(Fri. 19.10.2018) スイス政府(連邦評議会)は、今週すべての家庭が間もなく電力を自由市場で購 入出来るようにする決定をした。この事は現在大電力消費者のみに可能。スイ スの消費者がこれによって実際にお金を節約するかどうかは疑問。連邦評議会 は電力市場の自由化を推進し、2020年以降電力供給者は自由選択に委ねられる。 スイスの大企業は10年前から既に電力供給業者を自由に選択している。彼等は この間自由市場から利益を得て、大幅な経費節減をしている。計画されている 電力供給法の改定で、将来誰もが供給業者を選ぶ事が出来るようになる。現状 電力の料金格差は大きく、スイスで最も安価な自治体(ブルシオ、グラウビュ ンデン州)は4人家族で年間440スイスフラン支払っているが、最も高額な自治 体(グッタネン、ベルン州)はおよそ1,060スイスフラン。エネルギー相ロイト ゥハルト氏はこの大きな格差を排除したいと考えている。今日99％の家庭の電 力は、地元の電力会社からの供給を強制されている。しかし、電力料金は二つ の要素から成る事を知る必要が有る。1) 発電費用、2) 電力網の維持管理に対 する拠出金や再生可能エネルギー等の補助金などの税。電力は何よりも課税の 為に高額になり、将来更に上昇する可能性が有る。ドイツでは、20年前から市 場が開放されているのに、電力料金は1998年からほぼ倍増している。彼の国で は、税金が余りにも高くなり、自由市場の潜在的な利益を損なってしまった。 ドイツで電力供給業者を変えると、電力が安くなるだけでなく、歓迎の贈り物 を受け取る事がよくある。 The Swiss Government (Bundesrat) decided this week that every household can soon buy its electricity on the open market; currently, this is only possible for the large electricity consumers. Whether the Swiss consumers actually save money by this is questionable. The Swiss Government is pushing ahead with the electricity market liberalization; from 2020, the electricity provider shall be freely selectable. Large Swiss companies are free in the choice of the electricity supplier already for 10 years; they have profited from the free market during this time and saved a lot of money. With the planned revision of the Federal Electricity Supply Act, everyone will be able to choose their supplier in the future. Currently, the price differences for the electricity are significant; in the cheapest Swiss municipality (Brusio GR), a 4-person household pays around CHF 440 per year, in the most expensive municipality (Guttannen BE) around CHF 1'060. Energy Minister Doris Leuthard wants to eliminate these big differences. Today, 99% of all households have to take the electricity mandatory from the local provider. However, one has to know that the electricity price consists of two components; 1) the price for the electricity production, 2) the levies, e.g. contributions to the maintenance of the electricity grid or subsidies for renewable energies, etc. The electricity is expensive, above all because of the levies and these could rise further in the future. In Germany, the market has been open for 20 years, but the price of electricity has almost doubled since 1998. There, the levies have increased so much that they have ruined the potential benefits of a free market. Those who change the electricity supplier in Germany often not only pay less, but also receive welcome gifts. Die Schweizer Regierung (Bundesrat) beschloss diese Woche, dass jeder Haushalt seinen Strom bald auf dem freien Markt kaufen kann; derzeit ist dies nur fuer die grossen Strom-Verbraucher moeglich. Ob die Schweizer Konsumenten dadurch tatsaechlich Geld sparen werden, ist fraglich. Der Bundesrat treibt die Strom-Markt-Liberalisierung vorwaerts; ab 2020 soll der Strom-Anbieter frei waehlbar sein. Schweizer Gross-Unternehmen sind bereits seit 10 Jahren frei in der Wahl des Strom-Anbieters; vom freien Markt haben sie in dieser Zeit profitiert und kraeftig Kosten gespart. Mit der geplanten Revision des Strom-Versorgungs-Gesetzes (Federal Electricity Supply Act), soll in Zukunft jedermann seinen Versorger waehlen koennen. Derzeit sind die Preis-Unterschiede fuer den Strom bedeutend; in der guenstigsten Schweizer Gemeinde (Brusio GR) bezahlt ein 4-Personen Haushalt zirka 440 CHF pro Jahr, in der teuersten Gemeinde (Guttannen BE) sind es rund CHF 1'060. Energie-Ministerin Doris Leuthard will diese grossen Unterschiede beseitigen. Heute muessen 99% aller Haushalte den Strom zwingend vom lokalen Strom-Anbieter beziehen. Man muss jedoch wissen, dass der Strom-Preis aus zwei Bausteinen besteht; 1) der Preis fuer die Strom-Produktion, 2) die Abgaben, wie Beitraege an den Unterhalt des Strom-Netzes oder Foerdergelder fuer erneuerbare Energien etc. Teuer ist der Strom vor allem wegen der Abgaben und diese koennten in Zukunft weiter steigen. In Deutschland ist der Markt seit 20 Jahren offen, der Strom-Preis hat sich jedoch seit 1998 fast verdoppelt. Dort sind die Abgaben derart stark gestiegen, dass sie die moeglichen Vorteile eines freien Marktes zunichte gemacht haben. Wer in Deutschland den Strom-Lieferanten wechselt, bezahlt oft nicht nur weniger, sondern erhaelt auch noch Willkommens-Geschenke. The "Geneva General Accounting Office" found in its control a number of expenses, which had nothing to do with the exercise of the office. The CVP-City Government Member Guillaume Barazzone was particularly criticized for his telephone bill (Mobile), which amounted to CHF 17,315 alone in 2017. This is five times as much as the average of his fellow City Government members. The CVP-Politician Barazzone has charged by far the most expenses with CHF 42,224 in 2017. The financial inspectors reprimand in the report alcohol purchases, taxi rides and private food events of the City politicians. The Geneva City Government had tried to prevent the work of the inspectors and at first didn't want to grant access to the expense documents. The "Accounting Office" limited its audit to only the 2017 evidence and to those documents that were suspicious. An excessive number of taxi rides and high meal costs were criticized (e.g. "Luxury Champagne" at 6 am in a bar). Regarding to Esther Alder (Green Party) the high taxi costs (CHF 3'000) were objected, which partly served "only the personal comfort". The "Green Politician" Alder and another City politician have a Public Transport season ticket and, in addition, a parking lot paid by the City of Geneva right in the City center. The politicians tried in a separate press conference to explain the excessive expenses and admitted mistakes. The CVP-politician Barazzone has now paid back CHF 51,896 to the City. The City Government has revised the expense regulations, adopting eight out of eleven recommendations from the "Accounting Office". Whether the report of the "Accounting Office" will have criminal consequences for the City-Politicians is open. Der "Genfer Rechnungshof" entdeckte bei seiner Kontrolle eine Anzahl Spesen-Betraege, die nichts mit der Ausuebung des Amtes zu tun hatten. Der CVP-Stadtrat Guillaume Barazzone wurde besonders kritisiert fuer seine Telefon-Rechnung (Mobile), welche im 2017 allein CHF 17'315 betrug. Dies ist fuenf Mal so viel wie der Durchschnitt seiner Rats-Kollegen. Der CVP-Stadtrat Barazzone hat mit CHF 42'224 bei weitem am meisten Spesen aufgeschrieben im Jahr 2017. Die Finanz-Kontrolleure ruegen im Bericht Alkohol-Kaeufe, Taxi-Fahrten und private Essen der Stadtraete. Die Genfer Stadt-Regierung habe versucht die Arbeit der Kontrolleure zu verhindern und zuerst keinen Zugang zu den Spesen-Dokumenten gewaehren wollen. Der "Rechnungshof" beschraenkte sich bei seiner Pruefung nur auf die Belege von 2017 und auf jene Dokumente, bei denen es Auffaelligkeiten gab. Kritisiert wurden uebermaessig viele Taxi-Fahrten und hohe Verpflegungskosten (z.B. "Luxus-Champagner" morgens um 6 Uhr in einer Bar). Bei Esther Alder (Gruene-Partei) wurden die hohen Taxi-Kosten (CHF 3'000) beanstandet, welche teilweise "nur dem persoenlichen Komfort" gedient haben. Die "Gruene" Alder und ein anderer Stadtrat haben ein OeV- Abonnement und zusaetzlich noch einen von der Stadt Genf bezahlten Parkplatz mitten im Stadt-Zentrum. Die Stadtraete versuchten in einer eigenen Presse-Konferenz die masslosen Spesen zu erklaeren und gaben Fehler zu. Der CVP-Politiker Barazzone zahlte inzwischen CHF 51'896 Spesen an die Stadt zurueck. Die Stadt-Regierung hat das Spesen- Reglement ueberarbeitet und acht von elf Empfehlungen des "Rechnungshof" uebernommen. Ob der Bericht des "Rechnungshof" strafrechtliche Konsequenzen hat fuer die Stadt-Raete ist offen. According to the German insurance group, gross financial wealth of private households increased by 7.7% to around 168.3 trillion Euros worldwide in 2017. Per capita wealth in Switzerland stood at CHF 195,217 (173,990 Euros) ) last year. He will spend the money over the next ten years through his "Wyss Foundation" as part of the "Wyss Campaign for Nature". Thanks to this money, ground strips and marine areas are to be protected; this should bring better air and clean drinking water. Thanks to a new rehabilitation therapy, they can move their legs again and can even walk with the help of electro- stimulation and support. Now, two articles in the journals "Nature" and "Nature Neuro-Science" have reported on this success. Long-time paraplegics could take first steps again; the therapy was successful regarding to the three patients. It sounds like a medical miracle, but it is not. Success is based on a new-type of electro-stimulation therapy developed in Switzerland and a hard five-month rehabilitation training. The three men had suffered from paralyzed legs for several years. The Celts started big fires on November 1 to kill evil spirits. Old Irish legends describe the superstition that the night before, access to the spirits of the deceased was opened. Also, the Catholic holiday "All Saints' Day" on November 1, is the day, on which the deceased saints is commemorated. "Halloween" is the English short form for "All Hallows Eve", so it refers to the eve of All Saints' Day. The old custom to transform hollowed out pumpkins or beets into lanterns in autumn is also known in this country. "Raebeliechtli" (beet-lantern) were illuminated long before the "Halloween" came.
