(Mon. 25.02.2019) 2014年フランス人内部告発者からジャーナリスト達がいわゆる「ルクスリーク ス(税予告)」の文書を大量に受け取った結果、国際コンサルティング企業「ア クセンチュア」は、スイスの税務当局に追徴税約2億スイスフラン支払わなけ ればならなくなった。アクセンチュアはダブリンに在る世界最大の経営コンサ ルタント企業の一つ。同社は米エンロン・スキャンダルに関与した元「米アン ダーセン・コンサルティング」が前身。アクセンチュアは造語で「未来のアク セント」という意味。アクセンチュア・ホールディングは2001年、カントン・ シャフハウゼンに本部を置いた。国境の小カントンにとって経済振興の大きな 成果だった。しかし、10年足らず後の2010年、アクセンチュアは再びシャフハ ウゼンから、法人税がより良い条件のアイルランドに移転した。スイスの税務 当局でさえこの移転を全く知らなかった。2014年末に初めて世界中のジャーナ リストがいわゆる「ルクスリークス」を報じた。ルクセンブルクの税務書類に は、アクセンチュアを含む300社を超える国際企業のデリケートな節税部分も 記載されていた。これらの書類を基に、スイスの税務当局はアクセンチュアを 貴重なソフトウェア特許等知的財産に対する偽りの市場価値を計上したと告発 した。スイスからアイルランドへ移転する際、アクセンチュアは知的財産を70 億ドルと評価していた。スイスで同社は同じ知的財産をわずか12億ドルとしか 評価していなかった！「ルクスリークスのデータ」では、70億ドルが客観的基 準に基づいて計算された「公正な市場価格」だった。評価で58億ドルの差はス イス当局にとって大き過ぎた。当局は「重大な税法違反の疑い」で、スイスの 「アクセンチュリー・ホールディングス」に対する捜査を開始した。当初同社 はスイスでの納税額が少な過ぎた事に対して、「懸命に」否定した。しかし 2017年6月には早くも、アクセンチュリーは約2億スイスフランの延滞金に合意 してスイスに支払った。 Thanks to a French whistleblower, who in 2014 leaked a large number of so-called "Tax Rulings" from Luxembourg to journalists, the international consulting company "Accenture" had to pay the Swiss tax authorities about CHF 200 Mio. in supplementary taxes. "Accenture" is one of the world's largest management consulting companies based in Dublin. It is originated from the "ex-US-Andersen Consulting", which was involved in the US-Enron scandal. "Accenture" is an artificial term meaning "Accent on the Future". The "Accenture Holding" settled in the Canton of Schaffhausen in 2001; it was one of the biggest achievements of the economic promotion board of the small border canton. After just under 10 years, in 2010, "Accenture" moved away from Schaffhausen to Ireland, where the company probably got even better tax conditions. Even the Swiss tax authorities hardly knew anything about this transfer. Only at the end of 2014, journalists worldwide reported about the so-called "Lux-Leaks". Luxembourg tax documents showed partly delicate tax optimizations of more than 300 international corporations, including "Accenture". Based on these documents, the Swiss tax authorities accused Accenture of having given an incorrect market value for their intellectual property, such as valuable software patents. When moving away from Switzerland to Ireland, "Accenture" balanced its intellectual property with 7 billion US-Dollar. In Switzerland, "Accenture" priced the same intellectual property only with 1.2 billion US-Dollar! In the "Lux-Leaks Data", the 7 billion US-Dollar was stated as the "fair market value", calculated on the basis of objective criteria. 5.8 billion US-Dollar difference in the pricing was then too much even for the Swiss authorities. They started a criminal investigation for "suspected severe tax violations" against the "Accenture Holding". Initially, the company denied "energetically" to have paid too little taxes in Switzerland. But as early as June 2017, "Accenture" agreed and paid Switzerland about CHF 200 Mio. in supplementary taxes. Dank einem franzoesischen Whistleblower, welcher 2014 eine grosse Anzahl so-genannter "Steuer-Rulings" aus Luxemburg Journalisten zuspielte, musste das Internationale Beratungs-Unternehmen "Accenture" den Schweizer Steuerbehoerden rund CHF 200 Mio. Steuern nachzahlen. "Accenture" ist eines der weltweit groessten Management-Beratungs- Unternehmen mit Sitz in Dublin. Es ist aus der ehemaligen "US-Andersen Consulting" entstanden, welche in den US-Enron Skandal verwickelt war. "Accenture" ist ein Kunstwort und bedeutet "Accent on the Future". Die "Accenture Holding" siedelte sich 2001 im Kanton Schaffhausen an; es war einer der groessten Erfolge der Wirtschafts-Foerderung des kleinen Grenzkantons. Nach knapp 10 Jahren, im Jahr 2010 zog "Accenture" wieder weg von Schaffhausen nach Irland, wo das Unternehmen wohl noch bessere Steuerbedingungen bekam. Bei diesem Transfer wussten selbst die Schweizer Steuerbehoerden kaum ueber alles Bescheid. Erst Ende 2014 berichteten Journalisten weltweit ueber die so-genannten "LuxLeaks". Steuerdokumente aus Luxenburg zeigten teils heikle Steuer- Optimierungen von mehr als 300 internationalen Konzernen, darunter auch "Accenture". Basierend auf diesen Dokumenten, warfen die Schweizer Steuerbehoerden "Accenture" vor, fuer ihr geistiges Eigentum, zum Beispiel wertvolle Software-Patente, einen falschen Marktwert angegeben zu haben. Beim Wegzug aus der Schweiz nach Irland bilanzierte "Accenture" sein geistiges Eigentum mit 7 Mrd. US-Dollar. In der Schweiz bewertete die Firma dasselbe geistige Eigentum nur mit 1,2 Mrd. US-Dollar! In den "LuxLeaks-Daten" stand, die 7 Mrd. US- Dollar seien der "fair market value", also der echte Verkehrswert, berechnet nach objektiven Kriterien. 5,8 Mrd. US-Dollar Unterschied in der Bewertung war den Schweizer Behoerden dann doch zu viel. Sie leiteten eine Strafuntersuchung wegen "Verdachts auf schwere Steuer- Widerhandlungen" gegen die Schweizer "Accenture Holding" ein. The new banknote shows a handshake, a globe and, as before, violet as the base color. The new banknote will be circulating from March 13, 2019. In Switzerland, the new banknote is celebrated, the "ECB" (European Central Bank), however, demonetizes the 500-Euro banknote now. Die neue Note kommt am 13. Maerz 2019 in Umlauf. Der Autor im Zeitungs- Artikel ist der Meinung, dass grosse Noten international als verpoent gelten wuerden. In der Schweiz wird die neue Note gefeiert, die "EZB" (Europaeische Zentralbank) hingegen, zieht die 500-Euro-Note gerade aus dem Verkehr. Die neue Herausgabe der 1'000er-Note ist jedoch auch ein Bekenntnis der "SNB" zum Bargeld. Weil Bargeld den Einfluss von Staat und Notenbank beschraenkt, ist die 1'000er-Note auch in der Oeffentlichkeit beliebt. Bargeld ist fuer viele Leute ein Symbol fuer Freiheit, Datenschutz und Unabhaengigkeit vom Staat. Schon vor zwei Jahren sagte SNB-Vize-Praesident Fritz Zurbruegg, "Bargeld bietet Gewaehr, dass die finanzielle Privatsphaere geschuetzt wird". Damals hielt er fest, dass die Bargeld-Nachfrage immer dann gestiegen sei, wenn die Unsicherheiten ueber das Finanz-System besonders gross waren, etwa nach der Finanzkrise. Die Schweizerische Nationalbank (SNB) macht sich weiterhin stark fuer das Bargeld und folgt so einem populaeren Anliegen. Singapur hat die Produktion ihrer 10'000-Dollar-Note 2014 eingestellt. Die 10'000-Dollar-Note des Oelstaats Brunei ist etwa CHF 7'400 Wert und damit noch wertvoller als die Schweizer 1'000-Franken- Note. The Prosecutors' Office carries out investigations against the construction company since 2015. "SNC-Lavalin" is said to have paid bribes of around 31 Mio. Euro to ex-ruler Muammar al-Gaddafi's family between 2001 and 2011. Besides, the company shall have cheated Libya's Government by more than 85 Mio. Euro. In case of a guilty verdict, "SNC-Lavalin" will not be allowed to bid on public projects for years. The construction group is based in the "homeland" of Premier Trudeau in Quebec. Evidence has increased that Senior Government Members and Prime Minister Justin Trudeau himself had even tried to hinder corruption investigations against the company "SNC- Lavalin"! Recently, Premier Trudeau's top adviser, Gerald Butts, resigned in that context. He was accused of having pressurized the ex- General State Attorney in this matter.
