Akiko Huerlimann □━━━━━━━━━━━━【 日本語 】━━━━━━━━━━━━━━□ 国民投票2014年11月30日の結果： 「一括課税廃止」、「エコポップ・イニシアティブ」、 「ゴールド・イニシアティヴ」 明子 ヒューリマン 11月30日に投票が行われた今年最後の国民投票 *1) は3つの国民発議案が 諮られ、3議案とも容赦無く否決された。*2) 1つ目の議案 「億万長者の税 制優遇措置を廃止せよ(一括課税の廃止)！」は反対59.2%で否決された。*3) 億万長者の中には少なからぬ外国人が居るのがスイスの特徴で、主に外国 人富裕層が対象の発議だった。そういう外国人は常にスイスに居住してい るわけではないので、税負担が重くなれば彼らはいつでも出ていく。スイ スにとって必ずしも得策とは言えないと判断されたようだ。2つ目の 「エ コポップ・イニシアティブ：過剰人口を阻止して、自然な生活基盤を確保」 は74.09%の圧倒的多数で否決された。*4) 既に承認された「大量移民の阻 止」だけでは不十分で今手を打たなければ手遅れになるという危機意識か ら、ダメ押しで発議された議案だ。3つ目の「スイスの金保有量を守れ(ゴ ールド・イニシアティヴ)」は反対77.3%とこれも圧倒的多数で否決された。 *5) 言わばスイス国立銀行の独立性を制限する議案だったが、スイス国民 は国立銀行の独立性を尊重した。因みに最新のスイス中銀の金保有量*6) は世界8位。 SVPが発議した「大量移民の阻止」が2014年2月9日の国民投票で承認されて 以来、スイスはEUから外交圧力をかけられ続けて来た。11月30日の「エコポ ップ・イニシアティブ」も類似の議案であるにも拘らず、圧倒的多数のスイ ス国民が拒否したとメディアも声高に報じた。2月9日を境にEUは先ず科学技 術分野での共同研究にスイスを締め出す制裁措置に出た。最近制裁の一部は 緩和されたものの、これ以上EUを刺激する事への懸念がスイス国民の心理を 支配したようだ。現実には、EU主要国の国民は「移動の自由」に関してはス イスの決定と共通する思いでいる事は、政権に対する抗議デモや選挙結果で 明らかになっている。「国家建設は国民の主権の範疇」という原則が、今や EUの政治家と官僚によって脅かされているとも言える。欧州諸国の民意を代 弁する代議員が支配的立場を獲得するのは、最早時間の問題と見える。 2015年のスイスの大統領 *7) はシモネッタ・ソンマルーガ法相 *8) が既に 議会で承認されている。彼女は今年副大統領を務めた。彼女の重い任務は「 大量移民の阻止」の法制化に着手する事と言われている。発議案には2017年 までと法制化の期限が定めてある。年末のインタビューに答えた次期大統領 は、「独裁国家であれば直ぐに決着が付けられるが、我々は国民を始め広く 各界の合意を得て国民投票の結果を法制化しなければならない。ＥＵはスイ スとの二国間協議は有り得ない、と譲歩を拒否する姿勢を変えていない。」 と、楽観視は伺えない口調だった。 今年2014年のスイス連邦大統領を務めたディディエ・ブルクハルター外相 *9) は、欧州安全保障協力機構(OSCE)の議長としてウクライナ紛争の仲介に 尽力した。紳士的な風貌ながら、率直且つ豪胆な発言で紛争仲介を公平に仕 切った事で関係各国から高い評価を得、スイス国民の評価も大いに上げた。 近年スイスでは国民発議が国際法と相容れない議案が承認されると、法制化 の困難に直面する事態になり、スイスの「国益」を優先させるか「主権」か 、と議論になる。「国民の主権が最優先の国」スイスで議論沸騰している事 情を国際社会に知らしめる事は意義が有ると考えるようになった。緊縮財政 の必要に迫られている国々の為政者達は、勢い強権的な法律を制定して反対 する国民の口を塞ごうとする。今年欧州では緊縮財政を進める中央政府に国 民がデモやストで抗議する国が増えた。これはスイス国民との心理的な連帯 の雰囲気が醸成されつつある気配ではないかと期待が高まる。既に多くの人 々はグローバリズムの矛盾に気付いている。地域とそこに住む人々の暮らし を破壊しない政策が、地球を守ることに繋がる事も。地球規模で考え、地域 で活動する草の根運動の様に。 【 参照 】 *1) 国民投票2014年11月30日： https://www.ch.ch/de/volksabstimmung-30-11-2014/ *2) 国民投票2014年11月30日の結果： https://www.ch.ch/de/resultate-der-abstimmung-vom-30112014/ *3) 「億万長者の税制優遇措置を廃止せよ(一括課税の廃止)！」の結果： http://www.admin.ch/ch/d/pore/va/20141130/det587.html*4) *4) エコポップ：過剰人口を阻止して、自然な生活基盤を確保」の結果： http://www.admin.ch/ch/d/pore/va/20141130/det588.html *5) 「スイスの金保有量を守れ(ゴールド・イニシアティヴ)」の結果： http://www.admin.ch/ch/d/pore/va/20141130/det589.html *6) 金の保有量 国別ランキング（2012年8月）【ワールド・ゴールド・ カウンシル 】 http://10rank.blog.fc2.com/blog-entry-169.html *7) 連邦大統領と副大統領: http://www.admin.ch/br/dokumentation/mitglieder/bundespraesidenten/ index.html?lang=en スイス連邦評議会: http://www.admin.ch/br/org/index.html?lang=en *8) シモネッタ・ソンマルーガ, 法務大臣 (FDJP): http://www.ejpd.admin.ch/ejpd/en/home/ueber-uns/dv.html *9) ディディエ・ブルクハルター, 外務大臣 (FDFA) https://www.eda.admin.ch/eda/en/fdfa/fdfa/didier-burkhalter.html 【 編集後記 】 11月30日の3議案全てが否決されたからと言って、スイス国内のムードは国 民投票に否定的という訳では決してない。これまで直接民主制を廃止した方 が良いという意見をスイス人から聞いたことが無い。異口同音に「絶対維持 すべき」と即答した。外国に居住しているスイス人の人数は、「在外スイス 人組織」のウェブサイトに2014年1月23日現在で732’183人と発表されてい る。http://aso.ch/de/information/statistik 人口の10%近くになる在外 スイス人もスイスの政治には深い関心を寄せ、国民投票にも参加している。 スイス国籍を取得した或る元外国人の保守党政治家は、「大切に守り育てら れてきたスイスの政治制度」と語った。 □━━━━━━━━━━━━【 English 】━━━━━━━━━━━━━━□ The result of the National Voting on November 30, 2014: "Stop lump sum taxation", "Ecopop initiative", "Gold initiative" Akiko Huerlimann The last national voting of this year on November 30, 2014 *1) asked the citizens about three people's initiative bills; then all three of them were inexorably rejected. *2) The first bill, a people's initiative with the title "End tax breaks for millionaires (abolition of lump-sum taxation)" was rejected by 59.2% of "No". *3) There is a considerable number of foreigners among the millionaires in Switzerland; the target of the initiative were mainly wealthy foreigners. Such foreigners do not stay always in Switzerland; therefore, if the tax burden becomes heavy, they will leave the country at any time. It seems that such a measure was determined as not absolutely advisable to Switzerland. The second people's initiative "Stop over-population - Save our natural resources (ECOPOP)" was rejected by an overwhelming majority of 74.09% of "No". *4) Crisis awareness based on the thought, it's too late unless some actions are taken now, led the initiative. The already before approved initiative "Stop mass immigration" was considered as not enough, then the actual bill was initiated based on the reflection that a further affirmation of the matter is needed. The third people's initiative "Safeguard our Swiss gold (Gold Initiative)" was also rejected by an overwhelming majority of 77.3%. *5) The bill was said to limit the independence of the Swiss National Bank (SNB), but the Swiss people respected the independency of the National Bank. By the way, regarding to the holdings in Gold, Switzerland is the world number eight. *6) Since the SVP-initiative of "Stop mass immigration" was approved by the national voting on February 9, 2014, Switzerland has been continuously put under diplomatic pressure by the EU. An overwhelming majority of the Swiss people rejected the "Ecopop- initiative" on November 30, in spite of similar proposals in it, the media reported loudly. The February 9th decision was considered as a crucial boundary; at first the EU started sanctions keeping the Swiss out from the joint research in the fields of science and technology. Although some of the sanctions were partly a bit relaxed recently, the Swiss national psychology seems to be dominated by concerns that the Swiss voting could stimulate the EU to take more sanctions. Actually, the EU citizens of major countries share the same thoughts with the Swiss people's decision regarding to the "free movement of people"; that is revealed in protest demonstrations and election results against those regimes. The principle of "nation-building is within the national sovereignty", it can be said that now it is threatened by politicians and bureaucrats of the EU. It looks only to be a matter of time until delegates representing the public opinion will occupy dominant positions in European countries. The Swiss Federal President of 2015 will be Mrs. Simonetta Sommaruga, occupying the position as Justice Minister; she had already been approved (elected) by the Parliament. She is the present Vice-President of this year. Her heavy mission is said to be embarking on legislation about the "prevention of mass immigration". The initiative draft is determined by a deadline of the legislation until 2017. The president-elect answered at the end of the year interview "Dictatorship can immediately decide, however, we have to legislate results of a national voting through forming a concensus by the people and various fields. The EU stance hasn't been changed saying that a bilateral consultation is impossible.", her tone has no optimism. Mr. Didier Burkhalter has the position of Swiss Foreign Minister and this year (2014), he served the country in the double function as Swiss Federal President too. He was instrumental in mediating the Ukraine dispute as Chairman of the Organization for Security and Co- operation in Europe (OSCE). Although his appearance is gentlemanly, he intermediated the conflict in an even-handed way with open and bold statements, then he received a high appreciation from relevant countries. His evaluation by the Swiss nationals (citizens) increased as well greatly too. Recently in Switzerland, when a people's initiative, which might be incompatible with international law, is approved for the parliamentary process, then it is starting to face difficulties of legislation. The dispute begins about the question of the priority under the aspect of <Swiss national interest> or "sovereignty". I think now, there is a certain significance to show to the international society how the discussion in Switzerland regarding to "National sovereignty has the highest priority of the country". Policy-makers of countries, which have been forced to austerity, tend covering the public mouth against its own government by enacting authoritarian laws. In Europe, the number of countries has increased where people (citizens) protested against their central government because of its austerity measures. My expectation has therefore increased that this might be a sign of an atmosphere, which is fostering a psychological solidarity with the Swiss people. Already a lot of people became aware of the contradiction of globalism. Politics isn't allowed to destroy the lives of people who live in their national local regions because such regions help to protect the Earth too. The Swiss domestic mood is in no way negative about national voting. I have never heard from Swiss the opinion that it is better to abolish the direct democracy. Unanimously, they replied by return <it should definetely be maintained>. The nummber of Swiss nationals living in a foreign country has reached 732,183 people as of January 23, 2014 as informed by the <Overseas Swiss Organization>. http://aso.ch/de/information/statistik Nearly 10% of the Swiss population in abroad show a deep interest in Swiss politics and participate on national voting.
