Akiko Huerlimann □━━━━━━━━━━━━【 日本語 】━━━━━━━━━━━━━━□ 国民投票2018年6月10日の結果 *1) と国民投票で浮上した課題 明子 ヒューリマン 1. 国民発議「危機に安全な通貨の為に：通貨創造は国立銀行のみ (Vollgeld Initiative)」の投票結果 *2) は、賛成24.3％、反対75.7％とい う圧倒的な反対で否決された。過半数の賛成があったカントンも皆無で、投 票率は33.8％と可なり低調だった。最も賛成が多かったカントンが、プライ ヴェート・バンキングが盛んなジュネーヴの40.3％だったのは興味深い。ジ ュネーヴ以外のカントンは全て賛成が30％に達しなかった。主要7党の支持 者では、緑の党（GPS）の支持者だけが賛成51％に達したが、社会民主党 (SP)の支持者でさえ賛成は32％のみで、それ以外の政党支持者は24％から12 ％の賛成に止まった。 投票結果について、ターゲス・アンツァイガー紙は次のように解説した。イ ニシアティブの意図は銀行を安定させる事にあり、銀行に対する疑念は未だ に大きい。圧倒的多数の反対ではあっても、これが銀行に対する免罪符を意 味するものではない。大きなリスクを伴う改革は、国民経済を危険に晒す恐 れが有る為の反対だった。銀行に課された自己資本比率の引き上げは未だ充 分とは言えないので、Vollgeldに反対した民意に沿うには、この既定方針を 断固として継続させなければならない。つまり、「銀行が金融市場で勝手気 ままに膨らましてきた資金を、段階的に縮小させる」、ということになるよ うだ。 「Vollgeld Inishiative」を支持するエコノミストで企業コンサルタントの ミヒャエル・デルレー氏は2018年6月2日のターゲス・アンツァイガー紙のイ ンタビューで、「銀行預金はもう安全ではない」という認識を示し、議案に 賛成しなければならない理由を説明した。*3) 同氏は連邦政府と国立銀行の 議案説明に関して連邦裁判所に訴状を提出している。国立銀行のトーマス・ ヨルダン総裁は、度々不動産投資への過剰な貸し出しを戒めてはいるが、実 情を見る限り効果は限定的のようだ。2018年6月2日付ターゲス・アンツァイ ガー紙の読者投稿欄に、「現在の制度で誰が利益を得ているか？総裁はBIS に対して困難に直面するのではないか？」等の疑問が呈されていた。銀行の 健全化がどれ程進んでいるか、国民は監視していなければならないという事 だ。 2. 賭博に関する連邦法（賭博法）は、賛成72.9％、反対27.1％という圧倒 的多数で承認された。 *4) 賛成は全てのカントンでも過半数を得たが、投 票率は33.7％と同じく低調だった。主要な政党別の投票結果では、7党全て が83％のCVPから65％のSVPまで賛成という結果だった。政府・議会、ビジネ スエリートの連携による圧倒的勝利といったところだろう。この結果につい て、「連邦政府に対する国民の信頼は依然厚い」とターゲス・アンツァイガ ー紙は書いた。 5月末に賭博法の反対キャンペーンに複数の外国資本が入っていた事が発覚 した。「European Gaming and Betting Association」と「オンライン・ギ ャンブル・プロバイダー（Verband europaeischer Onlinegluecksspielanbieter）」組合の一つだ。更に世界220カ国に160万人 の顧客を擁するオーストリア資本の大手オンライン・ギャンブル・プロバイ ダー「Interwetten」は、1997年インターネットに参入して以来スイスでも 営業を開始した。数千万スイスフラン規模の収益を得ていると推定されてい るが、正確な数字は開示されていない。同社は賭博法の反対署名集めには資 金提供したが、反対キャンペーンには参加していないと明言。同社幹部のヴ ェルナー・ベッヒャー氏は、「明確な法律が整備されている国は歓迎」と述 べている。 タメディア社のオンライン調査で、64％が「国民投票のキャンペーンに外国 資本の参入を許してはならない」という意見だった。この調査が、投票結果 にどの程度影響を及ぼしたかは明らかではないと書かれてはいたが、スイス の直接民主制度に介入する外国の存在が明るみになり、スイス人に改めて警 戒心が呼び覚まされた事は確かだろう。 同日に行われた地方の住民投票で国政並の注目を集めたのが、「シオン・オ リンピック2026」招致費用貸付を認める州議会決議の是非を問うものだった 。政界の既成勢力とエリート、財界が懸命に開催をアピールしたが、住民は 拒否した。これで3度目のオリンピック招致反対となった。わずか2週間のス ポーツの祭典に巨費を投じた後、その後の数十年間借金返済に喘ぐ事を住民 は恐れたと分析されている。汚職事件が絶えない国際オリンピック委員会に 対する不信感も大きいと伝えられている。 CVPが党勢拡大を掛けて国民投票を発議した2016年4月の議案「夫婦と家族の 為に、婚姻の不利益に反対(Fuer Ehe und Familie - gegen die Heiratsstrafe)」で、議論の資料として提供された連邦政府の数値に重大な 誤りがあったことが発覚した。該当する世帯数が454,000世帯あるところを 80,000世帯と説明されていた。議案が50.8%の僅差で否決された事から、 2018年6月20日のTA紙オンライン調査では、議案の再投票は当然という意見 が83％と圧倒的多数を占めた。国民投票が開始されて以来、同じ議案で2度 民意が問われた事は無かった。今は連邦裁判所の判断が待たれる状況だ。今 後の展開が注目される。来年は連邦議会選挙の年でもあり、支持率が下降気 味のCVPにとって救いとなるか否かも注目だ。場合によっては政党の勢力図 に変化が起きる可能性もあるかもしれない。 2018年3月4日の国民投票「テレビとラジオの受信料廃止に賛成 (No- Billag)」に関連した動きで、人気テレビドラマ「葬儀屋(Der Bestatter)」 の主演男優マイク・ミュラーがシリーズの出演を終えると表明した。見識だ と思う。ところが、番組を制作するスイス放送協会(SRG)は類似番組の継続 を宣言した。税金に等しい受信料の強制徴収で運営されている放送局の姿勢 としては、公共性より娯楽優先の経営方針と受け取られても致し方ない姿勢 と言えよう。2018年6月28日、SRGは1億スイスフラン規模の経費削減と4年間 で250人の人員削減計画を発表したと報じられた。*5) 地方放送局を中央に 統合してインフラ経費の削減を図る方針も示されているが、スイスの地方分 権を軽んじる方針の様に思える。 【 参照 】 *1) 国民投票2018年6月10日結果: https://www.bk.admin.ch/ch/d/pore/va/20180610/index.html *2) 危機に安全な通貨の為に：通貨創造は国立銀行のみ (Vollgeld Initiative)の投票結果: https://www.bk.admin.ch/ch/d/pore/va/20180610/det618.html *3) ミヒャエル・デリレー: https://www.tagesanzeiger.ch/wirtschaft/geld/die-guthaben-bei-den-banken-sind-heute-nicht-sicher/story/28213023 *4) 賭博に関する連邦法（賭博法）の投票結果: https://www.bk.admin.ch/ch/d/pore/va/20180610/det619.html *5) SRG改革案: https://www.srgssr.ch/news-medien/news/einsparungen-partnerschaften-und-neue-prioritaeten-bei-der-srg-ssr/ 【 編集後記 】 直接民主制とは庶民がエリートを監視する制度だと考えるようになった。最 近スイスのパブリック・サーヴィス部門の企業で次々問題が発覚し、大問題 になっている。高い教育を受け様々な職業経験を積んだ有能な人々が過ちを 犯さない、という保障は無い。権力を握ると人は判断を狂わせる。漢字の 「偽」は「人が為す」と書く。直接民主制度の国に住む限り、日々の生活に 忙しく充分な時間を割けない庶民ではあっても、経済や政治に無関心では済 まされない。スイスで直接民主制は国民が大切に育むべき最大の財産だが、 共通の価値観を有する筈の近隣諸国でさえ、直接導入するのは困難という見 方がされている。簡単に他国に輸出入出来る制度では無いという事の様だ。 次の国民投票は2018年9月23日に3議案が問われる。 □━━━━━━━━━━━━【 English 】━━━━━━━━━━━━━□ The Results of the Popular Vote on June 10, 2018 *1) and the emerged theme on the popular vote. Akiko Huerlimann 1) The result of the popular Initiative "For crisis-safe money: Money creation by the Swiss National Bank only! (Sovereign Money Initiative/Vollgeld-Initiative)" *1); it was rejected by absolute majority of 75.7% No-Votes and only 24.3% in favor of it. No Canton reached a major affirmative percentage, and the voter turnout was fairly low with 33.8%. It is interesting that the Canton, most favorable to the "Initiative", was Geneva with 40.3% Yes-Votes; the City of Geneva, is a location with a flourishing Private Banking Sector. All Cantons, except Geneva didn't reach a share of 30% in favor of it. Among the supporters of the major seven parties, only supporters of the Greens (GPS) voted by 51% in favor of the "Initiative". Even supporters of the Social Democratic Parties (SP) agreed by only 32% on it and other supporters of political parties remained in favor of the "Initiative" by a share of 24% to 12%. The voting result was explained by the "Tages-Anzeiger" as follows. The intention of the "Initiative" was to stabilize banks, and doubts about banks are still big. Although, an overwhelming majority was against the bill, this does not imply a disclaimer for banks. The reason for voting against the bill was that people worried about risking the national economy based on such reforms with great risk. The raised capital adequacy ratio imposed on banks is not yet sufficient. Therefore, in order to follow the people's will against the "Vollgeld", the prescribed policy must be persistently preserved. Said in other words, it seems that it will be necessary "to gradually reduce the funds that banks have freely used to inflate the financial markets". An economist who supports the "Vollgeld Initiative (Sovereign Money Initiative)" and a corporate consultant Mr. Michael Derrer expressed his conviction that "Bank Deposits are no longer safe" and explained the reasons, why we have to vote "Yes" to the bill in an interview with the Tages-Anzeiger dated June 2, 2018. *3) He has submitted a legal complaint against the explanation of the Federal Government and the Swiss National Bank (SNB). Mr. Thomas Jordan, President of the Swiss National Bank, frequently warns that excessive loans for real estate investments are risky, but as far as the actual situation is concerned, the effect seems to be limited. In the reader's submitted column of the Tages-Anzeiger dated June 2, 2018, questions were presented such as "Who makes Profit with the current system? Does the SNB-President face difficulties with the BIS?"; it means that citizens have to monitor how much banks are getting healthier. 2) The Federal Act on Gambling (Gambling Act/Geldspielgesetz) was approved by an overwhelming majority of 72.9% in favor and 27.1% against it. *4) All Cantons reached a majority of approval, but the voter turnout was low with 33.7% as well. Based on voting results in detail of the major political parties, all seven parties agreed on it with 83% by the CVP to 65% of the SVP-party. This was a great victory based on cooperation between Government, Parliament, and Business Elite. About this result, the "Tages-Anzeiger" wrote, "The people's trust in the Federal Government is still deep." At the end of May, it was discovered that a large amount of Foreign Capital was poured into the campaign against the gambling bill. It was reported that the money came from the "European Gaming and Betting Association" and a union of "European Online Gambling Providers". Furthermore, Interwetten, a leading Online Gambling Provider of Austrian capital with 1.6 million customers in 220 countries, started operations in Switzerland since joining the Internet in 1997. It is estimated that it gains double-digit million revenues, but accurate figurs are not disclosed. The company stated that it funded the Referendum against the Gambling Law, but it did not participate in the Opposition campaign. Mr. Werner Becher, Executive of the Company, said, "We are thankful to countries with well defined laws." In the Online survey conducted by "Tamedia", 64% of the people said that foreign capital should not be allowed to join the Popular Initiative campaign. Although, it was written that the influence of the Foreign Money on the result of voting is not clear, the existence of foreign parties, which intervene in the Direct Democratic System of Switzerland become obvious, it must be certain that such a matter will arouse the alertness of Swiss people again. On the same day, a local popular vote gathered as much attention as the national politics vote; the people of the Canton of Valais were asked to vote about a loan for the candidature of "Sion Olympic 2026". The question was whether to say "Yes" or "No" to the approved bill of the cantonal parliament. The political Establishment and Elites, as well as the Business World appealed hard to be Olympic host, but the residents refused. It was the third time that a Swiss vote turned against Olympic bidding. It's been analyzed that the residents were afraid to invest a huge amount of money just for a two weeks Sports event, and then having to pant for repayment debts for several decade thereafter. It was also reported that the distrust in the International Olympic Committee (IOC) is high, which is due to fact that still corruption cases shall have happened at the IOC. The CVP-party launched a bill in the form of a popular initiative with the aim to gain more seats in Parliament. It was called "For couple and family - against Marriage Punishment" and the vote was in April 2016. It was discovered that there was a serious error in the Federal Government Data supplied as argument for the vote. It was explained that the number of applicable households were 80,000, but the correct number was indeed 454,000. The Initiative was rejected with a narrow majority of 50.8% then. A current Online survey by "Tages-Anzeiger" dated June 20, 2018 showed that 83% of the respondents, an overwhelming majority, support a re-voting about the bill. Since the system of popular votes started in Switzerland, there has never been asked twice a vote to the same bill. Judgement of the Federal Court is now awaited. The development in that matter will draw attention. Next year, there will be a national parliament election, therefore, it is noteworthy whether the downward trend in the support of the CVP-party will be stopped or not. In some cases, there may be a possibility that a change in political party's power relationship may occur. In a related development of the Popular Vote on March 4, 2018 "Say Yes to abolishing Radio and Television fees (Abolition of Billag fees)", Mike Mueller, the leading actor of the popular television drama "Der Bestatter" (the Undertaker), declared that he will finish his appearance on the series. I think that's his personal insight. The Swiss Broadcasting Association (SRG), which produces the program, however declared the continuation of a new similar program. As a stance of a broadcasting station, which is managed by a forced collection of a reception fee equal to a tax, it can be said that it is an inattentive management policy, putting on priority to Entertainment rather than Public need. June 28, 2018, it was reported that the SRG announced the cost reduction of a scale of CHF 100 million and a plan to reduce the staff by 250 jobs within four years. *5) A policy to integrate regional broadcasting stations into the center TV-station for reducing infrastructure expenses are shown too; it seems like a policy that disrespect the decentralization of power in Switzerland. Recently, problems have been discovered one after another in Swiss Public Service Companies, which is a big problem. There is no guarantee that talented people who received a high education and have various professional experiences do not make mistakes. Human beings lose their ability to judge if they hold power. "False" in Kanji is written as "man-made" (made by humans). As long as people live in a country with a Direct Democracy system, even common people who are busy and have not enough time in their everyday life, they simply cannot be indifferent with a view to the economy and politics. Direct Democracy in Switzerland is the greatest asset that people should cherish carefully; even neighboring countries, which have a common sense of value, consider it as difficult to introduce it directly. It is not a system that can be easily exported or imported by other nations.
