(Sat. 17.11.2018) 連邦運輸局(BAV)の理事長ペーター・フューグリスターラー博士が先週ベルリ ンのスイス大使館で講演をした。テーマは国際鉄道貨物輸送だった。ゴッタル ド基底トンネル(NEAT)は2016年に完成しているが、ドイツ側だけ鉄道の接続が 欠けている。フューグリスターラー理事長にとって、「最大の問題児」は最早 イタリアではなくドイツだ！同理事長にとって一番の問題は、ドイツ鉄道網と ドイツ鉄道貨物輸送で、ドイツ鉄道のこの二つの部門がインフラと貨物輸送を 担当している。一方スイスは多くの「課題」を近年完成させた。ドイツは最近 鉄道輸送を前進させる為に幾つかの進歩を遂げている。スイスの最高責任者は これについてはドイツ政府を称賛したが、未だやるべき事は沢山残されており 、鉄道貨物輸送の質は酷い。同理事長は北ヨーロッパとスイス間の不備を、例 えばストライキ、技術的障害、運転手の不在、工事による迂回等を挙げた。 BAVの最高責任者は、「アルプス越え輸送は遅延が増えている」と批判した。 列車制御システムの意味と目的に関するドイツの議論は、15年間開発を遅らせ た。ドイツ鉄道はスイスの批判に対して、批判は正当と述べた。連邦運輸省の 統括フーゴ・グラッツァ氏に依ると、ドイツは計画で後れを取っている。しか しゴッタルド基底トンネルへの接続区間をドイツは2040年になってようやく完 成する事が出来る。「これは貴方達にとって不安材料だ」、とドイツのグラッ ツァは述べた。 The Director (Head) of the Federal Office of Transport (BAV), Dr. Peter Fueglistaler gave a lecture at the Swiss Embassy in Berlin last week. The topic was "International Rail Freight Traffic"; the Swiss Gotthard Base Tunnel (NEAT) has been completed since 2016, but alone on the German side, the rail connections are missing. For Director Fueglistaler is no longer Italy, the "problem child number One", but Germany! As main problem are described the DB network and DB Cargo; the two departments of the German railway (DB) are responsible for infrastructure and cargo traffic. Switzerland, on the other hand, has done lots of "homework" in recent years. Germany made some progress recently to bring the rail traffic forward. The Swiss Chief Official praised the German Government for this; however, there is still much to do and "the quality in rail freight traffic is bad". He listed up the deficits on the railroad line between Northern Europe and Switzerland; e.g. Strikes, technical disturbances, locomotive drivers not present, bypass due to construction sites etc. The Swiss BAV- Director criticized, regarding to "the Alpine-crossing traffic the delays increase more and more". The German discussion on the spirit and purpose of the train control system "ETCS" has delayed the development by 15 years. (DB) German Railway responded to Swiss criticism and said it was justified. According to Mr. Hugo Gratza, Section Head in the German Ministry of Transport, Germany lags behind the planning. The rail connections for the Gotthard base tunnel would be finished in Germany only until 2040; "It makes you concerned," says the German Gratza. Der Direktor des Bundesamtes fuer Verkehr (BAV), Dr. Peter Fueglistaler hielt letzte Woche einen Vortrag in der Schweizer Botschaft in Berlin. Thema war der internationale Schienen- Gueterverkehr; der Gotthard-Basis-Tunnel (NEAT) ist seit 2016 fertig, aber allein auf der deutsche Seite fehlen die Bahn-Anschluesse. Fuer Direktor Fueglistaler ist nicht mehr Italien, "Sorgenkind Nummer 1", sondern Deutschland! Als Hauptproblem bezeichnete er das DB-Netz und DB-Cargo; die beiden Abteilungen der deutschen Bahn (DB) sind fuer Infrastruktur und Gueterverkehr zustaendig. Die Schweiz hingegen habe viele "Haus-Aufgaben" in den letzten Jahren erledigt. Deutschland habe einiges angestossen in der letzten Zeit, um den Bahnverkehr vorwaerts zu bringen. Der Schweizer Chef-Beamte lobte die deutsche Regierung dafuer; es gebe jedoch noch viel zu tun und "die Qualitaet im Schienengueter-Verkehr sei schlecht". Er zaehlte die Maengel auf der Strecke zwischen Nord-Europa und der Schweiz auf; z.B. Streiks, technische Stoerungen, Lokfuehrer nicht da, Umleitungen wegen Baustellen etc. Der BAV-Chef kritisierte, "Beim alpen-querenden Verkehr nehmen die Verspaetungen immer mehr zu". Die deutsche Diskussion zu Sinn und Zweck des Zugfuehrungs-System "ETCS" habe die Entwicklung um 15 Jahre zurueckgeworfen. Die Deutsche Bahn (DB) reagierte auf die Schweizer Kritik und sagte, diese sei berechtigt. Gemaess Hugo Gratza, Abteilungsleiter im Bundesverkehrs-Ministerium hinke Deutschland der Planung hinterher. Moutier-Abstimmung: Droht ein neuer Jura-Konflikt? (Wed. 07.11.2018) 2017年6月18日ベルナー・ユラの町ムティエの住民は、僅差でカントン・ユラ に統合する承認をした。住民投票に反対する7件の訴訟が起こされた。ベルン 州知事シュテファニー・ニーダーハウザーは民主的な住民決議に対する訴訟を この程認め、住民投票を無効と宣言した。当局者は、この決定を主に住民投票 前のムティエ町と町長の姿勢を根拠にした。沈黙の抗議で最大11，000人がベル ン当局者の無効宣言に抗議し、デモの参加者達は赤い粘着テープで口を塞いだ。 彼等はこの判断が民主主義を尊重していない事を示そうとした。「ユラの町ム ティエ」運動広報担当の１人は、決定は「政治的で司法的判断ではない」と述 べた。「ベルン政府との戦いの準備」は整っているようだ。非難されたムティ エ町当局者は批判を退け、投票は如何なる不正も防ぐ様「非常に厳格」に準備 された。投票所は連邦司法局のオブザーバーも監視する中で行われた。ベルン 当局者の決定は、「民主主義の模範でありたい国にとって不名誉」とムティエ 町長は言った。カントン・ユラ政府も記者会見で、この判断を「憂慮する」と 表明した。スイスのシモネッタ・ソンマルーガ司法相は、決定は未だ確定して いないと冷静を呼び掛けた。ムティエの町議会はこの判断から自らを守る訴え を起こし、ベルンの行政裁判所はこの住民投票を処理することになった。 On June 18, 2017, the citizens of the Bernese-Jurassic town of Moutier voted by a narrow majority to join to the Canton of Jura. There were seven complaints against the vote. The Bernese State Governor Mrs. Stephanie Niederhauser has approved the complaints against the democratic vote and declared the vote invalid now. The Official justified her verdict primarily with the behavior of the town of Moutier and the Mayor ahead of the vote. With a march of silence up to 11,000 people protested against the declaration of invalidity by a Bernese Official; the demonstrators had bonded their mouth with a red adhesive tape. They wanted to show with it that the verdict does not respect democracy. A spokesman for movement "Moutier Ville Jurassienne" said it was a "political and not a legal authority" that had taken the decision. They are ready to "resume the fight against the Bernese Government". The accused municipal authorities of the town of Moutier reject the accusations; the vote was organized "extremely well" to prevent any irregularities. The polling was even monitored by observers of the Federal Office of Justice. The verdict of the Bernese Official was "a shame for a country that wants to be a model of democracy," said the Mayor of Moutier. The Government of the Canton of Jura was also "sad" about the verdict at a press conference. The Swiss Justice Minister Mrs. Simonetta Sommaruga called for calm; the verdict is not yet final. The Municipal Council of Moutier takes action against the verdict and now the Bernese Administrative Court has to deal with the vote. Am 18. Juni 2017 stimmten die Buerger der Bern-Jurassischen Stadt Moutier mit knapper Mehrheit fuer einen Wechsel zum Kanton Jura. Gegen die Abstimmung gab es sieben Beschwerden. Mit einem Schweige-Marsch protestierten bis zu 11'000 Menschen gegen die Ungueltigkeits-Erklaerung durch eine Berner Amtsperson; die Demonstranten hatten sich den Mund mit einem roten Klebstreifen zu gesperrt. Sie wollten damit zeigen, dass mit dem Urteil die Demokratie nicht respektiert werde. Ein Sprecher der Bewegung "Moutier Ville Jurassienne" sagte, es sei eine "politische und keine juristische Instanz", die den Entscheid gefaellt habe. Man sei bereit, "den Kampf gegen die Berner Regierung wieder aufzunehmen". Die angeschuldigten Gemeindebehoerden der Stadt Moutier weisen die Vorwuerfe zurueck; die Abstimmung sei "extrem gruendlich" organisiert worden um jegliche Unregelmaessigkeiten zu verhindern. Der Urnengang wurde durch Beobachter des Bundesamts fuer Justiz sogar ueberwacht. Frische und lokale Schweizer Garnelen (Crevetten). (Fri. 16.11.2018) ヨーロッパ最大の「海老の養殖場」で生産出来るようになるまでに10年を要し た。これまでスイスでは外国から輸入された冷凍か過熱された「海老」しか手 に入らず、9,000トン程だった。一方「スイス・シュリンプ社」は、持続可能 で環境に負荷をかけず、地元で、閉ざされた塩水循環装置で生産し、その為に ラインフェルデンのスイス製塩株式会社から28度の海水の為に熱と塩の供給を 受けている。「スイス・シュリンプ社」は、スイス製塩社の敷地内に在り、塩 は地下から採掘されている。製塩で余熱が排出されるので、立地条件は理想的 で、余熱を「海老の養殖」に持続的に利用出来るようになった。スイス産の海 老には輸入ものに比べて多くの利点がある。抗生物質は不要で、水の流出が無 く、必要な土地は非常に限られている。「スイスの海老」の養殖場には16の水 槽があり、サッカー場と同じ広さが屋根で覆われている。年間60トンのスイス の「海老」が生産出来る。スイスの養殖海老はやや高めで、1kg100スイスフラ ン(約1万円)するが、それでも成算はある。6カ月後にスイスの海老が初めて出 荷される予定だ。この若い企業は2016年、「ツューリッヒ保険会社の気候賞」 と北西スイス若手起業家賞を授与された。追記：小売はコープ、ミグロ、オン ラインショップの専門店で販売される。 It took almost 10 years for the largest "Shrimp Farm" in Europe to start production. To date, only frozen or cooked shrimps, imported from abroad are available in Switzerland, about 9,000 tons. The "Swiss Shrimp Ltd.", however, produces locally, sustainable and ecologically with a closed saltwater circulation system and obtains the heat and salt for the 28 degrees Celsius seawater from the Swiss Salt Works Ltd. in Rheinfelden. The "Swiss Shrimp Ltd." is located on the grounds of the Swiss Salt Works Ltd., where salt is mined from the ground. The site is ideal, as the production of salt produces waste heat; the waste heat can now be used sustainable for the shrimp breeding. The Swiss shrimps have many advantages over the imported shrimps; they don't need antibiotics, no over-fertilization of waters and land consumption is very low. Die "Swiss Shrimp AG" hingegen, produziert lokal, nachhaltig und oekologisch mit einer geschlossenen Salzwasser- Kreislauf-Anlage und bezieht die Waerme und das Salz fuer das 28 Grad Celsius Meerwasser von den Schweizer Salinen AG in Rheinfelden. Die "Swiss Shrimp AG" befindet sich auf dem Gelaende der Schweizer Salinen AG, dort wo Salz aus dem Boden geholt wird. Der Standort ist ideal, da bei der Salz-Herstellung Abwaerme anfaellt; die Abwaerme kann jetzt nachhaltig fuer die "Crevetten-Zucht" verwendet werden. Die Schweizer Garnelen haben viele Vorteile gegenueber den importierten "Shrimps"; es braucht keine Antibiotika, es gibt keine Ueberduengung der Gewaesser und der Landverbrauch ist sehr gering. Die Halle der "Swiss Shrimp" hat 16 Becken und bedeckt eine Flaeche so gross wie etwa ein Fussballfeld. Pro Jahr koennen 60 Tonnen Schweizer "Crevetten" hergestellt werden. Die Schweizer "Crevetten" aus Aquakultur sind etwas teuer: Ein Kilogramm (1kg) kostet CHF 100 (ca. Yen 10,000); man werde jedoch trotzdem erfolgreich sein. At the German retailers shops Aldi and Lidl in Switzerland, every third bread is kneaded abroad and only baked in Switzerland! Since there are high customs duties on the import of wheat, the retail trade often buys bread abroad. Bread has not become more expensive or cheaper in the store in the last 10 years. Not only the import of bread has increased significantly, but also the import of cakes, pies and ready-made pizzas; these items have increased by at least 80%. The bakeries in Switzerland suffer from this; they cannot lower the prices based on (high) Swiss labor costs. The movement has mobilized on "Facebook" and is politically independent. At more than 2,000 locations in the country, roadblocks were erected to demonstrate against the state taxes on diesel and gasoline. Nationwide, 73% support the protests and more than 80% in rural areas. The "man in the street", especially in the countryside feel neglected. Often there is no more school, no more train connection, no doctor and no more shopping, but the state requires more and more taxes and duties!
