Erfolgreicher Schweizer Reis-Anbau in der Nord-Schweiz. スイスの米栽培は新しい事ではなく、ティチーノの農家は20年程前から稲作に 成功している。米品種「ロト」の需要は大きく、陸稲栽培で週に1回散水して いる。研究機関「アグロスコープ」は、この程初めてスイス北部で稲作に成功 した。稲作はスイスの農家にとって価値があるかもしれない。動植物は湿地か ら大きな恩恵を受ける。スイスでは少なくとも1万ヘクタール稲作する事が出 来、米はスイスの農家の新たな作物になる可能性が有る。米は地球上で最も重 要な食物の1つで、85%が水稲栽培され、15%が陸稲栽培されている。米は高品 質、高カロリーの食物で、米は世界文化の穀物のようになってきた。アグロス コープの研究者は、シュワーデルナウ（ベルン州）とグレンヒェン（ソロトゥ ーン州）で2種類の試験栽培をした。１箇所では水田に水を引く前に種を播き、 もう一箇所では約1万株の苗を水田に植えた。猛暑の夏にもかかわらず水不足 は起きなかった。9月中旬までに収穫され、研究者は1ヘクタール当たり8トン の米を収穫出来、研究者が期待していた以上だった。ティチーノの米農家は 1ヘクタール当たり4トンから7トン収穫している。このプロジェクトの目標は、 スイスの多くの湿地をどのように利用出来るかにあり、それに米栽培も加わっ た。稲作は種の多様性にとって大きな収穫になるだろう。栽培実験では除草剤 等農薬は全く使われなかった。稲作は経済的でもあり、ティチーノ米は販売価 格が1kg当たり5から6スイスフラン（500〜600円）。2018年11月1日、全国規模 のコミュニティー「IG水稲」が設立され、続いて大規模プロジェクトも計画さ れている。その中で生物多様性と経済性の問題が研究される。 https://www.neghidaku.com/difference-rice-italian-japanese/ Growing rice in Switzerland is not a new idea; a farmer in Ticino has successfully planted rice for about 20 years. The demand for the rice brand "Loto" is big; the rice is however cultivated dry and watered once a week. The research institute "Agroscope" has now successfully planted rice in northern Switzerland for the first time; the cultivation could be worthwhile for Swiss farmers. The flora and fauna benefits extremely from the wetlands. In Switzerland one could use at least 10,000 hectares for it; the rice could become a new crop for Swiss farmers. Rice is one of the most important foods on earth; 85% is cultivated in water cultivation and 15% in dry process. Rice is a high-quality, high-calorie food; rice has become like the grain a world culture. The Agroscope-researchers conducted two pilot trials; in Schwadernau (BE) and Grenchen (SO). Einmal mit Saat-Koernern, bevor das Reisfeld geflutet wurde und einmal mit zirka 10'000 Setzlingen, die im Wasser eingepflanzt wurden. Trotz des heissen Sommers gab es keine Wasser- Knappheit. Geerntet wurde bis Mitte September; die Forscher bekamen brutto acht Tonnen Reis pro Hektare. Dies ist mehr als die Forscher erwartet hatten. Die Tessiner Reisbauern ernten jeweils vier bis sieben Tonnen pro Hektare. Ziel des Projektes ist es, wie die vielen Feuchtgebiete in der Schweiz genutzt werden koennen; dabei kam man auf den Reis. Der Reis-Anbau waere fuer die Arten-Vielfalt ein grosser Gewinn. Bei den Anbau-Versuchen wurde vollstaendig auf Chemikalien (Herbizide etc.) verzichtet. Der Anbau von Reis koennte auch wirtschaftlich sein; fuer Tessiner Reis betraegt der Ladenpreis 5 bis 6 CHF pro Kilogramm (500 bis 600 Yen). Am 01.11.2018 wurde eine landesweite Interessen-Gemeinschaft "IG Nassreis" gegruendet; es ist auch ein groessers Folgeprojekt geplant. Grosse Bauarbeiter-Demonstration in Zuerich. (Tue. 06.11.2018) 今週ツューリッヒで建設労働者の大規模デモが行われたが、過去3週間に行わ れた多数の抗議行動の頂点となった。スイス全土でデモによる抗議行動の波 がティチーノ、ジュネーヴ、ベルン、ヴォーの各カントンで起き、15,000人以 上の建設労働者が動員された。ツューリッヒでは2,000人以上の建設労働者が スイス全土から抗議に参加した。彼等は60歳定年要求と1日12時間労働に反対 して示威行動を行った。市内の中心部で市電と車の通行が一時停止した。労働 組合「Unia」と「Syna」が抗議行動を組織。労働者は「労働時間の完全柔軟化」 に反対だ。建設業者は300時間まで追加の労働時間を求めており、これが夏の暑 い季節の12時間労働に繋がる。その際、建設労働者は9時間労働で既に消耗して いるのに、猛暑の中更に消耗する。有効な労働協約は年末に終了する。建設業 者は交渉で、年金受給年齢62歳引き上げか、年金を3分の1減額するかいずれか を求めている。しかし労働組合はこれを拒否している。妥協案は年金受給年齢 を60歳にし、この為建設労働者は早期退職の供出金0.75％を引き受ける。2003 年から建設労働者は60歳で定年退職が出来る。しかし、大量の定年退職者が出 る為、現在年金基金の維持が困難になっている。 This week a major demonstration of construction workers took place in Zurich; it is the highlight of numerous protests in the last three weeks. There was a Swiss-wide wave of protests with rallies in the Cantons of Ticino, Geneva, Berne, and Vaud; more than 15,000 construction workers were mobilized. In Zurich, 2,000 construction workers from all over Switzerland took part in the protest rally. They demonstrated for the retirement age of 60 and against a 12-hour working day. In the City center of Zurich, the tram- and car traffic came to a halt temporarily. The protest was organized by the Unions "Unia" and "Syna"; the workers are against the "total flexibility of working hours". The employers wish up to 300 additional working hours; this sometimes leads to 12-hour shifts on long, hot summer days. Although every construction worker is exhausted after only 9 hours work, and this even more on a day of big heat. The valid collective labor agreement expires at the end of the year. The employers demand in the negotiations an increase of the pension age to 62 years or the reduction of the pensions by one third. The unions reject this. A compromise is to leave the pension age at 60 years; for this purpose, the construction workers pay an increase of 0.75% of the contributions to early retirement. Since 2003, construction workers can retire at the age of 60 years. However, there are difficulties in the financing of this scheme now, as larger age groups go into retirement. Die Baumeister (Arbeitgeber) wuenschen bis zu 300 zusaetzliche Arbeits-Stunden; dies fuehre an langen, heissen Sommertagen bisweilen zu 12-Stunden-Schichten. Dabei sei jeder Bauarbeiter schon nach 9 Stunden erschoepft, bei grosser Hitze erst recht. Der gueltige Gesamtarbeits-Vertrag laeuft Ende Jahr aus. Die Baumeister verlangen in den Verhandlungen eine Erhoehung des Renten- Alters auf 62 Jahre oder die Senkung der Renten um einen Drittel. Die Gewerkschaften lehnen dies aber ab. Ein Kompromiss lautet, das Renten- Alter bei 60 Jahren zu belassen; dafuer uebernehmen die Bauarbeiter eine Erhoehung der Beitraege fuer die fruehzeitige Rente von 0,75%. Seit 2003 koennen Bauarbeiter mit 60 Jahren in Rente gehen. Es gibt jetzt aber Schwierigkeiten bei der Finanzierung, da groessere Jahrgaenge in Rente gehen. AKWs muessen nicht alle Kosten fuer Jod-Tabletten zahlen. 2011年福島の原子炉災害対策として、スイス政府はヨウ素錠剤の分配を住民に も拡大する決定をした。緊急時、ヨウ素錠剤（ヨウ化カリウム）が、放射性ヨ ウ素を甲状腺に蓄積するのを防ぐ。早期にこの錠剤を服用すると甲状腺癌のリ スクを低下させる事ができる。箱には「当局の指示に依る場合のみ服用」と書 かれている。以前ヨウ素錠剤の配布は原発周辺20km圏内の全家庭に配布されて いたが、2014年以降配布は50km圏内に拡大された。ヨウ素錠剤の配布費用は 2014年 2,080万スイスフランに上ったが、20km圏内の費用は670万スイスフラ ンだった。しかし原発運転事業者は費用の全額負担を拒否して栽判に訴えた。 この程連邦裁判所は、スイスの原発運転事業者はヨウ素錠剤の追加費用を負担 しなくて良いという判断をした。しかしこれに適合する法的根拠は無い。連邦 政府当局は原発運転事業者と会い費用の分配について協議を行う。原発運転事 業者は彼等の負担を引き受ける用意が有る。「スイスヌークリア」連合に依る と、20km圏外の費用を連邦政府と分担する意思が有る。連邦政府は、分配構想 を変えずに据え置く意向だ。ヨウ素錠剤を交換する必要が有るので、費用は10 年毎に発生する。 As a measure of the Nuclear Reactor Disaster in Fukushima in 2011, Bundesrat (Swiss Government) decided to expand the dispensing of iodine tablets to the population. Now, the (Supreme) Federal Court has decided that the Swiss nuclear power plant operators do not have to pay the additional costs for the iodine tablets; there is no adequate legal basis for this. The Federal Office will meet with the nuclear power plant operators to discuss the distribution of costs. The NPP-operators are ready to pay their share of the costs. According to the association "Swissnuclear" one is willing to share the costs beyond the 20 kilometers with the Federal Administration. The Federal Administration wants to leave the distribution concept unchanged; the costs will incur every 10 years, because the iodine tablets must then be replaced. Als Massnahme auf die Reaktor-Katastrophe in Fukushima im Jahr 2011, beschloss die Schweizer Regierung (Bundesrat) die Abgabe von Jod- Tabletten an die Bevoelkerung auszuweiten. Im Notfall sollen die Jod- Tabletten (Kaliumiodid) verhindern, dass sich radioaktives Jod in der Schilddruese anreichert. Rechtzeitig eingenommen, sollen die Tabletten die Gefahr von Schilddruesen-Krebs senken. Auf den Schachteln steht "Einnahme nur auf Anordnung der Behoerden". Frueher wurden die Jod- Tabletten im Umkreis von 20 km rund um die Atom-Kraftwerke an alle Haushalte verteilt; nach 2014 wurde die Abgabe auf einen Umkreis von 50 Kilometer ausgedehnt. Die Kosten fuer die Jod-Tabletten Verteilung betrugen total 20,8 Mio. CHF im 2014; fuer den Umkreis bis 20 km sind Kosten von 6,7 Mio. CHF angefallen. Die AKW-Betreiber wollten jedoch nicht alle Kosten uebernehmen und gingen vor Gericht. Jetzt hat das Bundesgericht entschieden, die Schweizer AKW-Betreiber muessen die zusaetzlichen Kosten fuer die Jod-Tabletten nicht bezahlen; es fehlt eine ausreichende gesetzliche Grundlage dafuer. Das Bundesamt wird sich mit den AKW-Betreibern treffen um die Verteilung der Kosten zu besprechen. Die AKW-Betreiber sind bereit ihren Teil an die Kosten zu leisten. Laut des Verbandes "Swissnuclear" ist man bereit die Kosten jenseits der 20 Kilometer mit dem Bund zu teilen. Der Bund will das Verteil-Konzept unveraendert lassen; die Kosten fallen alle 10 Jahre an, weil die Jod-Tabletten dann ersetzt werden muessen. The E-Voting platform "evotech.ch" was developed by the Canton of Geneva and the latter explains that the problem has been known for some time. The Canton has already taken countermeasures. Besides, it has been found no irregularities in the implementation of a voting process so far. The system would notice it if too many voters were redirected to a vicious website. The Canton of Geneva also provides its platform to other Swiss Cantons. If you enter the URL of the E-Voting platform in your Web Browser, you may be redirected to a fake website without noticing the manipulation. According to IT- Security expert Mr. Volker Birk of the "Chaos Computer Club Switzerland", the security standards are outdated. Mr. Eric Dubuis, IT-Science Professor said, "the Society, not security researchers, has to balance whether or not the risk of e-voting is acceptable."
