Presse-Freiheit 2019: Zunehmende Bedrohung der Journalisten. 「国境無き記者団」の視点からは、2019年ヨーロッパの報道の自由の状況は悪 化した。多くの地域で組織的な扇動に依って、報道の従事者は圧力を受けたと 同団体は書いている。スイスは報道の自由に関して180か国中6位で、日本は67 位。日本は2011年の福島原発事故以来、報道の自由度が大きく後退した。日本 では2013年に「特定秘密保護法」が施行され、秘密情報の漏洩を最大10年の懲 役刑で罰する。日本の殆どの報道機関は自主規制して、安倍政権と皇室の批判 は殆ど報じない。指標でノルウェーは1位、フィンランドは2位、スウェーデン は3位。新政府のお陰でエチオピアは150位から110位に改善した。指標の最下 位には検閲国家で有名な中国、サウディアラビア、トルクメニスタン等が並ん でいる。特筆すべきは、幾つかの西欧諸国の順位も下がっており、例えばイタ リアは43位、米国は48位と44位のボツワナより下位に在る。最も重要で、民主 主義には不可欠の報道の自由が脅かされている。経済的には、調査費用の不足 と投資家や広告主からの独立性の低さがある。その一方で、ジャーナリストは 報道機関に対する政治家からの憎悪発言を感じている。ジャーナリストは日常 生活で直接脅されており、その殆はソーシャルメディアを介して言葉で受けて いる。時折、ジャーナリストは物理的にも攻撃され、カショギ氏の様に殺害さ れる事さえある。 From the view of "Reporters Without Borders", the situation of press freedom in Europe deteriorated in 2019. Media workers were under pressure because of systematic agitation in many places, wrote the organization. Switzerland ranks No. 6 out of 180 countries in regard to press freedom; Japan is ranked No. 67 on the index. Japan has fallen far behind on the Index of Press Freedom since the 2011 nuclear disaster in Fukushima. Japan adopted a "Whistleblower Law" in 2013 that punishes the dissemination of secret information with up to ten years in prison. Most media in Japan practice a self-censorship, criticism of the (Abe) Government and the imperial family hardly ever takes place. Norway is No. 1, Finland No. 2 and Sweden No. 3 on the index; thanks to the new government, Ethiopia has improved from rank No. 150 on to No. 110. At the end of the index are well-known censorship states such as China, Saudi Arabia or Turkmenistan. It is noteworthy that some Western countries are also badly classified; for example Italy as No. 43 and the USA is ranked No. 48 even behind Botswana with rank No. 44. The essential and for a democracy indispensable press freedom is threatened; economically, due to less money for research and less independence from investors and advertisers. On the other hand, the journalists sense hate speech from politicians against the press; often journalists are directly threatened in everyday life, mostly verbally via Social Media. Occasionally, journalists are physically attacked too, or even murdered, as in the case of Kashoggi. Aus Sicht von "Reporter ohne Grenzen" verschlechterte sich die Lage der Presse-Freiheit in Europa 2019. Medien-Schaffende gerieten wegen systematischer Hetze vielerorts unter Druck, schreibt die Organisation. Die Schweiz liegt in Bezug auf die Presse-Freiheit auf Rang No. 6 von 180 Laendern; Japan belegt auf dem Index Rang No. 67. Japan ist seit der Nuklear-Katastrophe in Fukushima 2011 auf dem Index der Presse-Freiheit weit nach hinten gefallen. Japan beschloss ein "Whistleblower-Gesetz" im 2013, welches die Verbreitung von geheimen Informationen mit bis zu zehn Jahren Haft bestraft. The saved amount of around 836 Mio. kWh corresponds to approximately the annual consumption of 167,200 households, according to the Federal Office of Energy (BFE). As around 10% of the electricity is used for heating, the weather has a major impact on the reduced power consumption. In 2018, the number of these so-called "Heating Degree Days" have decreased by 10.6%. A part of the electricity is lost on the way from the electricity producer to the buildings; these so-called transmission and distribution losses amounted to 4.3 billion kWh in 2018. Hydropower plants generated the most electricity, namely 55.4%. In 2018, Switzerland generated almost 10% more electricity than in 2017, namely 67.5 billion kWh. The UN-Special Envoy on Torture said: "I am worried that he may be exposed to US- detention methods, some of which are very problematic". Melzer is concerned that Assange may face torture in the USA. In the USA, Julian Assange faces imprisonment for up to five years. If the USA accuses Assange even as a spy, then the Australian is threatened even by the death penalty. Assange acted between journalism and activism; he has also done a lot of things right, wrote the SRF analyst. He has brought US-War crimes in Iraq to the public, which the USA wanted to hide. Assange behaved in the same way as professional investigative journalists do. If Assange was convicted, the yet threatened press freedom in the West would come under even more pressure. The study concludes that stricter rules are needed; the report was published in the journal "The Lancet Planetary Health". In Chinese Cities, the percent rate is much higher.
