behoben sein.
