Pisa-Studie zum Wohlbefinden der Schueler; gute Noten fuer Schweiz. 2015年度の「OECD生徒の学習到達度調査」全5部の内の3部目は、生徒の幸福度 に関する調査だ。生徒の満足度が初めて調査され、悪い結果と良い刺激の両方 を包含する諸要因が調べられた。殆どの青少年は生活に満足しているが、学業 と「いじめ」の不安が問題点になっている。72カ国から54万人の生徒が調査に 参加した。良い成績であっても必ずしも幸福ではなく、それどころか特定の国 では数学と自然科学で最高の結果を得た青少年がやや不満を感じている。しか しフィンランド、オランダ、スイスでは良い学習結果と高い満足度を関連させ る事に成功しているようだ。スイスの生徒はゼロから10段階までの基準で、平 均7.72の満足度を示した。これはOECD諸国と比較して高い値だ。39.6%の生徒 は自分の生活に「非常に満足」している。OECD諸国の平均は34.1%。スイスで 不満足と称したのはわずか7.4%だった。試験の恐怖(緊張)はスイスの青少年の 間でも共通で33.5%だが、OECD諸国の平均は更に55.5%。満足、不満足と不安は 授業時間数や試験によるものではなく、教師との良い関係や両親の支援が重要 だ。「いじめ」は諸外国同様スイスの青少年にとっても比較的大きな問題で、 16.8%が学校で恒常的に「いじめ」を受けている。OECDの平均は18.7%。スイス で恒常的に殴られているのは2.8%で、OECD諸国の平均は4.3%。教師との良い関 係は「いじめ」を減らす。スイスの生徒はそれ程野心的ではなさそうで、わず か40%がクラスの上位に属したいと思っている。OECDの平均はほぼ60%。インタ ーネットの代わりにスポーツ：スイスの青少年は学校以外でインターネットに 費やす時間は諸外国に比べて少なく、週日は日に126分で週末は168分。OECDの 平均はそれぞれ146分と184分。韓国の青少年は平日の自由時間は90分インター ネットで過ごし、日本は55分。73.1%のスイスの青少年はスポーツをし、OECD の平均は69.8%。 (出展：2017年4月19日付デア・ブント紙) The third of a total of 5 volumes of the PISA study of 2015 deals with the "Well-Being" of the pupils. The satisfaction of the students was examined for the first time. It was about factors, which cover both negative results and positive impulses. Most young people are satisfied with their lives, but fear of schooling duties and "Bullying" are a problem. 540,000 pupils from 72 countries took part in the survey. Good performances do not necessarily make you happy; teenagers with top achievements in mathematics and natural science are somewhat dissatisfied in some countries. Finland, the Netherlands and Switzerland, they however, seem to succeed to combine good learning results with a high level of satisfaction. Students in Switzerland rated their satisfaction on a scale from 0 to 10 with an average of 7.72. That is a high value compared to the OECD-countries. 39.6% of the Swiss students are "very satisfied" with their lives; in the OECD- countries, the average is only 34.1%. Only 7.4% were dissatisfied in Switzerland. The fear of exams (nervousness) is also common among Swiss young people with 33.5%, but the average of the OECD-countries is at 55.5%. Satisfaction, dissatisfaction and anxiety are not dependent on the number of school hours or exams, but a good relationship with teachers and the support of the parents are important. "Bullying" is also a comparatively big problem for young Swiss people as in other countries; 16.8% are regularly "harassed" at school. The OECD-average is at 18.7%. Regularly beaten are only 2.8% in Switzerland ; in the OECD-countries the average is at 4.3%. Good relations with the teachers reduce "Bullying". Swiss students are seemingly less ambitious; only 40% want to be among the best students in the class; the OECD-average is almost at 60%. Sports instead of Internet; Swiss youth spend less time on the Internet outside the school than in other countries. On weekdays, it is 126 minutes per day and 168 minutes on weekends. The OECD-average is at 146 respectively 184 minutes. At leisure, youth in South Korea are 90 minutes on the Internet on weekdays, in Japan, it is 55 minutes. 73.1% of Swiss pupils are engaged in sports, while the OECD average is at 69.8%. Der dritte von insgesamt 5 Baenden der PISA-Studie von 2015 beschaeftigt sich mit dem Wohlbefinden der Schueler und Schuelerinnen. Die Zufriedenheit der Schueler wurde erstmals untersucht. Es ging um Faktoren, welche sowohl negative Ergebnisse abdecken, als auch positive Impulse ausloesen. Die meisten Jugendlichen sind mit ihrem Leben zufrieden, aber Angst vor schulischen Aufgaben und "Mobbing" sind ein Problem. Es nahmen 540'000 Schueler aus 72 Laendern an der Erhebung teil. Gute Leistungen machen nicht zwingend gluecklich; Jugendliche mit Spitzen-Leistungen in Mathematik und Natur- Wissenschaft sind in gewissen Laendern jedoch relativ unzufrieden. Finnland, Niederlande und der Schweiz scheint es aber zu gelingen, gute Lern-Resultate mit einer hohen Zufriedenheit zu verbinden. Schueler in der Schweiz bezeichneten ihre Zufriedenheit auf einer Skala von 0 bis 10 mit durchschnittlich 7,72. Dies ist ein hoher Wert im Vergleich der OECD-Staaten. 39,6% der Schweizer Schueler sind mit ihrem Leben "sehr zufrieden"; im OECD-Laender Durchschnitt sind es nur 34,1%. Im OECD-Durchschnitt sind es 18,7%. Regelmaessig geschlagen werden in der Schweiz 2,8%; im OECD- Laender Durchschnitt ist es 4,3%. Gute Beziehungen zu den Lehrpersonen reduziert "Mobbing". Schweizer Schueler sind scheinbar weniger ehrgeizig; nur 40% wollen zu den besten Schuelern der Klasse gehoeren; im OECD-Durchschnitt sind es fast 60%. Sport anstelle von Internet; Schweizer Jugendliche verbringen weniger Zeit im Internet ausserhalb der Schule als in anderen Laendern. Nur wenig Schweizer sind gegen das Risiko Erdbeben versichert. スイス人は生活の中のあらゆるリスクと損害の可能性から身を守るために保険 を掛ける事を厭わない。その為１人当たりの保険料がスイスより高額の所はど こにも無い。しかし、大きな損害を被る危険性に関して巨大な欠落がある。個 人所有の建物のわずか8%から9%しか地震保険に加入していないのだ。唯一の公 的建物保険としてカントン・ツューリッヒが地震による被害も補償している。 ツューリッヒには10億スイスフランまで補償する「地震基金」もある。「再保 険」の費用の保険料は、基本保険料から支払われる。損害が発生した場合、住 宅の所有者は10%は自己負担で、最低5万スイスフランは支払わなければならな い。スイスでは80%以上の建物が強力な地震に耐えられるのか判断ができない！ しかしバーゼルの「ロシュ・タワー」は耐震建築だ。スイスでは、洪水、雪崩 、岩盤崩落、火災などの損害は「基本損害保険」で補償されているが地震は別 。地震補償の欠落は歴史的なもので、1920年代から1930年代当時、地震の危険 性を明確に描いて分類する事は不可能だった。「地震補填のスイス基金」は有 るものの、この20億スイスフランでは不十分だ。「スイス再保険」の試算によ ると、マグニチュード6.2の地震による中央スイスの被害総額は、基盤整備を 考慮せずに170億スイスフラン以上になる。およそ75,000の建物が破壊される。 「連邦環境局」の責任者によると、わずか5%から10%のスイスの建物が耐震構 造で建てられている！スイスで耐震建築指針が導入されたのは未だ1989年の事 。2003年に新しく導入された規制は所有者の要請によって改善された。スイス では100年毎に80億から100億スイスフランの地震被害が想定され、500年毎に 500億スイスフランの被害が発生、1,000年毎に600億から700億スイスフランの 被害が地震で発生する。2014年から「バーゼルラント州立銀行(BLKB)」は住宅 ローンの顧客に自動的に無料の地震保険を提供している。戸建て住宅と集合住 宅の所有者は保険金額5百万スイスフランまで補償されている。BLKBによると、 地震保険に顧客は大変喜んでいる。 (出展：2017年4月21日付ターゲス・アンツァイガー紙オンライン版) Swiss avoid no costs to protect themselves against all possible risks and harms in life. Nowhere are the insurance premiums per capita so high as in Switzerland. However, there is a huge gap regarding to the risk with the greatest damage potential. Only 8% to 9% of the buildings, which are privately owned, are insured against earthquakes. As the only state (cantonal) building insurance, those in the Canton of Zurich covers also damages by earthquake. For that purpose, there is an "earthquake fund" in Zurich with a coverage of Swiss Francs 1 billion (CHF). The premiums for the costs of the "re-insurance" are financed by the basic premium. In case of loss, the house owner would have to bear a deductible of 10%, of at least CHF 50,000. Regarding to more than 80% of the buildings in Switzerland, you cannot judge whether they would survive a more powerful earthquake! The "Roche Tower" in Basle, on the other hand, is a "earthquake-proof" building. In Switzerland, damages such as floods, avalanches, rockfall, fire etc. are covered by the "elementary damage insurance", but not earthquakes. The shortfall for earthquakes is historically based because in the 1920s and 1930s, it was not possible to map and classify earthquake risks. There is still a "Swiss pool for earthquake coverage", but that is insufficient with 2 billion CHF. According to a calculation by the "SwissRe", an earthquake of a magnitude 6.2 in Central Switzerland, would cause a total damage of more than 17 billion CHF, without taking into account the infrastructure. About 75,000 buildings would be destroyed. According to the Head of the Earthquake Prevention center in the federal "Bafu", only 5% to 10% of buildings in Switzerland are built earthquake-proof! Only in 1989, guidelines for earthquake-proof building were introduced in Switzerland. Newly introduced regulations in the year 2003 have improved the implementation by the owners. In Switzerland, an earthquake has to be expected every 100 years causing damages of 8 to 10 billion CHF; every 500 years, there is an event with damages of CHF 50 billion and every 1,000 years, an earthquake leads to damages of 60 to 70 billion CHF. Since 2014, the "Basellandschaftliche Kantonalbank (BLKB)" offers its mortgage customers automatically and free of charge an earthquake insurance. Houses and floor-ownership apartments are assured up to an insurance value of CHF 5 million. According to the "BLKB", their customers are "very pleased" about this earthquake insurance. Schweizer scheuen keine Kosten um sich gegen alle moeglichen Risiken und Schaeden im Leben zu versichern. Nirgends sind die Versicherungs- Praemien pro Kopf deshalb so hoch wie in der Schweiz. Beim Risiko mit der groessten Schadens-Moeglichkeit gibt es jedoch eine riesige Luecke. Nur 8% bis 9% der Gebaeude, die sich im Privat-Besitz befinden, sind gegen Erdbeben versichert. Als einzige staatliche (kantonale) Gebaeude-Versicherung, deckt jene im Kanton Zuerich auch Schaeden durch Erdbeben ab. Dazu gibt es in Zuerich einen "Erdbebenfonds" mit einer Deckungs-Summe von 1 Mrd. Schweizer Franken (CHF). Die Praemien fuer die Kosten der "Rueckversicherung" sind ueber die Grundpraemie finanziert. Im Schadensfall muessste der Haus- Eigentuemer einen Selbstbehalt von 10%, im Minimum CHF 50'000 tragen. Bei mehr als 80% der Gebaeude in der Schweiz laesst sich nicht beurteilen, ob diese ein staerkeres Erdbeben ueberleben wuerden! Der "Roche-Turm" in Basel ist hingegen ein "Erbeben-sicheres" Gebaeude. In der Schweiz sind Schaeden wie Hochwasser, Lawinen, Felsstuerze, Feuer etc. ueber die "Elementar-Schaden-Versicherung" gedeckt, jedoch nicht Erdbeben. Die Deckungsluecke bei Erdbeben ist historisch bedingt, da es damals in den 1920er und 1930er-Jahren nicht moeglich war, Erdbeben-Risiken abzubilden und zu tarifieren. Es besteht noch ein "Schweizerischer Pool fuer Erdbeben-Deckung", dieser ist jedoch mit 2 Mrd. CHF ungenuegend. Gemaess einer Berechnung der "SwissRe" wuerde ein Erdbeben der Staerke 6,2 in der Innerschweiz Gesamtschaeden von mehr als 17 Mrd. CHF verursachen, ohne Beruecksichtigung der Infrastruktur. Zirka 75'000 Gebaeude waeren zerstoert. Laut dem Leiter der Erdbeben-Vorsorge im "Bafu" sind nur 5% bis 10% der Gebaeude in der Schweiz Erdbeben-sicher gebaut! Richtlinien fuer Erdbeben-sicheres Bauen wurden in der Schweiz erst 1989 eingefuehrt. Neu eingefuehrte Vorschriften im Jahr 2003 hat die Durchsetzung durch die Eigentuemer verbessert. In der Schweiz muss alle 100 Jahre mit einem Erdbeben mit Schaeden von 8 bis 10 Mrd. CHF gerechnet werden; alle 500 Jahre kommt es zu einem Ereignis mit Schaeden von 50 Mrd. CHF und alle 1'000 Jahre fuehrt ein Erdbeben zu Schaeden von 60 bis 70 Mrd. CHF. Seit 2014 bietet die "Basellandschaftliche Kantonalbank (BLKB)" ihren Hypothekar-Kunden automatisch und kostenlos eine Erdbeben-Versicherung an. Haeuser und Stockwerk-Eigentums-Wohnungen sind bis zu einem Versicherungswert von 5 Mio. CHF abgesichert. Laut der "BLKB" sind ihre Kunden "sehr erfreut" ueber diese Erdbeben-Versicherung. The slogan was: "Stop Dirty Pipeline Deals"; there are open questions, how "Greenpeace" activists succeeded in bringing a 900 kg heavy and 10-meters long "pipeline" with the CS logo into stadium used as meeting place. Already before the assembly, activists and policemen clashed at each other outside the stadium. During the speech of Credit Suisse CEO Mr. Tidjane Thiam, two Greenpeace activists roped down from the ceiling and unrolled a huge banner against the CS regarding to the US-pipeline in the US-region of Dakota. This took place directly before the stage of the CS-Management and the CS-Management board. How was such a thing possible, on a globally observed and heavily guarded assembly? Who is responsible for such an incident? The protest of Greenpeace is directed against Credit Suisse; the CS should stop its business with companies, which are involved in the "Dakota crude oil pipeline" in the USA. According to the Zurich police, 26 activists were involved in the protest. Sensation an der Generalversammlung (GV) der Schweizer Grossbank "Credit Suisse" in Zuerich. Es geht um einen Protest der Organisation "Greenpeace" gegen das Engagement der CS fuer die "Dakota Access Pipeline" in den USA. Der Slogan lautete: "Stop Dirty Pipeline Deals"; es gibt offene Fragen, wie es "Greenpeace"-Aktivisten gelang eine 900-Kilogramm schwere und 10 Meter lange "Pipeline" mit dem CS-Logo in das Hallenstadion, den Versammlungsort zu bringen. Schon vor der GV gerieten Aktivisten und Polizisten ausserhalb des Hallenstadions aneinander. Waehrend der Rede von CS-CEO Mr. Tidjane Thiam, seilten sich zwei Greenpeace-Aktivisten innerhalb der Halle vom Dach ab und entrollten ein riesiges Transparent gegen die CS betreffend der US- Pipeline in der US-Region Dakota. Dies geschah direkt vor der Buehne des CS-Management und CS-Verwaltungsrats. Wie war so etwas moeglich, an einer weltweit beachteten und schwer bewachten GV? Wer ist verantwortlich fuer einen solchen Zwischenfall? Der Protest der Greenpeace richtet sich gegen die Credit Suisse; die CS soll ihre Geschaefte mit Firmen, welche an der "Dakota Erdoel-Pipeline" in den USA beteiligt sind, stoppen. A political advisor to the Democrats said "Obama has attacked Wall Street, now he is fed by those he called "Fat Cats". That is more hypocritical than ironic. In one apartment block there is an "absolute smoking ban"; there, even smoking on the own balcony is strictly forbidden. Anyone who still smokes is "kicked out" of the apartment. It is not a question of discriminating against smokers, but rather to prevent conflicts between smokers and non-smokers. Now, in spring and in the bloom, the crops, such as fruit trees, apricot-, cherry- and plum trees are most sensitive to minus temperatures at night. As soon as a critical temperature limit of minus 1 or minus 2 degrees Celsius is reached, it leads to a major damage and partly to a complete harvest failure. During the critical time at night, the farmers inflame "frost candles" or "paraffin wax" in metal containers to increase the temperature or to heat the air. Such "frost candles" were even sold out "Europe-wide". The "fire" in the night transforms the cultivated land into a "sea of lights" (video).
