The Government has banned the use of drones in a distance of 300 meters around public buildings in a by- law. The Geneva Government wants to prevent drones-flights, particularly near Justice-buildings, Police-stations, Prisons or the Buildings of International Organizations. During major conferences no drones are allowed to be in the air at all. Persons, which violate the by-law will be punished with a penalty. The Geneva authorities have passed their own by-law about <Drones>, because they expect that a national (Swiss) law amendment is absolutely necessary. Such air- vehicle robots have become cheaper and the handling is easier. Prisons, e.g. the <Justice correctional facility Lenzburg> (Aargau) have recognized drones as a serious problem (threat), writes the Aargauer Newspaper (2015/05/29). In Lenzburg, the authorities want to install an electronic warning system against flying objects. Such a system makes alarm or the signals can be disturbed. The drones can also be intercepted from a near distance. According to the director of the prison, it needs investments of up to 200,000 Swiss Francs. Presently, there are no legal restrictions about the use of drones in Japan; despite that the owner of that drone was arrested by the Japanese police and accused!] Die Regierung des Kantons Genf regelt die Verwendung von Drohnen in der Naehe von oeffentlichen Gebaeuden. In einer Verordnung hat die Regierung den Einsatz von Drohnen in einem Abstand von 300 Metern um oeffentliche Gebaeude verboten. Die Genfer Regierung will damit Drohnen-Fluege insbesondere bei Justiz-Gebaeuden, Polizei-Posten, Gefaengnissen oder den Gebaeuden von Internationalen Organisationen verhindern. Waehrend grossen Konferenzen sollen gar keine Drohnen mehr geflogen werden duerfen. Personen, welche gegen die Verordnung verstossen werden mit einer Busse bestraft. Die Genfer Behoerden haben eine eigene Verordnung zum Thema <Drohnen> erlassen, da sie erwarten, dass eine nationale (Schweizer) Gesetzes-Aenderung zwingend erforderlich ist. Solche Flug-Roboter (Drohnen) kosten immer weniger und sind einfacher zu bedienen. Strafanstalten, wie zum Beispiel die <Justiz-Vollzugsanstalt Lenzburg> im Kanton Aargau haben Drohnen als ernsthaftes Problem (Bedrohung) erkannt, schreibt die Aargauer Zeitung am 29.05.2015. In Lenzburg will man sich mit einem elektronischen Warnsystem vor fliegenden Objekten schuetzen. Ein solches System schlaegt Alarm oder die Signale koennen gestoert werden. Aus naechster Naehe kann die Drohne ebenfalls abgefangen werden. Laut dem Direktor des Gefaengnis muss dafuer mit Investitionen von bis zu 200'000 CHF gerechnet werden. President Poroshenko has now signed the law; with it the Ukraine can prevent or delay the refunding of foreign debts. The nearly bankrupt State put its foreign creditors massively under pressure. The state wants to extort extension of time or the creditors are requested to disclaim of the back-payment of certain loans. President Proshenko wants to activate the negotiations about a partial waiver of debts with that law. The Ukraine has negotiated with international creditors in that matter for weeks without success. The Ukraine justifies the new law with the <protection of national interests> and the demand of the IMF (International Monetary Fund) to reduce the debts burden. Financial experts however warn and describe the moratorium as a step into the national bankruptcy of the Ukraine! Ukraine President Poroshenko has <<seven folded>> his personal fortune since in office compared to 2013!! He owns several companies, e.g. the confectionary group <Roshen>; according to the Forbes Magazine, Oligarch Poroshenko has a fortune of 1.3 billion US-Dollar (2015). Based on Internet news from heise.de, it is about a debt restructuring of 23 billion US-Dollar, which the Ukraine probably cannot pay back! The IMF has granted the Ukraine a credit limit of 17.5 bn. US-Dollar for the next 4 years. Even though there are little chances of a full back-payment of the loans. The measure is considered to be a <political supporting program> for the Ukraine Government!! With the new Government in Greece, it is fought even <about a penny> although Greece is a EU-country!! [WSNH: Corruption: the Ukraine is ranked as No. 142 out of 175 countries on the <Transparency International Corruption Perceptions Index.] Das Parlament in der Ukraine hat kuerzlich ein neues Gesetz fuer ein Schulden-Moratorium verabschiedet. Praesident Poroschenko hat das Gesetz jetzt unterzeichnet; damit kann die Ukraine die Rueckzahlung von Ausland-Schulden verhindern oder verzoegern. Der beinahe zahlungsunfaehige (bankrotte) Staat setzt damit die auslaendischen Kreditgeber massiv unter Druck. Es sollen Frist-Erstreckungen erzwungen oder die Glaeubiger werden aufgefordert, auf die Rueckzahlung von gewissen Krediten zu verzichten. Praesident Poroschenko will mit dem Gesetz die Verhandlungen ueber einen Teilerlass von Schulden aktivieren. Die Ukraine hat in dieser Sache seit Wochen erfolglos mit internationalen Geldgebern verhandelt. Die Ukraine begruendet das neue Gesetz mit dem <Schutz nationaler Interessen> und der Forderung des IWF (Internationaler Waehrungsfonds) die Schuldenlast zu reduzieren. Finanz-Experten warnen jedoch und bezeichnen das Moratorium als ein Schritt in die Staats-Pleite der Ukraine! Ukraine Praesident Poroschenko hat sein persoenliches Einkommen seit seinem Amts-Antritt <<versieben-facht>> im Vergleich zu 2013!! Er besitzt verschiedene Firmen, zum Beispiel den Suesswaren- Konzern <Roshen>; laut Forbes Magazine hat Poroschenko ein Vermoegen von 1,3 Mrd. US-Dollar (2015). Laut Internet-News <heise.de> geht es um die Umschuldung von 23 Mrd. US-Dollar, welche die Ukraine wahrscheinlich nicht zurueckzahlen kann! Der IWF hat der Ukraine fuer die naechsten 4 Jahre u.a. eine Kredit-Limite von 17,5 Mrd. US-Dollar eingeraeumt. Dies obwohl kaum Chancen bestehen fuer eine vollstaendige Rueckzahlung der Kredite. Die Massnahme wird als <politsches Stuetzungs-Programm> fuer die Ukraine-Regierung bewertet!! Mit der neuen Regierung in Griechenland wird hingegen um <jeden Rappen> gekaempft, obwohl Griechenland immerhin ein EU-Staat ist!! Cameron intends to reduce the state sector in the country continuously and wants to turn away from the so far British ideal of a European social state, can be read in a comment. According to the will of Cameron, Great Britain should increasingly take over the US-features (character)!! The UK-Premier wants to reduce the social welfare system strongly, to diminish the public sector further so that the country doesn't live <beyond its means>! Labor- and strike rights shall be restricted and for national bodies, he requests new <Surveillance-Power>. Increases of income tax or value added tax (VAT) shall be banned by law. Cameron plans a law about the monitoring of electronic communication of all kinds; the British call that a <snuffler-charter>. A central point of Cameron's program is the so-called <EU-Referendum>; a public opinion poll regarding to the EU-affiliation of the country. The pullback from the <European Human Rights Convention> was stopped at short notice even though it was a election campaign promise of the Cameron party. The program has indeed the title <One Nation>, it shows however hardly the reality of the year 2015. Great Britain is decreasingly one nation, which is kept together (is in harmony), said the comment. Certain measures remind of Premier Margaret Thatcher; she is for lots of Britain's rather a symbol of the separation as the <promised unification of Kingdom> by Cameron, can be read in the NZZ. Der britische Premier David Cameron verlangt in seiner Regierungs- Erklaerung einen grundlegenden Wandel in Grossbritannien! Cameron will den staatlichen Sektor im Land stetig reduzieren und sich vom bisherigen, britischen Vorbild, einem europaeischen Sozial-Staat abwenden, ist im Kommentar zu lesen. Nach dem Willen von Cameron soll Grossbritannien zunehmend die US-Eigenschaften (Charakter) uebernehmen!! Der UK-Premier will das Wohlfahrts-System stark reduzieren, den oeffentlichen Sektor noch weiter vermindern, damit das Land <nicht ueber seine Verhaeltnisse> lebe! Gewerkschafts- und Streikrechte sollen beschraenkt werden und fuer staatliche Organe verlangt er neue <Ueberwachungs-Ermaechtigungen>. Erhoehungen bei Einkommens- und Mehrwert-Steuer sollen gesetzlich verboten werden. Cameron plant ein Gesetz zur Ueberwachung elektronischer Kommunikation aller Art; die Briten nennen es eine <Schnueffler-Charta> (snuffler- charter). Ein Kernpunkt von Camerons Programm ist das so-genannte <EU- Referendum>; eine Volksbefragung ueber die EU-Zugehoerigkeit des Landes. Der Rueckzug aus der <Europaeischen Menschenrechts-Konvention> wurde kurzfristig aus dem Programm gestrichen, obwohl es ein Wahl- Versprechen der Cameron-Partei war. Das Programm traegt zwar den Titel <One Nation>, es zeigt aber kaum die Wirklichkeit des Jahres 2015. Grossbritannien ist immer weniger eine Nation, welche mit sich im Einklang (Harmonie) ist, haelt der Kommentar fest. Schweiz bietet Vermittlung an. スイスのディディエ・ブルクハルター外相がシンガポールのアジア安全保障会 議 (シャングリラダイアローグ)で演説をし、安全保障分野での信頼醸成には、 参加国の共同行動の重要性を強調した。同外相は要望があるならスイスが仲介 役になる事を提案した。「中立で信頼出来る」国家として、スイスは「多くの 紛争で対話を促進し、橋を築くことが出来た」。OSZE(欧州安全保障協力機構) の昨年の議長国としてのスイスの経験を示唆した。中国が引き起こした紛争で 、今回初めて戦争に到る可能性が語られた！誰も戦争を望んでいないが、誰も 会議で屈服する用意も出来ていない。中国は南シナ海に人工島を建設しており 、軍と武器を常駐させて外国の船舶の航行を妨げている。近隣諸国は憤慨し恐 れている。米国は脅威を受けている国々に庇護を約束しており、如何なる場合 であっても米国に中国の行動を許容する選択肢は無い。米国の大口にもかかわ らず、近隣諸国は疑っている。日本の安全保障の専門家加藤洋一は、「中国は ワシントンの強力な雄弁術にもかかわらず、不安なく続けるだろう」と言う。 米国は報復の脅し以上の事をしてもいいと思っているのかが疑問！！米国は中 国を本当に止めたいのか？？中国は動じることなく、正当性を感じている様に 見せている！中国軍はあらゆる批判に鋭く反論している。シンガポールの専門 家は、中国は既成事実を積み重ねる戦術で最後にはやり抜くだろう、と言う。 フランスの戦略家フランソワーズ・ハイスバーグによると、中国には綿密に練 り上げたマスタープランが有る。米国の武力による威嚇は織り込み済みで、中 国を格別悩ますことは無い！！(出典：2015年5月30日付SRFニュース) The Swiss Foreign Minister Didier Burkhalter spoke at the Security Conference (Shangri-La Dialog) in Singapore. He emphasized in his speech the importance of mutual measures in the field of security for the confidence building among the involved States. He offered the Swiss mediation service, if it is desired. As <neutral and reliable State>, Switzerland could facilitate <the dialogue in many conflicts and build bridges>. He pointed to the experience of Switzerland in the context of the Swiss presidency at the organization OSCE of last year. Regarding to the dispute triggered off by China (PRC), it is spoken about a possible war for the first time! No one however wants war, but nobody is ready to give in at the conference. China builds man-made islands at the South China Sea, deploys troops and weapons and it obstructs the ships of other countries. The neighbor countries are disgusted and scared. The USA promise support to the threatened states. There is no way that the USA accept the approach of China. Despite <major> words of the USA, the neighbor countries have doubts. The Japanese security expert Kato Yoichi says, China will continue fearlessly despite the strong elocution from Washington. There are questions whether the USA are ready to do more than just threatening with retaliation!! Would the USA really stop China?? China shows untouched and feels to be right! The Chinese military reject any criticism sharply. Experts in Singapore say that China will finally succeed with its salami attack. According to the French strategist Francois Heisbourg, there is a well elaborated Chinese master plan. The saber-rattling of the USA is said to be taken into account and doesn't disturb the Chinese much!! Der Schweizer Aussen-Minister Didier Burkhalter sprach an der Sicherheits-Konferenz (Shangri-La Dialog) in Singapur. In seiner Rede betonte er die Wichtigkeit von gemeinsamen Massnahmen im Bereich Sicherheit fuer die Vertrauensbildung unter den beteiligten Staaten. Er bot die Vermittler-Dienste der Schweiz an, falls dies gewuenscht werde. Als <neutraler und glaubwuerdiger> Staat, koenne die Schweiz <in vielen Konflikten den Dialog erleichtern und Bruecken bauen>. Er wies auf die Erfahrung der Schweiz hin, im Zusammenhang mit dem Vorsitz der Schweiz bei der Organisation OSZE vom letzten Jahr. Betreffend dem von China (PRC) ausgeloesten Streit wird jetzt erstmals von einem moeglichen Krieg gesprochen! Es moechte zwar niemand Krieg, aber zum Nachgeben ist an der Konferenz niemand bereit. China baut kuenstliche Inseln im Sued-China Meer, stationiert Truppen und Waffen und es behindert die Schiffe anderer Laender. Die Nachbar-Laender sind empoert und haben Angst. Die USA versprechen den bedrohten Staaten Unterstuetzung zu. Das Vorgehen von China wollen die USA keinesfalls akzeptieren. Trotz der <grossen> Worte der USA zweifeln die Nachbar- Laender. Der japanische Sicherheits-Experte Kato Yoichi sagt, <China mache unerschrocken weiter, trotz der starken Rhetorik aus Washington>. Man frage sich, ob die USA bereit seien mehr zu tun, als nur mit Vergeltung zu drohen!! Wuerden die USA China wirklich stoppen wollen?? China zeigt sich unbeeindruckt und fuehlt sich im Recht! Die chinesischen Militaers weisen jede Kritik scharf zurueck. Experten in Singapur sagen, dass sich China mit seiner Salami-Taktik am Ende wohl durchsetzen werde. Laut dem franzoesischen Strategen Francois Heisbourg gibt es einen gut durch-dachten chinesischen Master-Plan. Das Saebel-Rasseln der USA sei einkalkuliert und beunruhige die Chinesen nicht besonders!!
