Temperatur-Anstieg in Fluessen: AKW-Kuehlwasser & Klima-Wandel. 気候変動だけでなく、原発からの冷却水もスイスの川を熱し、魚を苦しめる。 摂氏25度から魚の生命を脅かす。バーゼル近郊のライン川では、過去10年で年 間気温が2度以上も上昇した。2003年のいわゆる世紀の夏には、川は25度を超 え、当時ライン川では大量の魚が死んだ。「ベッツナウとミューレベルク」原 発は、アーレ川に流す冷却水の温度が高過ぎる為、原子炉を一時的に制限しな ければならなかった。水の保護に関する条例は、河川の水温が25度を超えない よう規定している。この規制は産業プラントだけでなく原発にも適用される。 「ベッツナウ」原発は定期的に32度の温かい冷却水を川に放出しているが、冷 却水の温度は30度が上限。しかしこれは「短期間」「小規模」で許されている こと。将来的には、より長期の猛暑日が予想されており、スイス連邦政府はこ の規則を改訂した。気候の温暖化による水温上昇は論争の的になっている。こ の為スイス・エネルギー財団(SES)によると、熱注入を削減する必要がある。 計画されている原発の改定作業は暑い季節(夏)に変更する。2003年8月13日は 水温が26.4度に達し、数日でおよそ5万匹のウナギとカワヒメマスが死んだ。 バーゼル近郊のライン川では15日間25度の危険な臨海温度を超えた。魚は熱波 に反応して移動し始める。しかし、魚の移動は障害物と水力発電所によって大 きく妨げられている。 The climate change, but also cooling water from Nuclear Power Plants (NPPs) heat up Swiss rivers and the fish suffer from it. Der Klima-Wandel, aber auch Kuehlwasser aus Atom-Kraftwerken (AKWs) erwaermt die Schweizer Fluesse und darunter leiden die Fische. Ab einer Temperatur von 25 Grad Celsius wird es lebens-gefaehrlich fuer Fische. Im Fluss Rhein bei Basel ist die Jahres-Temperatur in den letzten Jahrzehnten um ueber 2 Grad stiegen. Im so-genannten Jahrhundert-Sommer im Jahr 2003 wurden die Fluesse ueber 25 Grad warm. Es kam damals zu einem grossen Fisch-Sterben im Fluss Rhein. AKWs "Beznau und Muehleberg" mussten dann zeitweise ihrer Reaktoren beschraenken, da die Temperatur des in den Fluss Aare geleiteten Kuehlwassers zu hoch war. Die Verordnung ueber den Gewaesser-Schutz verlangt, dass die Temperatur der Fliess-Gewaesser 25 Grad nicht ueberschreiten darf. Die Vorschrift betrifft neben Industrie-Werken auch AKWs. Das AKW "Beznau" leitet regelmaessig 32 Grad warmes Kuehl- Wasser in den Fluss ab; Kuehl-Wasser darf jedoch maximal 30 Grad warm sein. Dies ist zwar "kurzfristig" und "geringfuegig" erlaubt. Da in Zukunft laengere Hitze-Perioden erwartet werden, hat der Schweizer Bundesrat die Vorschriften angepasst. Erhoehte Wasser-Temperaturen zu zulassen wegen der Klima-Erwaermung ist umstritten. Laut Schweiz. Energie-Stiftung (SES) muesste man konsequenterweise die Waerme- Eintraege reduzieren. Planbare Revisions-Arbeiten muss ein AKW in die heisse Jahres-Zeit (Sommer) verlegen. Im Jahr 2003 betrug die Wasser- Temperatur 26,4 Grad am 13. August; innert weniger Tage starben zirka 50'000 Aale und Aeschen. Zum Einkauf nach Deutschland gehen sie trotzdem. Schweizer, die ihre Ausfuhr-Scheine am Zoll abstempeln lassen, koennen die deutsche Mehrwert-Steuer (MwSt) von 19% zurueckverlangen. Betroffen sind insbesondere Nahrungsmittel, Hygiene- und Kosmetik-Produkte, Haushalt-Waren, Bekleidung und Schuhe. Der Rueckgang zeigte sich bei den Ausfuhr-Scheinen, welche in gewissen Grenz-Regionen um fast 4% zurueckgingen; die Tendenz habe sich seit Anfang 2018 noch verstaerkt. Pro Tag und pro Person duerfen Waren im Wert von CHF 300, abgabefrei in die Schweiz eingefuehrt werden. In grenz-nahen Orten der Schweiz, Basel oder Genf, wurde beobachtet, dass wieder oefters auslaendische Leute oder Touristen in der Schweiz einkauften. Beliebte Schweizer Produkte sind Kaffee, Kaese, Teigwaren oder Schokolade. Laut Schaetzung von Experten kauften Schweizer im Jahr 2017 fuer zirka 10 bis 11 Mrd. CHF Waren jenseits der Grenze. Der ukrainische Geheimdienst habe den Mord vorgetaeuscht und damit ein Attentat russischer Agenten gegen den Journalisten verhindert. Zuerst gab es Jubel, dass die Ermordung ein "Fake" war, spaeter gab es jedoch Zweifel am Sinn der Aktion. Die "Organisation fuer Sicherheit und Zusammenarbeit in Europa" (OSZE) kritisierte die Ukraine scharf dafuer, "falsche Informationen ueber das Leben eines Journalisten" zu verbreiten". "Es ist die Pflicht des Staats, die Oeffentlichkeit korrekt zu informieren". Ukraine's Geheimdienst wird selber immer wieder mit politischen Morden in Verbindung gebracht. Jetzt stellt sich ausgerechnet der ukrainische Geheimdienst als Retter eines Russland-kritischen Journalisten dar. A vast corruption scandal of his conservative People's Party (PP) became the doom for Prime Minister Mariano Rajoy; the National Criminal Court condemned Rajoy's PP-party for involvement in the corruption scandal. 29 culprits, including ex-party executives of the PP-party, were convicted of a total of 351 years in prison and two-digit million Euro in fines. They were convicted for corruption, embezzlement, money laundering and illegal enrichment. The new Government of Socialist Prime Minister Pedro Sanchez has now been sworn in.
