There will be a French military mission, should this limit be exceeded. Now, it shall have come to a poison gas attack in the "rebel city" of Duma. At the beginning, it was spoken about more than 150 dead, later the number was downgraded to 42. Macron said that attacks on "chemical facilities" in Syria are possible. Prof. Dr. Volker Perthes, a German political scientist, spoke on the SRF-radio about the sense and nonsense of dropping more bombs on Syrian territory. US-President Trump also announced a reaction. If the USA drops bombs again, then this would happen without a UN-mandate and would be a violation of International Law. Professor Perthes never finds it a good idea to violate International Law. In the Syria-War, it is however so that the internationally involved parties did not consider the International Law. Referred to Perthes, one should ask the question in Washington and Paris if there is any change in the war, if missiles are sent against Syria. Nobody believes that the Americans or French want to intervene to end the war. But the relationship between the big powers could continue to deteriorate significantly with the limited attack, says Prof. Perthes. Whether the war in Syria ends is not a decision of the Syrian Government or the rebels, but it is up to the international players, finds Perthes. *New supplement to the article (blick.ch from 11.04.2018): So far there are no reliable indications nor factual evidence for the nature and authorship of the poison gas attack. Did the Islamists want to blame the Syrian President al-Assad for another war crime? Or is the USA even itself behind the attack, as the Russian Foreign Ministry suggests? Putin threatens not only to intercept all US-missiles, but to destroy their floating launching platforms. The hope of the international community to find a way out of the diplomatic deadlock at the last minute, is now based on Putin and his sharp analytical mind. Frankreich's Praesident warnte kuerzlich die Regierung in Syrien, dass "Chemie-Waffen gegen Zivilisten" eine "rote Linie" seien. Es werde einen franzoesischen Militaer-Einsatz geben, sollte diese ueberschritten werden. Nun soll es in der "Rebellen-Stadt" Duma zu einem Giftgas-Angriff gekommen sein. Zu Beginn wurde von mehr als 150 Toten gesprochen, spaeter wurde die Zahl nach unten auf 42 korrigiert. Fuer Macron sind Angriffe auf "chemische Einrichtungen" in Syrien moeglich. Prof. Dr. Volker Perthes, ein deutscher Politik- Wissenschaftler sprach am SRF-Radio ueber Sinn und Unsinn eines Abwurfs weiterer Bomben auf syrischem Gebiet. Der US-Praesident kuendigte ebenfalls eine Reaktion an. Sollten die USA wieder Bomben abwerfen, dann passiere dies ohne ein UNO-Mandat und waere ein Verstoss gegen das Voelkerrecht. Professor Perthes findet es nie eine gute Idee gegen das Voelkerrecht zu verstossen. In Syrien-Krieg sei es jedoch so, dass die international involvierten Parteien nicht nach dem Voelkerrecht fragten. Laut Perthes sollte man sich in Washington und Paris die Frage stellen, ob es etwas am Krieg aendere, wenn man jetzt Raketen gegen Syrien schicke. Es glaubt niemand, dass die Amerikaner oder Franzosen eingreifen wollten um den Krieg zu beenden. Aber das Verhaeltnis zwischen den grossen Maechten koennte sich mit dem begrenzten Angriff weiter erheblich verschlechtern, sagt Perthes. Ob der Krieg in Syrien aufhoert, ist keine Entscheidung der Regierung in Damaskus oder der Rebellen, sonderen der internationalen Akteure, findet Perthes. *Aktuelle Ergaenzung zum Artikel (blick.ch vom 11.04.2018): Es gibt bisher keine gesicherten Indizien noch faktische Beweise fuer die Art und Urheberschaft des Giftsgas-Angriffs. Schweizer Oeko-Schiff zur Reinigung der Meere. Bourgnon said, "It's Time to Take Action" and launched his project "Sea Cleaner" in 2016. With the huge sailing ship, a "Quadrimaran", he wants to remove 600 cubic meters of plastic waste from the sea per expedition. The new-type and environmentally neutral ship is currently exhibited as a "World Premiere" at the Inventors' Fair in Geneva based on a 1:80 scale model. Six companies have already invested 3,000 research hours in the project. The "Sea Cleaner" has to fulfill two conditions: to fish plastic waste from the ocean and to be ecological. The finished sailing ship will have a length of 70 meters, a width of 49 meters and a height of 61 meters and is 2,500 tons heavy. Wind and electricity from renewable sources, wind-wheels and solar panels will power the ship. Integrated on the ship is a processing plant, which sorts and squeezes the plastic waste; the ship can handle more than 250 tons of plastic garbage each time. The waste is taken out of the water with conveyor belts. On land, the waste collected is then professionally recycled. The aim of the project "Sea Cleaner" is to retrieve plastic out of the sea, before the plastic waste is decomposed into nano- particles and absorbed by living creatures. The sailing ship is built in Europe, costs 30 Mio. CHF and has a lifespan of 30 years. The annual operating costs are CHF 1 Mio. From 2022, the new ship will start operations; it will take 10-15 years to prove the effectiveness of the project. Integriert auf dem Schiff ist eine Aufbereitungs-Anlage, welche den Plastik-Abfall sortiert und presst; das Schiff kann pro Mal mehr als 250 Tonnen Plastik-Muell aufnehmen. Der Abfall wird mit Foerderbaendern aus dem Wasser geholt. An Land wird der eingesammelte Muell dann fachgerecht wiederverwertet. Ziel des Projekts "Sea Cleaner" ist, Plastik auf dem Meer zu holen, bevor sich der Plastik-Abfall in Nano-Partikel zersetzt und von den lebenden Organismen aufgenommen wird. Das Segelschiff wird in Europa gebaut, kostet 30 Mio. CHF und hat eine Lebensdauer von 30 Jahren. Die jaehrlichen Betriebs-Kosten sind 1 Mio. CHF. The "Uvek" (Department of Environment, Transport, Energy & Communications) estimates the expected total costs at CHF 24.6 billion; the companies that operate nuclear power plants reacted with incomprehension. According to the nuclear energy law, the NPP-operators are obliged to pay for the costs of decommissioning of the nuclear power plants and the removal of radioactive waste. The amount is based on cost studies, which are updated every 5 years. The "Uvek" reviewed the application by independent experts dated the end of 2017 again and came in three areas to divergences. Among other things, it is about the assessment of a site for radioactive waste; thereby the disposal costs increased. The dismantling of all building structures, including the foundations, is also part of the decommissioning costs. The Association "Swiss Nuclear Power Plant Operators" (Swissnuclear) described the decision in a reaction as difficult to understand. "Uvek" had adopted the highest possible scenario, this assessment of the risks is politically motivated and hardly technically justifiable. It is still possible to make an appeal against the "Uvek-Directive", the definitive contributions cannot be ruled until 2019. Dabei ging es unter anderem auch um die Beurteilung eines Standorts fuer radioaktive Abfaelle; dadurch erhoehten sich die Entsorgungskosten. Der Rueckbau aller Gebaeude- Strukturen, inklusive Grundmauern gehoert ebenfalls zu den Still- Legungskosten. Der Verband "Schweizer Kernkraftwerk-Betreiber (Swissnuclear) bezeichnete den Entscheid in einer Reaktion als schwer nachvollziehbar. Das "Uvek" habe das hoechst-moegliche Szenario angenommen; diese Bewertung der Risiken sei politisch motiviert und technisch kaum begruendbar. In the City of Maizuru, Mayor Tatami Ryozo gave a speech in the ring and collapsed because of a brain hemorrhage. Female medics carried out life-saving measures immediately, but were asked via loudspeaker to leave the ring. The Sumo-Association-President Hakkaku later apologized for the "inappropriate" behavior in the life-threatening situation. However, the incident showed that Women in Japan are still treated as "Second- Class People" in public life. Not only in the Sumo-sports, where the Governor of Osaka Prefecture, Ota Fusae, was denied direct access to the Sumo ring, but also in Japan's politics. Japan's (LDP) Government has decided too not to admit Women to the accession to the throne of Crown Prince Naruhito in May 2019. This is based on the fact that since the year 1889, no woman has ever attended. LDP-Interior Minister Noda Seiko has certain chances of becoming LDP President. In case of her success, the throne ascent of the next Japanese Emperor would have to take place without the presence of the Premier. There are 22 candidates each in the category Junior (10 to 15 years) and Senior (16 to 21 years); however 317 musicians applied for the competition. The 14-years-old Swiss Anatol Toth was selected as the only Swiss candidate in the category Junior. Other candidates are mostly young Japanese, South Koreans and Chinese; further nationalities usually have Asian roots as well. Three of the four children of the Toth family are not only top musical talents, but also at the top in board game Chess. What is special that the children never went to a "public school", but were taught at home by their parents (Home-Schooling).
