Abe Shinzo kann Okinawa nicht Angst machen. 翁長雄志沖縄県知事が米軍の新たな辺野古基地建設を停止させた。翁長さんは 前任者の許可を取り消して、沖縄県民への選挙公約を果たした。これに依って 辺野古湾の工事は直ちに違法になった。新しい米軍基地の建設計画は美しい環 境保全地域に在る。仲井眞弘多前沖縄県知事は同じ公約をしたが、安倍晋三に 辺野古の建設許可を与えた。彼はその後知事の職を失った。沖縄県民は彼等の 決意を示して、2014年の衆議院選挙では自民党議員全員を落選させた。今日翁 長知事は県民の大多数に支持されている。現在の沖縄は地域経済を米軍基地で はなく、観光に依存している。こうした明確な意思表示にもかかわらず、安倍 首相は辺野古移設に固執している。彼は米国のオバマ大統領に辺野古の新しい 米軍基地を「押し通す」と約束した。菅義偉官房長官は安倍政権が翁長さんの 決定を無視する意向だと言った！中谷元防衛大臣は建設停止に抵抗しようとし ている。ワシントンと東京の専門家は辺野古に基地建設を強行する事に常に疑 問を持っていた。元ジョージ・W・ブッシュの下で外務次官だった米国人リチ ャード・アーミテージは既に5年前所謂「プランB」(辺野古の代替案)を要求し ていた。しかしその様な計画は今日まで存在していない。現在米軍が基地を置 いている普天間基地は翁長沖縄県知事が要求している在日米軍撤退の僅か5%に しか過ぎない。沖縄は1972年迄米軍の占領下にあって、沖縄諸島はベトナム戦 争中米軍基地として機能していた。日米の密約に依ると、沖縄に原子爆弾を持 ち込むことが許されていた。少し前米国防総省は米軍が沖縄に毒性の強いダイ オキシンを埋めた事を認めたが、ベトナムで使用されていたものだ。日本は19 世紀に沖縄を占領した。米軍が占領していた27年間、日本政府は沖縄県民を自 国民と認めた事は無かった、と記者は書いた。その為日本から沖縄の独立を語 る人がいるのは十分理解出来る。(出典: 2015年10月13日付南ドイツ紙＆2015 年10月15日付ターゲス・アンツァイガー紙) Onaga Takeshi, Governor of Okinawa has stopped the construction of the new US-Military base in Henoko. Onaga-san has revoked the approval of his predecessor; he honored with it an election pledge to the people of Okinawa. The construction work at the bay of Henoko is therefore from now on illegal. The planned new US-base is located in a wonderful nature-sanctuary. The ex-Governor Nakaima Hirokazu made the same pledge regardless of it, he gave the construction permit for Henoko to Abe Shinzo. He lost then his post as Governor. The citizens of Okinawa showed their determination and deselected (dropped) all LDP- assemblymen at the Lower House election of 2014. Today, Onaga Governor is supported by a large majority of the population. Instead of the (US)-military, the local economy (business) relies now on the tourism in Okinawa. Despite that clear expression of opinion Premier Abe still holds on to the site of Henoko. He has promised to US-Obama to push through the new US-base in Henoko. Cabinet secretary Suga Yoshihide said that the Abe-Government is going to ignore the ruling of Onaga- san! Defense Minister Nakatani Gen intends to contest the building freeze. Experts in Washington (USA) and in Tokyo had already always doubts that the site of Henoko could be enforced. US-Richard Armitage, Vice-Foreign Minister under George W. Bush, requested already five years ago a so-called <Plan B> (alternative to Henoko). However, such a plan doesn't exist up to today. The presently stationed US-forces at the US-base Futenma, whose withdrawal from Okinawa Governor Onaga requests, corresponds to only 5% of the US-troops in Japan. Okinawa was occupied by the USA up to 1972; the archipelago served as US-base in the Vietnam-War. According to a secret treaty, Tokyo had (even) allowed to the USA to store nuclear weapon here. A while ago, the US- Pentagon admitted that the US-military had buried the highly toxic dioxin in Okinawa; the substance was deployed in Vietnam. Japan has seized Okinawa in the 19th century. In the 27 years of US-occupation, the citizens of Okinawa had never ever been recognized as national citizens by the (Government) in Tokyo, wrote the journalist. It is therefore <only understandable> that there are people who talk about a spin-off of Okinawa. Onaga-san hat die Bewilligung seines Vorgaengers widerrufen; er loeste damit auch sein Wahlversprechen gegenueber der Bevoelkerung von Okinawa ein. Die Bauarbeiten in der Bucht von Henoko sind damit ab sofort illegal. Der geplante Bau der neuen US-Basis befindet sich in einem wunderbaren Naturschutz-Gebiet. Der ex-Gouverneur Nakaima Hirokazu gab das gleiche Versprechen ab, trotzdem erteilte er Abe Shinzo die Bau-Bewilligung fuer Henoko. Er verlor daraufhin sein Amt als Gouverneur. Die Buerger von Okinawa zeigten ihre Entschlossenheit und waehlten alle LDP- Abgeordneten bei der Unterhaus-Wahl 2014 ab. Heute wird Gouverneur Onaga von einer grossen Mehrheit der Bevoelkerung unterstuetzt. Anstatt auf das (US)- Militaer setzt die lokale Wirtschaft jetzt auf den Tourismus in Okinawa. Trotz dieser deutlichen Meinungs-Aeusserung, haelt Premier Abe Shinzo am Standort Henoko fest. Er hat US-Obama versprochen, die neue US-Basis in Henoko <durchzuboxen>. Kabinett- Sekretaer Suga Yoshihide sagte, die Abe-Regierung werde den Beschluss von Onaga-san ignorieren! Verteidigungs-Minister Nakatani Gen will den Bau-Stopp anfechten. Experten in Washington (USA) und in Tokyo hatten schon immer bezweifelt, dass sich der Standort Henoko durchsetzen lasse. US-Richard Armitage, Vize-Aussen-Minister unter George W. Bush, forderte schon vor fuenf Jahre einen so-genannten <Plan B> (Alternative zu Henoko). Einen solchen Plan existiert jedoch bis heute nicht. Vor kurzer Zeit hat das US-Pentagon eingestanden, das US-Militaer habe auf Okinawa hoch-giftiges Dioxin vergraben; die Substanz wurde in Vietnam eingesetzt. Japan hat Okinawa im 19. Schweizer Tourismus: Mitarbeiter teilen. (Mon. 12.10.2015 Smi) クール(グラウビュンデン)の応用科学大学がホテルと従業員に利益をもたらす 「従業員シェアリング」のプロジェクトを開始した。所謂「シェアリング経済 」ではホテルの経費節減が出来、従業員は通年雇用契約が出来るようになって 、カントン・ティチーノでは2千万スイスフラン、カントン・グラウビュンデ ンでは約1,100万スイスフランの失業給付が節約出来る。観光業界(ホテル)は 殆どの従業員が１シーズン(数か月)だけ雇用されている。その後人々は他の職 を探さなければならない。ティチーノでは多くの観光分野の従業員が晩秋から 早春まで失業する。カントン・グラウビュンデンでは逆の事情になり、早春か ら秋まで。「従業員シェアリング」の夏と冬の各目的地で、従業員を通年雇用 出来るようになる。<HTW>の調査では79%の従業員(季節労働者)がその様な労働 モデルに大きな関心を寄せている。従業員の共同取組みで人件費(求人、教育 等)が節約出来、企業は優れた従業員を確保し続ける事が出来る。従業員は専 門能力開発の機会が得られ、これがホテルの品質向上にもつながる。雇用関連 の協力で、企業は10%まで経費削減が出来る。雇用パッケージで冬季はグラウ ビュンデンで、夏季はティチーノで働くことが出来る。プロジェクトの参加者 は全体で44軒のホテルとケータリングを含む有名企業19社で、5つ星ホテルも 参加している。ホテルの協力体制は既にヴァリスの「マッターホルン・ヴァレ ー・ホテル株式会社」が2003年から実践していて、宿泊客は現地でユーロ交換 レートを有利な1.20スイスフランで清算してもらえる。ベルナー・オーバーラ ントではホテルは「ホテル・コーポレーション・フルーティヒラント」で連携 している。(出典：2015年10月11日＆12日付ターゲス・アンツァイガー紙オン ライン版＆20分紙) The University of Applied Sciences (HTW) in Chur (GR) has launched the project <Mitarbeiter-sharing> (staff sharing), which would bring benefits for the hotels and the employees. Regarding to the so-called <Sharing-Economy>, the hotels could save costs, the employees get a year-round job and the Canton of Ticino could economize 20 Mio. CHF and in the Canton of Graubuenden about 11 Mio. CHF could be saved on unemployment benefits. At the tourism (hotel business), the employees are mostly recruited only for one season (few months). Afterwards, the people have to look again for another job. In the Ticino, many people at the tourism sector are without work from late autumn up to spring; in the Canton of Graubuenden, it is the contrary, there it is the period of spring and of autumn. With <staff-sharing> between the summer- and winter destinations, employees could be offered a year- round employment. Based on a survey of <HTW> 79% of the employees (seasonal workers) showed great interest on such a working model. At a joint assignment of staff, there will be less costs for the personnel expenses (e.g. staff search, training etc.) and the companies could keep good staff. Employees get professional development opportunities and that leads to a quality improvement at the hotels. At a collaboration based on employees, the companies could reduce their costs by up to 10%. An employment package could plan working in the Buender-country in the winter months, whereas in the summer months working would be done in the Ticino. An overall of 19 famous enterprises with 44 hotel- and gastronomy-businesses participate on the project; five stars hotels make also part of it. Hotel-Co- Operations do already exist such as the <Matterhorn-Valley-Hotels Ltd.> in the Valais since 2003; there, the guests are offered a beneficial exchange rate of 1.20 CHF for one Euro. At the Bernese Overland, hotels have affiliated to the <Hotel-Co-Operation Frutig- country>. Die Hochschule fuer Technik und Wirtschaft (HTW) in Chur (GR) hat das Projekt <Mitarbeiter-Sharing> gestartet, welches fuer die Hotels und die Mitarbeiter Vorteile bringen wird. Bei der so-genannten <Sharing- Economy> koennen die Hotels Kosten sparen, die Mitarbeiter bekommen einen Ganzjahres-Arbeitsplatz und der Kanton Tessin koennte 20 Mio. CHF und im Kanton Graubuenden wuerden ca. 11 Mio. CHF an Arbeitslosen- Geldern einspart. Im Tourismus (Hotellerie) sind die Mitarbeiter meistens nur fuer eine Saison (wenige Monate) angestellt. Nachher muessen die Leute wieder eine andere Stelle (Job) suchen. Im Tessin sind viele Personen im Tourismus-Bereich vom Spaet-Herbst bis zum Fruehjahr ohne Arbeit; im Kanton Graubuenden ist es umgekehrt, dort ist es der Fruehling und der Herbst. Mit dem <Mitarbeiter-Sharing> zwischen den Sommer- und Winter-Destinationen koennte den Mitarbeitern eine ganz-jaehrige Anstellung angeboten werden. Bei einer Befragung der <HTW> zeigten 79% der Mitarbeiter (Saisonniers) ein grosses Interesse an einem solchen Arbeits-Modell. Bei einem gemeinsamen Einsatz der Mitarbeiter, gibt es weniger Kosten fuer den Personal- Aufwand (z.B. Personal-Suche, Einarbeitung und die Betriebe koennen gute Mitarbeiter behalten. Mitarbeiter erhalten berufliche Entwicklungs-Moeglichkeiten und dies fuehrt auch zu einer Qualitaets- Steigerung bei den Hotels. Bei einer Zusammenarbeit bei den Mitarbeitern koennten die Betriebe ihre Kosten um bis zu 10% reduzieren. Ein Beschaeftigungs-Paket koennte das Arbeiten im Buendner- Land in den Winter-Monaten vorsehen, waehrend in den Sommer-Monaten im Tessin gearbeitet wird. Am Projekt beteiligen sich insgesamt 19 bekannte Unternehmen mit 44 Hotel- und Gastronomie-Betrieben; Fuenf- Stern-Hotels sind ebenfalls dabei. Hotel-Kooperationen gibt es bereits zum Beispiel die <Matterhorn-Valley Hotels AG> im Wallis seit 2003; den Gaesten wird dort mit einem Euro-Kurs von 1.20 CHF abgerechnet. Im Berner Oberland haben sich Hotels zur <Hotel-Kooperation Frutigland> zusammen geschlossen. Fukushima: Immer mehr Kinder mit Schild-Druesen-Krebs. 2015年の最新研究は原子力災害後、福島の子供達の甲状腺癌の症例で急増を示 した。原発事故周辺の子供達には通常の統計で予想されるよりも20倍から50倍 の頻度で甲状腺癌と診断された。2015年8月の調査によると、137例の子供の甲 状腺癌が確認されるか疑いが確認された。1年前は未だ25人少なかった。通常 この疾患は１年に百万人の子供から一人か二人しか出ないと推定されている。 これらは予想を超える数で、増加も予想を上回る速さだと、調査の筆頭筆者で ある岡山大学大学院「環境学研究科」の津田敏秀教授は言う。自民党政府は、 疑いのある患者が沢山出たのは、多くの予防検査の効果であると主張。福島県 のほぼ全ての子供達37万人が事故後超音波の予防検査を受けた。日本政府は、 放出された放射線が原発周辺の癌患者の増加につながる事は無いと常に強調し た。新しい研究に依って、今この主張に疑問が持たれている！福島県放射線健 康リスク管理アドバイザーの山下俊一医師は当時、放出された放射線で住民が 病気になることは最早無いと何度も説明した。甲状腺検査は政府によると単な る予防措置だった。1986年のチェルノブイル原発事故後、放射線被爆が直接子 供達の甲状腺癌を引き起こした事が科学的研究で示された。この種の癌は治療 すれば滅多に死に至る事は無いが、患者は生涯薬を服用しなければならない。 或る米国の専門家は津田博士とは異なる意見で、他の米国人教授は放射線と癌 疾患の関係は、被害者に対する補償金の支払いの為に重要であると示唆してい る。この事は将来政治的な決定も必要になる。津田博士の研究は既にインター ネット上で公開され、「疫学」の11月号に掲載される。津田博士は高い評価を 受けており、既に「水俣病」、「大阪の西淀川大気汚染」等の研究を纏めてい る。 (出典：2015年10月11日付20分紙) http://smc-japan.sakura.ne.jp/?p=1310 A recent study from October 2015 shows a strong increase of cases with Thyroid Cancer among children in Fukushima after the nuclear power plant (NPP)-disaster. Regarding to children nearby the destroyed NPP- plant, 20 to 50 times as often was Thyroid Cancer diagnosed as statistically was to be expected, say the authors of the study. Based on a statistics of August 2015, 137 children were diagnosed Thyroid Cancer or there was a suspicion on it. One year ago, there were 25 children less. Normally, the disease emerges estimated only by one (1) or two (2) of one million children per year. That are more than expected and the increase goes faster than expected, said the leading author of the study Dr. Tsuda Toshihide, Professor of the <Graduate School of Environmental and Life Science> at the Okayama University. The (LDP)-Government claimed that it was a consequence of the many preventive medical check-ups, based on which more suspected cases had occurred. Nearly all 370,000 children at the prefecture of Fukushima received a preventive medical check-up with ultrasound after the disaster. The Japanese Government always emphasized that the released radiation did surely not lead to more cancer diseases in the neighborhood of the NPP-plant. Based on the new study, there are now doubts about these claims! The leading doctor in Fukushima, Yamashita Shunichi explained then several times that the released radiation won't lead to more diseases among the population. The Thyroid Cancer check-ups were only a precautionary measure said the Government. After the disaster of Chernobyl, Thyroid Cancer among children could be directly linked with the radiation exposure; this based on scientific research. If that type of cancer is treated, it is rarely fatal, the patients however have to take lifelong medication. One US-expert has a different opinion than Dr. Tsuda and another US-Professor points to the relation between radiation and cancer disease, which could be decisive for payments of compensation to people affected. It has to do also with political decisions in the future. The study of Dr. Tsuda was already published in the Internet and will be issued at the November magazine of <Epidemiology>. Dr. Tsuda is very esteemed and has written already studies about <Minamata-disease>, <Nishi-Yodogawa air pollution in Osaka> etc. Eine aktuelle Studie vom Oktober 2015 zeigt eine starke Zunahme der Faelle von Schild-Druesen-Krebs bei Kindern in Fukushima nach der AKW- Katastrophe. Gemaess den Verfassern der Studie wurde bei Kindern in der Umgebung des zerstoerten Atom-Kraftwerks (AKW) 20 bis 50 Mal so oft Schild-Druesen-Krebs diagnostiziert als statistisch zu erwarten war. Laut einer Statistik vom August 2015 wurde bei 137 Kindern Schild-Druesen-Krebs festgestellt oder es besteht der Verdacht darauf. Vor einem Jahr waren es noch 25 Kinder weniger. Normalerweise tritt die Erkrankung geschaetzt nur bei einem (1) oder zwei (2) von einer Million Kindern pro Jahr auf. Dies seien mehr als erwartet und die Zunahme gehe schneller als erwartet, sagt der fuehrende Autor der Studie Dr. Tsuda Toshihide, Professor der <Graduate School of Environmental and Life Science> an der Okayama University. Die (LDP)-Regierung behauptet, dies sei eine Auswirkung der vielen Vorsorge-Untersuchungen, bei welchen sich mehr Verdachtsfaelle ergeben haetten. Fast alle zirka 370'000 Kinder in der Praefektur Fukushima bekamen eine Vorsorge-Untersuchung mit Ultraschall nach dem Unglueck. Die japanische Regierung betonte stets, die frei- gesetzte Strahlung fuehre sicher nicht zu mehr Krebs-Erkrankungen in der Umgebung des AKWs. Aufgrund der neuen Studie gibt es jetzt Zweifel an dieser Behauptung! Der leitende Arzt in Fukushima, Yamashita Shunichi erklaerte damals mehrfach, die ausgetretene Strahlung werde nicht zu mehr Erkrankungen fuehren bei der Bevoelkerung. Die Schild- Druesen-Untersuchungen waren laut der Regierung nur eine Vorsichtsmassnahme. Nach der Katastrophe von Tschernobyl 1986, konnte Schild-Druesen-Krebs bei Kindern direkt mit der Strahlen-Belastung in Verbindung gebracht werden; dies nach wissenschaftlichen Untersuchungen. Wenn diese Krebs-Art behandelt wird, verlaeuft sie selten toedlich, die Patienten muessen jedoch lebenslang Medikamente einnehmen. Das Urteil aus der Studie ist unterschiedlich. Ein US- Experte ist anderer Meinung als Dr. Tsuda und ein anderer US-Professor weist daraufhin, dass der Zusammenhang zwischen Strahlung und Krebs- Erkrankung entscheidend sei koenne fuer Entschaedigungs-Zahlungen an Betroffene. Es geht weiter um politische Entscheidungen in der Zukunft. Die Studie von Dr. Tsuda wurde bereits im Internet veroeffentlicht und erscheint in der November-Ausgabe von <Epidemiology>. Dr. Tsuda ist sehr angesehen und er hat schon Studien zur <Minamata-Krankheit>, zur <Nishi-Yodogawa Luft-Verschmutzung in Osaka> usw. verfasst.
