(Wed. 25.04.2018) ヨーロッパでは現在新聞用紙が不足しており、この影響がスイスの新聞印刷物 にも及んでいる。不足の理由は新聞用紙の需要が高く供給が少ない為。ポーラ ンドの製紙工場の大火災は問題を悪化させた。3月中旬に起きたクフィジンに 在る製紙会社「International Paper」の火災で新聞用紙の製造機械が壊れ、 それ以来生産は緩やかにしか回復していない。予期せぬ停電は、欧州市場の既 存の障害を更に悪化させた。この数年ヨーロッパの様々な立地で工場が閉鎖さ れており、その為紙の供給が減少している。スイス「タメディア・グループ」 の広報担当者は、生産者はヨーロッパとスイスの様々な報道機関と同意した供 給量を短期的に満たす事が出来ない状況にあると述べた。スイスには新聞紙を 製造する製紙工場がペルレン(ルツェルン)に一社しか無い。2018年3月には新 聞用紙の価格が上昇して1トン当たり40ドルが1,170ドルになった。2016年以来 初めての値上がりだったが、それ以上の値上がりが予想される。新聞用紙の供 給減によって「ターゲス・アンツァイガー紙」と「20分紙」の印刷版は今後2 週間程薄くなり、各々4頁程通常より減る。他のスイス通信各社は、紙不足は 無いと報告しているが、「AZ-メディア」の広報担当者によると、紙が稀少に なったのは事実。 In Europe, there is currently a shortage of newsprint (paper) and that has an impact on the printed newspapers in Switzerland. The reason for this shortage lies in a high demand for newsprint paper and a (too) small offer. A major fire in a paper mill in Poland has aggravated the problem. A fire in a mill of the paper manufacturer "International Paper" in the City of Kwidzyn damaged machines for the production of newsprint paper in the middle of March; since then production could be resumed only slowly. The unexpected outfall has even aggravated the existing shortages in the European market. At various locations in Europe, factories have been closed in recent years; the paper supply has therefore decreased. The manufacturers cannot meet the agreed delivery volumes of newsprint paper to various media houses in Europe and Switzerland in the short term, said the spokesman for the Swiss "Tamedia Group". In Switzerland, there is only one paper mill left in Perlen (LU) that produces newsprint paper. In the month of March 2018, the prices for newsprint paper have increased; the price per ton went up by US-Dollar 40 to US-Dollar 1,170. It was the first price increase since 2016; it is expected that there could be further increases. Due to the shortage of newsprint paper, the printed Swiss newspapers of the "Tages-Anzeiger" and "20 Minuten" will be thinner in the coming two weeks, respectively about four pages less than usual will be printed. Other Swiss media houses reported that there are no shortages at their firms; however, it is true that paper has become a scarce commodity, said the spokeswoman for the "AZ media". Die Produzenten koennen die vereinbarten Liefermengen an Zeitungs-Papier gegenueber verschiedenen Medien-Haeusern in Europa und der Schweiz kurzfristig nicht einhalten, sagte der Sprecher der Schweizer "Tamedia-Gruppe". In der Schweiz existiert nur noch eine Papier-Fabrik in Perlen (LU), welche Zeitungs-Papier herstellt. Im Monat Maerz 2018 sind die Preise fuer Zeitungs-Papier gestiegen; pro Tonne erhoehte sich der Preis um 40 US-Dollar auf 1'170 US-Dollar. Es war die erste Preis-Erhoehung seit 2016; es wird damit gerechnet, dass es weitere Erhoehungen geben koennte. Aufgrund des Engpass beim Zeitungs-Papier werden die gedruckten Zeitungen des "Tages-Anzeiger" und "20 Minuten" in den naechsten zwei Wochen duenner respektive es werden etwa vier Seiten weniger gedruckt als ueblich. Since 2013, he also heads the Department of Economics of the Canton of Geneva. The politician was elected as new president of the "Conference of the Cantonal Police Directors (KKJPD)" two weeks ago. In that function, Maudet calls for the establishment of a "national police reserve", which can be activated in an emergency. Police director Maudet said in an interview with the "NZZ am Sonntag" that for it, about 2,000 additional police officers are needed. Compared to other European countries, Switzerland has fewer policemen, said the president of the KKJPD. In Europe, on the average, for one (1) police officer there are 277 inhabitants; in Switzerland, the ratio is 1 police officer to 455 inhabitants. Therefore in Switzerland, 10 to 15% more police officers are needed; this corresponds to about 2,000 people in addition, which could be deployed as needed. Today, Switzerland has more than 18,000 police officers at Federal, Cantonal and Community level. Maudet said that the Cantons are already "on the limit" for the "plannable" major events. In January 2017, three large-scale events were held at the same time, the official visit of China's President, the "WEF" and a Cyprus Conference in Geneva; then the Cantons were only barely able to provide sufficient police officers. According to Maudet, the fight against cyber and organized crime is unsatisfactory today. Even in a possible terror case, the police could be overstrained quickly. The "KKJPD" has set up a working group with the task to identify what reforms are needed in the police. A major theme is the "manpower gap". 2,000 additional police officers would cost several hundred million Swiss francs (CHF) a year. These costs should primarily be financed by the Cantons, but the Federal Government should also make a contribution. Several million Francs could be saved each year if the police no longer had to pay telecom companies for telephone surveillance. This is "a scandal" said Maudet. Als im Januar 2017 gleichzeitig drei Gross-Anlaesse durchgefuehrt wurden, der Staats- Besuch von China's Praesident, das "WEF" und eine Zypern-Konferenz in Genf, haetten die Kantone "nur mit Muehe und Not" genuegend Polizisten zur Verfuegung stellen koennen. Laut Pierre Maudet ist die Bekaempfung der Cyber- und der organisierten Kriminalitaet heute ungenuegend. Auch in einem moeglichen Terror-Fall koennte die Polizei rasch ueberfordert sein. Die "KKJPD" hat eine Arbeits-Gruppe mit dem Auftrag eingesetzt abzuklaeren, welche Reformen bei der Polizei noetig sind. Ein zentrales Thema sei dabei die "Bestandes-Luecke". 2'000 zusaetzliche Polizisten wuerden mehrere Hundert Millionen Schweizer Franken (CHF) kosten pro Jahr. Diese Kosten sollten primaer die Kantone finanzieren, der Bund solle jedoch auch einen Beitrag leisten. The Swiss Foreign Ministry welcomed the decision of the UN Secretary General. The appointment is a further proof of the excellent quality of the Swiss diplomacy. The Swiss diplomat was ambassador to Thailand from 2009 to 2015. Mrs. Schraner joined the diplomatic service in 1991 and is, since 2015, Swiss ambassador to Germany.
