(Thu. 15.12.2016 Smi) ロシアとの北方領土の係争で自民党の安倍晋三はウラジミール・プーティンの 訪問の前に妥協を受け入れていた。日本政府は何十年にも亘って4島返還を求 め、後に要求を「２プラスｘ」に後退させた。小さい二島の返還と残りは共同 管理と理解されている。現在安倍晋三は歯舞と色丹の返還だけを望んでいる。 安倍氏は首相としてロシアとの領土問題を解決したことで歴史に名を残したい のだ。既に彼の父親安倍晋太郎が外務大臣としてロシアとの和解に努めたが失 敗した。1956年ニキータ・フルフチョフは平和条約に署名すれば直ぐに日本に 色丹と歯舞を返還する意向だった。当時日本は国後と択捉のモスクワ主権を問 題視していなかった。しかし「冷戦」最中、米国は日本とロシアの和解を阻止 した。ジョン・フォスター・ダラス国務長官は、日本が２島のロシア主権を認 めれば、沖縄返還は無くなると鳩山一郎首相を脅した。それ以後日本は全４島 返還を求めている。根室の元島民もこの間に、彼らの最大要求から遠ざかって いる。安倍晋三が再び顧問にした鈴木宗男によると、首相は最大で色丹と歯舞 の交渉は可能と理解している！プーティン大統領は「1956年宣言」を交渉の基 礎にする意向。色丹と歯舞は4島の陸地のわずか7％。石垣雅敏根室副市長によ ると、この2島返還は日本の漁業者にとって大きな変化をもたらす。38％が日 本水域になるのだ。領土問題は主に遠い首都のレベルで存在していると、当然 のことながら石垣氏はそうは言わないが。鈴木宗男は、安倍晋三が国後と択捉 を放棄する用意が出来ていると主張しているが、安倍首相はこのことを国民に 伝える事に不安を感じている！安倍晋三は今回も大規模な投資計画を用意した が、プーティンは「ロシアは国土のどこも売らない」と言った。プーティンは、 日本がロシアに対する制裁解除をすべきと要求、その後ではじめて平和条約に ついて話し合いが出来る。安倍晋三が非常に寛大であれば、いつの日か色丹と 歯舞について話せる、とプーティンは言う。米国は、日本の対ロシア制裁離脱 を恐れてこの会談を阻止しようとした。(出展：2016年12月14日＆15日付 nzz.ch、ターゲス・アンツァイガー紙オンライン版 & srf.ch/news) In the controversy over the "Northern Territories" (Hoppo Ryodo) with Russia, LDP Premier Abe Shinzo shows a willingness to compromise before the visit of Vladimir Putin. The Japanese Government demanded the return of all four islands for decades; later this demand was reduced to the formula "2 plus x". This meant the return of two small islands, and for the rest, a common administration. Now, Abe Shinzo only hopes for the return of the islands Habomai and Shikotan. Abe-san would like to be the premier, who has solved the territorial dispute with Russia in history. Already Abe Shintaro, the father of Abe Shinzo, tried unsuccessfully to make a reconciliation with Russia in 1956. In 1956, Nikita Khrushchev wanted to return Shikotan and Habomai to Japan as soon as a peace treaty had been signed. Then Japan didn't question the sovereignty of Moscow over Kunashiri and Etorofu. But, in the middle of the "Cold War" the USA however wanted to prevent an approach of Japan to Russia. US-Foreign Minister John Foster Dulles threatened Premier Hatoyama Ichiro, the United States would never return Okinawa if Japan confirmed the Russian sovereignty over the two islands. It is only since then that Japan insists on the return of all four islands. The local inhabitants in Nemuro have now also moved away from their maximum demands. According to Suzuki Muneo, who advises Abe Shinzo once again, the Prime Minister now has understood that at most about Shikotan and Habomai could be negotiated! President Putin wants to make the "Declaration of 1956" the basis for negotiations. Shikotan and Habomai are only 7% of the landmass of the four islands. According to Ishigaki Masatoshi, deputy mayor of Nemuro, the return of these two islands would make however a huge difference for Japanese fishermen. Thus, 38% of the waters would become Japanese. Abe Shinzo has made a large investment package also this time, but Putin says "Russia does not sell any land". Putin insists that Japan should abolish its sanctions against Russia; only then could be talked about a peace treaty. If Abe Shinzo is very generous, then we could possibly even talk about Shikotan and Habomai some day, says Putin. The USA wanted to prevent the meeting, because they fear that Japan might step out of the sanctions front against Russia. US-Aussenminister John Foster Dulles drohte Premier Hatoyama Ichiro, die USA wuerden das (besetzte) Okinawa nie zurueckgeben, falls Japan die russische Hoheit ueber die beiden Inseln bestaetige. Erst seither besteht Japan auf der Rueckgabe aller vier Inseln. Die lokalen Einwohner in Nemuro sind inzwischen auch von ihren Maximal-Forderungen abgerueckt. Laut Suzuki Muneo, welcher Abe Shinzo erneut beraet, habe der Premier jetzt verstanden, dass hoechstens ueber Shikotan und Habomai verhandelt werden koenne! Praesident Putin will die "Erklaerung von 1956" zur Grundlage von Verhandlungen machen. Shikotan und Habomai sind nur 7% der Landmasse der vier Inseln. Gemaess Ishigaki Masatoshi, Vize- Buergermeister von Nemuro wuerde die Rueckgabe dieser zwei Inseln jedoch einen riesigen Unterschied fuer die japanischen Fischer machen. Damit wuerden 38% der Gewaesser japanisch. Der Territorial-Streit existiere hauptsaechlich auf der Ebene der entfernten Hauptstaedte, was Ishigaki-san natuerlich so nicht sagt. Suzuki Muneo behauptet, dass Abe Shinzo bereit ist Kunashiri und Etorofu aufzugeben; Premier Abe habe jedoch Angst dies den Japanern zu sagen! Abe Shinzo hat auch dieses Mal ein grosszuegiges Investitions-Paket gemacht, aber Putin sagt: "Russland verkauft kein Land". Media reported that John Podesta, the election campaign manager of Hillary Clinton received an email; therein was written: "Hi John", "someone has stolen your password". The mail was of March 19, 2016 and camouflaged as "official notification from Google". However, "Russian hackers" shall have hidden behind it, is reported. Podesta should change his password because someone from the Ukraine wanted to log into his e-mail account. The Podesta team became suspicious and they asked for advice to the IT-section of the Clinton staff. Was it a "genuine" e-mail or was it a "fictitious" message. The young IT-staff member Mr. Charles Delavan answered only 30 minutes later, giving all-clear. He wrote that it was a reliable e-mail "a legitimate email"; now Mr. Delavan claims that he has mistyped and actually he wanted to write an unreliable e-mail "illegitimate email", reported the "New York Times"! The Podesta team thus changed the password and the "Russian hackers" have read along with it. They now had suddenly access to 60,000 sensitive Clinton-mails; the disclosure platform "Wikileaks" published this information. Through that disclosure, Hillary Clinton got fairly in difficulties in the election campaign. The typing error allegation of the IT-employee is now questioned; has he indeed overlooked the "cyber-attack" and does he want to justify himself afterwards. Besides, the "New York Times" also reported that many of the "anti- virus- and phishing programs" of the Democratic Party were out of date. The US-police "FBI" had obviously already known early of the attacks, but didn't warn with the necessary emphasis. Im Team von Podesta wurde man misstrauisch und man fragte im IT-Bereich im Clinton-Stab um Rat. Handelte es sich um ein "echtes" E-Mail oder war es eine "fiktive" Nachricht. Der junge IT-Mitarbeiter Charles Delavan antwortete nur 30 Minuten spaeter und gab Entwarnung. Er schrieb "es handle sich um ein serioeses E-Mail "a legitimate Email"; jetzt behauptet Delavan, er habe sich vertippt und eigentlich habe er ein unserioeses E-Mail "an illegitimate Email" schreiben wollen, berichtet die "New York Times"! Das Podesta-Team aenderte also das Passwort und die "russischen Hacker" haben dabei mitgelesen. Jetzt hatten sie ploetzlich Zugriff auf 60,000 sensible Clinton-Mails; die Enthuellungs-Plattform "Wikileaks" veroeffentlichte diese Informationen. Durch diese Enthuellungen kam Hillary Clinton im Wahlkampf ziemlich in Bedraengnis. Die Tipp-Fehler Behauptung des IT- Mitarbeiters wird jetzt angezweifelt; hat er den "Cyber-Angriff" in der Tat uebersehen und will er sich hinterher nun rechtfertigen. Die "New York Times" berichtet zudem, dass viele "Anti-Viren- und Phising- Programme" der Demokratischen Partei veraltet waren. The study of the Basle researchers showed that cartilage cells from the nose are excellently suitable for the curing of cartilage defects in the knee joint. It is a very innovative and promising treatment method. The results of this "Phase-I-study" have recently been published in the prestigious professional journal "The Lancet". In the knee, there is cartilage tissue, which cushions the mechanical pressures to which the joint is continually exposed. In the case of an injury, the body can only replace it with a very limited amount. Previous procedures have often led to long periods of rehabilitation, or damage at the place, where cartilage has been removed for replacement tissue. It is known that cartilage cells from the nasal septum are resilient and reproduce well. The researchers extracted cartilage tissues with a diameter of only 6 millimeters from the nasal septum of 10 patients. The tissue was placed in a nutrient solution together with blood-serum; in two weeks the cells increased. The cells were placed on a thin layer of collagen and after a further two weeks, cartilage tissue of a size of 30 by 40 millimeters had formed. That was cut suitably and inserted into the patient's knee. After 6 and 24 months, patients reported significantly less knee discomfort than before the surgery. Laboratory measurements showed values, which were very close to the natural cartilage tissue. In a new study with 25 patients, the procedure is now being further tested. Einer Gruppe von Forschern des Universitaets-Spital und der Universitaet Basel, unter der Leitung der Professoren Ivan Martin und Marcel Jakob erzielten einen Erfolg in der durchgefuehrten "Phase-I- Studie". Die Studie der Basler Forscher zeigte, dass sich Knorpelzellen aus der Nase hervorragend eignen um Knorpelschaeden im Knie-Gelenk zu heilen. Es handelt sich um eine sehr innovative und viel-versprechende Behandlungsmethode. Die Resultate dieser "Phase-I- Studie" wurde kuerzlich in der angesehenen Fachzeitschrift "The Lancet" publiziert. Im Knie befindet sich Knorpelgewebe, welches die mechanischen Belastungen daempft, denen das Gelenk dauernd ausgesetzt ist. Bei einer Verletzung kann es der Koerper nur sehr eingeschraenkt ersetzen. Bisherige Verfahren fuehrten oft zu langen Rehabilitations- Zeiten oder zu Schaeden, dort wo man Knorpel fuer Ersatzgewebe entnommen hat. Es ist bekannt, dass Knorpel-Zellen aus der Nasen- Scheidewand belastbar sind und sich gut vermehren. Die Forscher entnahmen 10 Patienten Knorpelgewebe mit einem Durchmesser von nur 6 Millimeter aus der Nasen-Scheidewand. Das Gewebe wurde zusammen mit Blutserum in eine Naehrloesung gelegt; in zwei Wochen vermehrten sich die Zellen. Die Zellen wurden auf eine duenne Schicht Kollagen gebracht und nach nochmals zwei Wochen, hatte sich Knorpelgewebe von 30 mal 40 Millimeter Groesse gebildet. Dieses wurde passend geschnitten und ins Knie des Patienten eingepflanzt. Nach 6 und 24 Monaten berichteten die Patienten ueber deutlich weniger Knie- Beschwerden als vor dem Eingriff. Labor-Messungen zeigten Werte, welche dem natuerlichen Knorpelgewebe sehr nahe kommen. In einer neuen Studie mit 25 Patienten wird das Verfahren jetzt weiter getestet. The researcher made an anonymous web-based survey among almost 3,500 pilots in 50 countries. From the 1,800 responses, 13,5% met the criteria for depression and 4% had suicide thoughts in the last two weeks. Depressions among airplane pilots are not rare; a GermanWings pilot deliberately took 150 people to death when he crashed the plane almost two years ago.
