(Mon. 16.02.2015 Smi) Japan & Suedkorea lassen SWAP-Abkommen auslaufen. 日韓通貨スワップ協定が今月末期限切れになる。この協定は金融危機の際、両 国の中央銀行が100億ドルを上限にドルの緊急融資を相互に行うもの。しかし この14年間協定が実行されたことは無かった。この通貨スワップ協定は1997年 から1998年にかけて起きたアジア危機に由来する。当時韓国はこの経済危機で 酷い不況に陥った。それに対応して、日本の財務相は地域の金融システムを安 定化させる為「アジア通貨基金」を設けようとした。この基金に依って東アジ ア諸国の米国、特に国際通貨基金への依存を減らそうとした。この通貨基金は 国際通貨基金の地域版としての役割が期待されていた。しかし米国は強い圧力 を掛けた為、日本はこの計画を諦めざるを得なかった。当時の財務副大臣榊原 英資(ミスター円)は、米財務長官ローレンス・サマーズから夜間でさえ何度も 圧力を掛けられてこの計画を諦めた！その代りに日本は「軽めのヴァージョン」 の地域通貨基金「チェンマイ・イニシアティヴ」を創設した。批評家はこのイ ニシアティヴを常に「張子の虎」と称した。何故ならスワップ・クレディット は自動的に実行可能な制度ではなく、官僚の承認が必要だった為。従ってチェ ンマイ・イニシアティブは実質的な重要性というよりは、象徴的な取り決めと 言われていた。両国経済は相応に安定しているので、そうした協定は最早必要 無いと韓国代表はメディアに宣言した。(出典：2015年2月16日付ターゲス・ア ンツァイガー紙＆バーゼル紙オンライン版) http://ja.wikipedia.org/wiki/%E6%97%A5%E9%9F%93%E9%80%9A%E8%B2%A8%E3%82%B9%E3%83%AF%E3%83%83%E3%83%97 Japan and South Korea let a so-called Currency Swap Program expire by the end of this month. The program had allowed the two Central Banks to obtain emergency loans of up to 10 billion US-Dollar from the contracting party in case of a financial crisis. The program was however never activated during its 14 years of time span. The Currency Swap Program dates back to the Asian crisis of 1997 / 98; at that time South Korea fell into a deep recession due to that crisis. As reaction on it, the Ministry of Finance (MOF) in Japan wanted to create an <Asian Monetary Fund> in order to bring more stability into the regional financial structure. The aim of the <Fund> was to decrease the dependency of the countries of East-Asia from the USA, particularly from the IMF (International Monetary Fund). The monetary fund was thought to have the function of a <regional version> of the IMF; the USA however imposed strong pressure and Japan had to give up the plans. At that time, Sakakibara Eisuke (Mr. Yen) was Vice-Finance Minister, he was called up several times even at night by the US- Finance Minister Larry Summers and urged to give up that plan! Japan established then the so-called <Chiang-Mai-Initiative>, a <Light- Version> of a regional currency fund. Critics described the initiative always as a <paper tiger>, because the SWAP-loans couldn't be accessed automatically. It had needed the approval of the bureaucrats for it. The <Chiang-Mai-Initiative> was said to have therefore more symbolic than real importance. The two economies were said to be so stable that such an agreement (program) wasn't any more needed, claimed representatives of South Korea to the media. Das Abkommen haette es den zwei Zentralbanken erlaubt, bei einer Finanzkrise vom Vertragspartner bis zu 10 Mrd. US- Dollar Notkredite zu beziehen. Das Abkommen wurde jedoch waehrend seiner 14-jaehrigen Laufzeit nie aktiviert. Das SWAP-Abkommen (Currency Swap Program) geht auf die Asienkrise von 1997/98 zurueck; damals fiel Suedkorea wegen dieser Krise in eine tiefe Rezession. Als Reaktion darauf wollte das Finanz-Ministerium (MOF) in Japan einen <asiatischen Waehrungs-Fonds> schaffen, um mehr Stabilitaet in die regionale Finanzstruktur zu bringen. Mit dem <Fonds> wollte man die Laender Ost-Asiens etwas aus der Abhaengigkeit der USA, insbesondere des IWF/IMF (International Monetary Fund) loesen. Der Waehrungsfonds haette als <regionale Version> des IWF dienen sollen; die USA uebten jedoch starken Druck aus und Japan musste die Plaene aufgeben. Der damalige Vize-Finanz-Minister Sakakibara Eisuke (Mr. Yen) wurde vom US-Finanz-Minister Larry Summers sogar mehrmals in der Nacht <bearbeitet> und gedraengt diesen Plan aufzugeben! Japan gruendete darauf die so-genannte <Chiang-Mai-Initiative>, eine <Light-Version> eines regionalen Waehrungs-Fonds. Kritiker bezeichneten die Initiative immer als <Papier-Tiger>, weil die SWAP-Kredite nicht automatisch abrufbar waren. Es haette dafuer die Zustimmung von Buerokraten gebraucht. Die <Chiang-Mai-Initiative> habe deshalb mehr symbolische als echte Bedeutung. The IPCC-Group is a scientific body under the patronage of the United Nations (UN). About the succession of the present President Mr. Rajendra Pachauri from India will be decided in October 2015; the election will take place in Dubrovnik (Croatia). The Swiss climate researcher is joint-chairman of the working group for scientific basics of the IPCC since 2008. Switzerland played a leading key role on all five reports about the state of the global climate, said the Professor from Berne. For the chairmanship of the IPCC some more candidatures of different countries, such as the USA, Germany and Austria or Great Britain etc. are expected. The Swiss researcher advocates for certain reforms at the IPCC; it is about the (periodic) reporting and the reduction of the workload of the researchers. At the next UN-Climate conference (UN Climate Change Conference/COP 21) in Paris the end of November 2015, a follow-up agreement for the <Kyoto-Protocol> shall be stipulated. (Mon. 16.02.2015 Smi) 4. Quartal 2014: Japans Wirtschaft enttaeuscht. 日本で2期連続となった経済成長の後退後、2014年第4四半期は未だに前四半期 比0.6%と控えめな上昇となった。これらは暫定データで、2014年の総合経済成 長率は0.0%、実質賃金は0.1%の減少！！経済の僅かな成長は輸出増のお蔭。又 追加の政府支出は減少した住宅用不動産投資を補う為。日本経済のほぼ3分の2 を占める個人消費は、2014年第4四半期は僅か0.3%の伸びだった。多くのエコノ ミストは今後国内需要が実感出来る程伸びるか疑問視している。金融緩和策は インフレ圧力になるが、経済はこれまでのところ安倍政府と中央銀行(日銀)が 設定した2015年末までのインフレ目標2%には程遠い！野田佳彦元総理は選挙で 自民党が圧勝した後、「アベノミクス」は何だったのか、これは「資産バブル 経済」だ、と月刊誌文芸春秋に書いた。 (出典：2015年2月16日付NZZ紙＆ターゲス・アンツァイガー紙) After two quarters with a falling economic growth (recession), the GDP (Gross Domestic Product) in Japan has only increased by a modest 0.6% compared to the previous quarter. The report is based on temporary data. For the full year 2014 there was an economic growth of 0.0% and the real wages decreased by 0.1%!! The marginal growth of the economy happened thanks to an increase of the exports. Besides, the additional government spending could compensate for the falling investments in residential properties. The private consumption, which contributes nearly two thirds to Japan's economic performance (GDP), increased only by poor 0.3% in the fourth quarter of 2014. Many economists doubt whether the domestic demand will increase significantly in the near future. The loose monetary policy should move the inflation; the economy however falls far short of the defined inflation target of 2% of the Abe-Government and the Central Bank (BOJ) by the end of 2015! The former Premier Noda Yoshihiko said after the election victory of the LDP clearly what <ABEnomics> mean; that stands for <Asset-Bubble- Economy>, wrote Noda-san in the monthly magazine <Bungei Shunju> then. Nach zwei Quartalen mit einem ruecklaeufigen Wirtschafts-Wachstum (Rezession) ist Japan im 4. Quartal 2014 doch noch um bescheidene 0,6% gestiegen im Vergleich zum Vorquartal. Es handelt sich hier um vorlaeufige Daten. Fuer das gesamte Jahr 2014 gab es ein Wirtschafts- Wachstum von 0,0% und die Real-Loehne gingen um 0,1% zurueck!! Das geringe Wachstum verdankt die Wirtschaft dem Anstieg der Exporte. Zudem konnten zusaetzliche Staatsausgaben die sinkenden Investitionen in Wohn-Immobilien auffangen. Der private Konsum, welcher fast zwei Drittel zu Japans Wirtschafts-Leistung beitraegt, nahm nur um magere 0,3% zu im vierten Quartal 2014. Viele Oekonomen zweifeln ob die Inland-Nachfrage in naechster Zeit spuerbar steigen werde. Die lockere Geldpolitik soll die Inflation antreiben; die Wirtschaft bleibt jedoch bisher weit hinter dem von der Abe-Regierung und der Zentralbank (BOJ) definierten Inflations-Ziel von 2% per Ende 2015 zurueck! The pilots Bertrand Piccard and Andre Borschberg are getting ready for the start in Abu Dhabi, supported by a team of 80 persons. Here is the start- and finish location; the flight is described as a <human challenge> at which a focal point is sleeping. The project is supported financially, technically and organizationally by the Swiss State. Under the slogan <An idea born in Switzerland>, public relation events with a film and an exhibition will call attention to the unique event at the stopover locations. The responsible person of <Presence Switzerland> described the Round-The-World Flight with more than 17,000 solar cells without fuel, a sign of hope after the disaster of Fukushima. From the view of aviation, the project of <Solar Impulse 2> is compared to the pioneering spirit of the US-Brothers Wright in the year 1900. For the Round-The-World Flight, 25 flight days are planed and the journey shall take about five months. The full distance of 35,000 kilometers will be covered by the solar-aircraft at a speed of between 50 and 100 km per hour. It will cross over four continents and two oceans as well as land twelve times. Inside the 3.8 square meter sized cockpit there is no heating and no air conditioning, but a toilet (WC). From China to Hawaii, the air-craft has to fly five days and nights nonstop! The pilots are allowed to sleep only over the ocean. The Basle <Carnival- Committee> said that Carnival should be critical, but the <fool's liberty> (freedom to do whatever one wants) has however to observe limits set by law and mutual respect. The spokesperson of a <ballad- monger group> (Schnitzelbank) said that basically all lyrics (rimes), which might be racist, offending or insulting are considered to be a taboo (a no-no). He said further <We don't live any longer in the 1920s; satire isn't allowed anymore everything today>. For the Basle Carnival, which starts on February 23, there are anyhow other topics (issues), which are popular and listed on the top of the agenda for lyrics (rimes), costumes etc. The Basle Carnival is launched on Monday morning at exactly 4 a.m. with the traditional <Morgestraich> (a kind of Big Bang). For the three <most beautiful days> of the year, about 12,000 active Carnival people and ten thousands of visitors are expected at the City of Basle. One should better refrain from doing so.] Nach dem Ereignis um <Charlie Hebdo>, den Streit um Karikaturen usw. zeigen die Basler Fasnachts-Begeisterten Zurueckhaltung und Verantwortung betreffend der Verwendung von Karikaturen. Das Basler <Fasnachts-Comite> sagt die Fasnacht solle kritisch sein, aber der <Narren-Freiheit> seien jedoch Grenzen gesetzt durch Gesetz und gegenseitigen Respekt. Der Sprecher eines <Schnitzelbank-Comite> sagte, dass grundsaetzlich alle Verse, welche rassistisch, verletzend oder beleidigend seien, als verpoent (tabu) gelten wuerden.
