Family organizations have launched an initiative for a "four-week paternity leave" and collected 120,000 signatures. The popular petition is submitted in summer and later there will be a popular vote. There have been many requests in parliament for a "paternity or a parental leave" over the past 10 years. There were, however, no majorities for it; the "initiative" now puts Parliament under pressure and the political center wants to work out a counter- proposal. However, four weeks of paternity leave is too much and too expensive; the CVP-party brings a counter-proposal for 2 weeks of paternity leave into discussion. The parties FDP and SVP are against a paternity leave, irrespective of its duration. The economy decisively rejects the demand. In Switzerland, there is often made a compromise in politics, so that a counter-proposal could get a majority. However, the initiators under the leadership of the trade union association "Travailsuisse" insist on four weeks as this is already a compromise. It seems likely that the Swiss citizens can later vote on two versions of a paternity leave. The paternity leave is to be financed according to the model of the maternity insurance in Switzerland. The compensation of the fathers is to be paid by means of a compensation fund (EO), which is fed by the employee and the employer. In the case of the maternity allowance, there is a daily allowance of 80% of the former wage. The expenditure on the maternity leave amounts so far to around CHF 850 Mio. per year. In the case of the paternity leave, the Confederation (Administration) estimates the payments to CHF 385 Mio. per year. Familien-Organisationen haben eine Initiative fuer einen "vierwoechigen Vaterschafts-Urlaub" gestartet und 120'000 Unterschriften gesammelt. Das Volks-Begehren wird im Sommer eingereicht und spaeter gibt es dazu eine Volks-Abstimmung. Es gab schon viele Vorstoesse im Parlament fuer einen "Vaterschafts- oder Eltern-Urlaub" in den letzten 10 Jahren. Es gab jedoch keine Mehrheiten dafuer; die "Initiative" setzt das Parlament jetzt unter Druck und die politische Mitte will einen Gegen-Vorschlag ausarbeiten. Vier Wochen Vaterschafts-Urlaub sei jedoch zu viel und zu teuer; die CVP-Partei bringt einen Gegen-Vorschlag fuer 2 Wochen Vaterschafts-Urlaub in die Diskussion. Die Parteien FDP und SVP sind gegen einen Vaterschafts-Urlaub, unabhaengig von seiner Dauer. Die Wirtschaft lehnt das Begehren entschieden ab. In der Schweiz kommt es in der Politik haeufig zu einem Kompromiss, sodass ein Gegen-Vorschlag mehrheitsfaehig sein koennte. Die Initianten unter Fuehrung des Gewerkschafts-Verbandes "Travailsuisse" beharren aber auf vier Wochen, da dies bereits ein Kompromiss sei. Es scheint wahrscheinlich, dass das Schweizer Volk spaeter ueber zwei Varianten eines Vaterschafts- Urlaub abstimmen kann. Finanziert soll der Vaterschafts-Urlaub nach dem Vorbild der Mutterschafts-Versicherung in der Schweiz. Die Entschaedigung der Vaeter soll ueber eine Ausgleichskasse (EO) erfolgen, welche von Erwerbstaetigen und Arbeitgebern gespeist wird. Bei der Mutterschafts-Entschaedigung gibt es ein Taggeld in der Hoehe von 80% des ehemaligen Lohns. Die Ausgaben fuer den Mutterschafts- Urlaub betragen bisher rund 850 Mio. CHF pro Jahr. Beim Vaterschafts- Urlaub schaetzt der Bund (Administration) die Zahlungen auf 385 Mio. CHF pro Jahr. Currently, US-President Donald Trump has come under strong domestic political pressure due to the close proximity of members of his government to Russian officials. The Swiss ICRC-President, Peter Maurer, sees this as a possibility that the Russian-American proximity could improve the humanitarian situation in war regions. If the aim and the content of these contacts is to bring about an approach to the positions in Syria, the ICRC-President finds this a "good thing". Peter Maurer has just returned from his fifth journey from the war zone in Syria. Many of his activities were close to diplomacy; he is aware of the responsibility by managing a 154-years-old organization. This is especially about reliability; the word comes from the ability to create trust, says Maurer. He says that the "ICRC" has not missed "essentials" in the last five years, in any of the major crises, in Syria, Yemen or Ukraine, but has responded quickly to problems. As a representative of the ICRC in the Board of the World Economic Forum (WEF), he has been able to bring major humanitarian problems to the WEF-agenda since 2014. The esteem of the ICRC has since increased. The ICRC is holding open discussions with Syrian representatives, which will make it possible to carry out important missions in this difficult environment. The "Geneva Convention" also obliges the ICRC to discuss the use of chemical weapons with all actors in war zones. The ICRC's message is clear that the use of chemical weapons is illegal. Regarding to the US-contacts with Russia, Maurer says, countries involved in conflicts should find ways to harmonize their interests and find political solutions. A quarter of the ICRC's budget of 1.7 billion CHF is financed by the USA; as a cautious organization, the ICRC must also consider what is to be done, in the case of cutbacks. The ICRC maintains a very good dialogue with the US-armed forces, which has a long, but difficult tradition. Derzeit ist US-Praesident Donald Trump wegen der Naehe von Mitgliedern seiner Regierung zu russischen Offiziellen unter starken innen-politischen Druck gekommen. Der Schweizer IKRK-Praesident Peter Maurer sieht darin jedoch eine Moeglichkeit, dass die russisch-amerikanische Naehe, die humanitaere Lage in Kriegs-Regionen verbessern koennte. Falls das Ziel und der Inhalt dieser Kontakte eine Annaeherung der Positionen in Syrien bewirken soll, dann findet dies der IKRK-Praesident "eine gute Sache". Peter Maurer kam gerade von seiner fuenften Reise aus dem Kriegsgebiet in Syrien zurueck. Viele seiner Taetigkeiten seien Nahe bei der Diplomatie; er ist sich der Verantwortung bewusst, wenn man eine 154- jaehrige Organisation leitet. Dabei geht es besonders um Glaubwuerdigkeit; das Wort kommt von der Faehigkeit, Vertrauen zu schaffen, sagt Maurer. Er sagt, das "IKRK" habe in den letzten fuenf Jahren, in keiner der grossen Krisen, in Syrien, im Yemen oder in der Ukraine "Wesentliches" verpasst, sondern auf Probleme rasch reagiert. Als Vertreter des IKRK im Stiftungsrat des "World Economic Forum (WEF)", konnte er seit 2014 wesentliche humanitaere Probleme auf die WEF-Agenda bringen. Die Wertschaetzung gegenueber dem IKRK habe seither zugenommen. Das IKRK fuehrt offene Gespraeche mit syrischen Vertretern, wodurch es moeglich wird, bedeutende Einsaetze in diesem schwierigem Umfeld durchzufuehren. Die "Genfer Konvention" verpflichtet das IKRK auch dazu, mit allen Akteuren in Kriegs-Gebieten ueber den Einsatz von Chemie-Waffen zu sprechen. Die Botschaft des IKRK ist klar, dass der Einsatz von chemischen Waffen illegal ist. In Bezug auf die US-Kontakte zu Russland, sagt Maurer, Laender, die in Konflikte involviert sind, sollen Wege finden, ihre Interessen zu harmonisieren und politische Loesungen zu finden. Ein Viertel des Budgets des IKRK von 1,7 Mrd. CHF wird von den USA finanziert; als vorsichtige Organisation muss sich auch das IKRK ueberlegen, was es im Fall von Kuerzungen unternimmt. This week, the judges of the "Supreme Electoral Court" decide whether the election of President Dilma Rousseff and Vice President Michel Temer in 2014 was correct. There is evidence of irregular party financing; two business tycoons admitted to have channeled at least US-Dollar 100 Mio. into the campaign coffers. If the judges were to declare the election of 2014 as "irregular", then the term of office of President Temer would be terminated. The Constitution provides only indirect new elections by the Congress. However, there are other legal proceedings against President Temer; the "Highest Federal Court" allowed investigations against Temer because of corruption-suspicion. Temer said fiercely, "I will not step down." The General Prosecutor accuses Temer of corruption and obstruction of justice; there are tape and video recordings to prove that Temer had asked a rich "meat baron" to pay hush-money to an imprisoned party friend. There are also various applications for an impeachment proceedings of the president. The majority of the Brazilians are of the opinion that President Temer is no longer acceptable. The public opinion, on the other hand, affects the parties of the government basis. In Brazil, elections will be held next year. The Argentine historian and political scientist Carlos Pagni said: "A French revolution in slow motion" is currently being played out in the capital Brasilia. The upheaval process, like the turning point in history in Paris then, could have an impact on the whole continent. In nine countries corruption investigations are in progress against top politicians. [WSNH: One can draw comparisons to Japan in terms of possible corruption, favoritism, or other penal behavior by ministers or politicians, mainly by the LDP-Government party. In Brazil, the justice still seems to be independent, leading to investigations and the conviction of top politicians. In Japan, however, the justice seems no longer autonomous; it exists the impression that prosecutors and judges were under the "control" of the LDP-Government. This could be perceived by the impression that the legal authorities, rarely investigate against LDP-people, despite evidence.] Nur knapp ein Jahr im Amt, muss der Praesident von Brasilien damit rechnen, dass er von seinem Amt abgesetzt wird. Diese Woche entscheiden die Richter des "obersten Wahlgerichts", ob die Wahl von Praesidentin Dilma Rousseff und Vize-Praesident Michel Temer im Jahr 2014 korrekt war. Es gibt Hinweise auf irregulaere Partei- Finanzierung; zwei Gross-Industrielle gaben zu, mindestens 100 Mio. US-Dollar in die Wahlkampf-Kassen geleitet zu haben. Der General-Staatsanwalt beschuldigt Temer der Korruption und Justiz- Behinderung; es gibt Tonband- und Video-Aufnahmen, die beweisen sollen, dass Temer einen reichen "Fleischbaron" zur Zahlung von Schweigegeld an einen inhaftierten Partei-Freund aufgefordert habe. Es gibt zudem verschiedene Antraege auf ein Absetzungs-Verfahren des Praesidenten. Die Mehrheit der Brasilianer ist der Meinung, Praesident Temer sei nicht mehr tragbar. Die oeffentliche Meinung dagegen beeinflusst die Parteien der Regierungs-Basis. In Brasilien finden im naechsten Jahr Wahlen statt. In Brasilien scheint die Justiz noch unabhaengig zu sein, sodass es zu Ermittlungen und Verurteilung von Spitzen-Politikern kommt. In Japan jedoch, scheint die Justiz nicht mehr eigenstaendig zu sein; es entstand der Eindruck, Staatsanwaelte und Richter seien unter der "Kontrolle" der LDP-Regierung. Donald Trump had a historically bad approval rating at his start in office, but after 133 days in office, Bill Clinton was even more unpopular. The approval rating for Bill Clinton were only 36.8%. The approval rating for Donald Trump however still reached 39.1%. This is still very deep in historical comparison; Ex-President Barack Obama never fell below the limit of 40%. Now, in mountain huts compost- toilets are installed and thanks to worms, no more "bad toilet odors" are created. In the "Laemmern-Hut", above the resort of Leukerbad VS at 2,502 meters above sea, a compost toilet with worms was installed recently. The worms transform the excrement into compost, thereby the material is reduced by 90%. From the excrement, the worms make humus, which is distributed in nature or is flown into the plain with little effort, if the surroundings consists only of rock and ice. Water closets are more complex and expensive, since they need a kind of mini sewage plant. The worms live on the spot in a separate excrement room; the dry toilet system "Ecosphere" was developed in France in 2012.
