Laut offiziellem Plan wird Praesident Maurer den US- Amtskollegen Donald Trump am Abend treffen und die zwei Praesidenten werden sich rund 100 Minuten privat unterhalten. US-Medien sind ueberzeugt, dass es beim Treffen vor allem um die diplomatische Verstimmung mit dem Iran gehen wird. Die Stimmung zwischen den USA und Iran ist so schlecht wie seit langer Zeit nicht, sage viele Beobachter. Laut einem Bericht von "CNN" wolle sich das "Weisse Haus" mit Hilfe der Schweiz, dem Iran annaehern. Laut Presse-Stelle des "Weissen Hauses" werden der US-Praesident und der Schweizer Praesident ueber die "Partnerschaft zwischen den Laendern sprechen, unter anderem ueber die Rolle der Schweiz in diplomatischen Beziehungen". Moegliche Gespraechs-Themen koennten auch der Konflikt zwischen Iran und den USA, die Krise in Venezuela oder der Besuch des Bundespraesidenten Maurer in China sein. Fuer die USA scheint die diplomatische Rolle der Schweiz als Schutzmacht in Iran und Venezuela Prioritaet zu geniessen. Die Schweiz vertritt seit 1980 die US-Interessen im Iran. Whistleblowing Report: Missstaende in rund 39% der Firmen. 「内部告発レポート2019」は、「応用科学大学クール(HTW)」とミュンヘンの 技術プロヴァイダー「EQSグループ」による国際的な調査だ。この為ドイツ、 スイス、フランス、英国の4カ国で、社員20人以上の1,392社に調査した。苦 情は特に社員249人以上の大手企業で頻繁に寄せられた。脱税、資金洗浄、性 的嫌がらせ等の不正行為に関するものだった。国の比較では、ドイツ企業が 43%と不正が最も頻発、英国企業の40%、フランス企業の38%、本部がスイスに 在る企業が35%と続いた。関係する企業の17%で、10万ユーロ以上の財務損失 を数値化している。調査対象企業の59%しか「内部告発者」の通報部門を設置 していない。ドイツでは56%、フランスでは53%の企業。スイスと英国は65%で 既に通報部門を設置している。企業は社内行動規範等の様々な対策も講じて いる。これらの企業では昨年50件の通報が寄せられたが、2件に1件の通報に 関連性があり、実態があったと報告書には記されている。スイスでは通報の 5%にのみ不正行為が認められ、ドイツではほぼ12%だった。それらは他人を不 当に貶める事。情報が匿名で提供出来、匿名を維持出来る事も又重要だと監 査法人「KPMG」の法人法科学の主任は言う。スイスでは未だ「内部告発者」 を保護する法律が無いので、追いつく必要がある。適切な法律が15年来議論 されてきた。連邦政府は「内部告発」が許可される場合と、許可されない場 合を規定しようとしている。 The "Whistleblowing Report 2019" is an international study by the "University of Applied Sciences HTW" in Chur and the technology provider "EQS Group" in Munich. Im Vergleich der Laender sind in deutschen Unternehmen mit gut 43% am haeufigsten Missstaende aufgetreten, gefolgt von britischen Firmen mit 40%, franzoesischen mit 38% und Firmen mit Hauptsitz in der Schweiz mit 35%. 17% der betroffenen Unternehmen beziffern den finanziellen Schaden mit ueber 100'000 Euro. Nur 59% der befragten Unternehmen verfuegen ueber eine Meldestelle fuer so-genannte "Whistleblower". In Deutschland sind es 56% und in Frankreich 53% der Firmen. In der Schweiz und in Grossbritannien haben schon 65% eine Meldestelle. Firmen setzen auf diverse Massnahmen, wie zum Beispiel auch auf einen Firmen-internen Verhaltenskodex. Bei den Firmen gingen im letzten Jahr rund 50 Meldungen ein; jeder zweite Hinweis war relevant und gehaltvoll, steht im Bericht. In der Schweiz waren nur gerade 5% der Meldungen missbraeuchlich, in Deutschland fast 12%. Es geht darum andere ungerechtfertigt anzuschwaerzen. Wichtig ist es auch, dass die Hinweise anonym abgegeben werden koennen, und auch anonym bleiben, sagt der Leiter Forensik Corporates beim Wirtschaftspruefer "KPMG". In der Schweiz gibt es noch kein Gesetz zum Schutz von "Whistleblower"; hier besteht Nachholbedarf. The court justified its decision by saying that "the right to political participation should not be impaired".
