Fukushima: Abe-san ruft nach auslaendischer Hilfe (!). 最近日本の安倍晋三首相は「国際オリンピック委員会」で、福島の事故原発 に危険は無く、汚染水問題は「完全に制御されている」と主張した(!)。彼の <IOC>での補償は信じて貰えたらしく、2020年夏のオリンピックに東京が選ば れた(!)。2013年10月6日京都で開かれた「科学技術と人類の未来に関する国 際フォーラム(STSフォーラム)」のエネルギーと環境問題に関する会議の際に 安倍首相が演説で、「我が国は貴方達の知識と技術を必要としています」と 言った。「日本は今破壊された原子炉の状態を安定化させる外国の専門知識 と技術援助が必要です。」福島は「制御」されているとは言えない状況のよ うで、福島の原発事故現場では次々新しい問題がほぼ絶え間なく報告されて いる。今では日本の原子力規制委員会でさえも東京電力の危機管理を厳しく 批判し悪化に言及している(!)。 (出典：2013年10月7日付NZZ紙/グリーンピース誌オンライン版) Recently, Japan's Premier Abe Shinzo claimed at the <Olympic Committee (IOC)> that the damaged nuclear power plant in Fukushima shall cause <no risk> and that the <water problems> were <<under control>> (!). His assurance to the <IOC> were apparently credible that's why Tokyo was elected for the Summer Games 2020 (!). On the occasion of the speech of Abe Premier at an international conference of energy and environment matters in Kyoto (<The Science and Technology in Society (STS) Forum>) on October 6, 2013 he said: <My country (Japan) needs your knowledge and your skills>. <Japan now wanted to stabilize the situation of the damaged nuclear power plant reactors with the aid of foreign expertise and engineering>. The status in Fukushima seems in no way <under control>; there are nearly frequent news about new malfunctions on the ground of the nuclear power plant in Fukushima; now, even the Japanese Nuclear Regulation Authority (NRA) sharply criticized the <crisis-management> of <Tepco> and spoke about a <worsening>. Kuerzlich behauptete Japans Premier Abe Shinzo vor dem <Olympischen Komitee (IOC)> noch, von der beschaedigten Atom-Anlage (AKW) in Fukushima gehe <kein Risiko> aus und die <Wasser-Probleme> seien <<unter Kontrolle>> (!). Seine Versicherungen an das <IOC> waren anscheinend glaubhaft, weshalb Tokyo fuer die Sommerspiele 2020 gewaehlt wurde (!). Overall about 160,000 people participated on the study <Programme for the International Assessment of Adult Competencies (PIAA)>. Per country at least 5,000 people for questioned and 24 countries participated on the study. The focus was on the core competencies, which are said to be important at the job and in everyday life. For it was counted for instance the reading and the comprehension of texts or to solve arithmetic problems. With regard to the reading comprehension and the mathematics, Japan was ranked as No. 1, ahead of Finland and the Netherlands; Korea can be found further back on the index, but still within the <OECD-average>. Switzerland didn't participate on the study this time. Die <Organisation fuer wirtschaftliche Zusammenarbeit und Entwicklung (OECD)> untersuchte erstmals im Rahmen einer Studie die Bildung der <16- bis 65-jaehrigen> Erwachsenen (adults). Insgesamt nahmen zirka 160'000 Personen an der Studie <Programme for the International Assessment of Adult Competencies (PIAAC)> teil. (Mon. 07.10.2013 Smi) 犬の糞から残飯に至る広い範囲の汚れがベルリンでは問題になっているよう で、それ故ベルリンは鼠の横行に悩まされていると記事に書かれている。推 定ではベルリンにはおよそ7百万匹の鼠がいて、住民1人に2匹鼠がいること になる(!)。鼠に関する危険が過小評価されていると「自由ベルリン大学」の 或る研究者は言う。検査された鼠から抗生物質が全く効かない細菌が検出さ れた(!)。人が鼠の糞や尿に接触すると危険で、記事にはベルリンのバクテリ ア爆弾と書いてある。ツューリッヒ市当局の責任者は、ベルリンの下水道は 完全に時代遅れで、その為動物が棲みつく乾燥した場所が沢山あると言う。 ツューリッヒの下水道は定期的に検査され洗浄されるので、管の状態は良好 でツューリッヒ住民に動物の問題は無い。 （出典：2013年10月7日付ブリック夕刊紙） The (widespread) <dirt>, from dog excrement up to food residues, seem to be a problem in Berlin; therefore Berlin is said to suffer from a rat infestation, is written in the article. Based on estimations 7 Mio. rats, also two rats per one inhabitant shall live in Berlin (!). The danger regarding to rats is said to be underestimated, said a researcher at the <FU Berlin> (Free University of Berlin); the investigated rats featured microbes, against which hardly any antibiotics could applied successfully (!). Regarding to humans there shall be a risk if someone gets in contact with <rat excrement> or <-urine>; the article called it a <bacteria bomb> in Berlin. The responsible at the City of Zurich said that the sewage water system in Berlin was <totally out-dated>; that was the reason for so many so-called <drying areas> for the animals. The drain system in Zurich is checked and rinsed regularly; the pipes are in good condition, that's why the animals are no problem for the Zurich population. Der (sichtbare) <Dreck>, Hundekot bis zu Nahrungsmittel-Resten, scheinen in Berlin ein Problem zu werden; deshalb leide Berlin unter einer Rattenplage, steht im Artikel. Laut Schaetzungen soll es in Berlin zirka 7 Mio. Ratten, also zwei Ratten pro Einwohner, geben (!). Die Gefahr betreffend der Ratten werde unterschaetzt, sagt ein Forscher der <FU Berlin> (Freien Universitaet Berlin); die untersuchten Ratten wiesen Keime auf, gegen die kaum mehr ein <Anti- Biotikum> wirkt (!). Fuer den Menschen bestehe ein Risiko bei einem Kontakt mit <Ratten-Kot> oder <-Urin>; der Artikel spricht von einer <Bakterien-Bombe> in Berlin. Der Verantwortliche in der Stadt Zuerich sagt, dass die Kanalisation in Berlin <total veraltet> sei, weshalb es viele so-genannte <Trocken-Plaetze> fuer die Tiere gebe. Die Kanalisation in Zuerich wird regelmaessig kontrolliert und durchgespuelt; die Rohre sind in einem guten Zustand, deshalb sind die Tiere kein Problem fuer die Zuercher Bevoelkerung. Weiningen: Keine Einbuergerung, CH-Wissen ungenuegend (!). ウァイニンゲン（カントン・ツューリッヒ）の外国人夫婦にスイスのパスポ ート拒否(!)。彼等は市民委員会の帰化面接で、スイスに関する20問の質問に 答えられないか一部しか答えられなかった為、昨年自治体評議会は彼等の帰 化申請を却下した。この外国人夫婦はスイスに関する簡単な地理と市民とし ての質問に満足に答える事が出来ず、ドイツ語の知識も不十分だった。その 質問とは、スイスのチョコレート「トブレローネ」に描かれている山の名を 彼等は知らなかった(!)（正解はマッターホルン）。他の質問はルツェルン市 の湖は何という名前か？あるいはスイスの山か川を二つ三つ挙げよ。この外 国人達は申請却下に異議を申し立てたが、行政裁判所は彼らの訴えを退けた。 裁判所は、少なくとも12年この国に住んでいる人になら「およその一般知識」 の要求は妥当と言って、判断を正当化した。 （出典：2013年10月9日付ターゲス・アンツァイガー紙） No Swiss Passport for a foreign couple at the municipality of Weiningen (ZH) (!). At a naturalization interview at the <citizens committee>, they couldn't or answered only partially 20 questions about Switzerland; therefore the municipal council refused their naturalization application last year. The foreign couple couldn't answer sufficiently simple geographic and civic questions about Switzerland and their German knowledge was considered to be weak. The question, which mountain is pictured on the Swiss chocolate <Toblerone>, they didn't know (!); (correct answer: Matterhorn). Another question was, at which lake is the City of Lucerne located? or give the names of two/three Swiss mountains or rivers. The <Foreigners> took action against the refusal of their request; the administration court refused their claim. The court justified its decision by telling that <rough general knowledge> can be required if somebody lives at least 12 years in the country (!). Kein Schweizer Pass fuer ein auslaendisches Ehepaar in der Gemeinde Weiningen (ZH) (!). Bei einem Einbuergerungs-Gespraech vor der <Buergerkommission> konnten sie zirka 20 Fragen ueber die Schweiz nicht oder nur teilweise beantworten; der Gemeinderat lehnte deshalb ihr Einbuergerungs-Gesuch letztes Jahr ab. Das auslaendische Paar konnte einfache geografische und staatsbuergerliche Fragen ueber die Schweiz nicht genuegend beantworten und ihre Deutschkenntnisse waren schwach. Die Frage, welcher Berg ist auf der Schweizer Schokolade <Toblerone> abgebildet wussten sie nicht (!); (richtige Antwort: Matterhorn). Eine andere Frage lautete, an welchem See liegt die Stadt Luzern? oder nennen sie zwei/drei Schweizer Berge oder Fluesse. Die <Auslaender> klagten gegen die Ablehnung ihres Gesuchs; das Verwaltungsgericht lehnte ihre Klage ab. Das Gericht fand, dass <grobes Allgemein-Wissen> verlangt werden duerfe, wenn jemand seit mindestens 12 Jahren im Land wohne (!). Chinese <learn> civilized traveling (!). Chinesen <lernen> zivilisiertes Reisen (!). (Sat. 05.10.2013 Smi) 中国政府は中国人旅行者向けに「文明的旅行のガイドブック」を出版した。 10月は中国の「ゴールデン・ウィーク」で、国民がこの「行動規範」を守れ るかが明らかになる。13億人の中国人が一斉に休暇を取るので、国営新華社 通信は「ゴールデン・ウィーク」を新しく「ゴールデン・カオス」と命名し た(!)。中国政府の狙いは、外国で中国人旅行者が正しく振舞う事。「正しい マナー本」に書かれている例を幾つか上げると、中国人はテレビを叩いては いけない、靴をベッドカヴァーで拭かない、文化遺産の上に登ったり落書き をしない、機内食器を盗まない等。中国のワン・ヤン観光大臣の発言、引用 ：「多くの旅行者は行儀が悪く、質が悪い。」 The Chinese Government just published a <guidebook (rules) for civilized traveling> for Chinese tourists; now, in October there is <Golden Week> in China and it will be seen whether the people stick to the <conduct rules>. At once 1.3 billion Chinese are on vacation and the national news agency <Xinhua> gave the <Golden Week> the new name of <Golden Chaos> (!). The aim of the Chinese Government is that Chinese tourists abroad behave <decently>. Some sample listed up in the <good manners book>: Chinese shouldn't destroy TV sets, shouldn't clean their shoes with the quilt, shouldn't climb onto cultural monuments or smear them with <Graffiti>, shouldn't steal cutlery at the aircraft etc. The minister of tourism in China, Mr. Wang Yang said: quote <Many tourists have no manners and are of lower quality.> Die chinesische Regierung publizierte einen <Kompass (Ratgeber) fuer zivilisiertes Reisen> fuer chinesische Touristen; jetzt im Oktober ist in China <Golden Week> und es wird sich zeigen, ob sich das Volk an die <Benimm-Regeln> haelt. Schweiz: CHF 7,5 Mio. fuer Minamata-Konvention. Then the Japanese chemical group <Chisso> piped mercurial sewage water into the local bay poisoning with it thousands of people (!). The aim of the <Minamata-Convention> is the containment of the worldwide output of acutely poisonous mercury (Hg); as chief cause for it is mentioned the small gold mining in the world. Besides, by 2020 it will be forbidden to produce and sell mercurial products such as batteries, cosmetics, thermometer or certain lamps. Switzerland was one of the initiators significantly responsible for the signing of an agreement; the Swiss Federal Minister Doris Leuthard signed the agreement in Kumamoto. For the implementation of the convention, Switzerland provides 7.5 Mio. Swiss Francs; already 90 states have signed the agreement. Mit dem Namen <Minamata-Konvention> wird an die Umwelt-Katastrophe in der japanischen Kuestenstadt <Minamata> in der Naehe von Kumamoto erinnert, welche in den 1950-ziger Jahren passierte. Damals leitete der japanische Chemie-Konzern <Chisso> quecksilber-haltige Abwasser in die lokale Bucht und vergiftete damit Tausende Menschen (!). Das Ziel der <Minamata-Konvention> ist die Eindaemmung des weltweiten Ausstoss von hoch-giftigem Quecksilber; als Hauptursache dafuer gilt der Gold- Kleinbergbau auf der Welt. Ab 2020 wird es zudem verboten sein quecksilber-haltige Produkte wie Batterien, Kosmetika, Thermometer oder gewisse Leuchtmittel herzustellen und zu verkaufen. Die Schweiz war als einer der Initianten massgeblich am Zustandekommen der Konvention beteiligt; die Schweizer Bundesraetin Doris Leuthard unterzeichnete das Abkommen in Kumamoto. (Sat. 12.10.2013 Smi) 週末に向けてスイスでは今秋初めての大雪が降った。大量の雪がスイスアル プスの一部に降り、所に依って雪が標高600メートル（クール/カントン・グ ラウビュンデン）迄達した。アルプスの降雪量は80cmに迄積り、陽光と共に 今週スイスでは「絵の様な天気」になった。気温は日中摂氏15度まで上がり 、スイス各地の峠は一時的に通行止めや車に冬タイヤが義務付けられた。今 自動車修理工場には大勢の駆け込みが予想され、車の運転者は皆冬タイヤの 取り付けを頼む。「０から０」という経験則があって、「冬タイヤは10月か ら復活祭まで、夏タイヤは復活祭から10月まで」という意味。初雪はいつも 「最高の美」と称され、スイスの風景を「冬のおとぎの国」に変えてくれる 。(出典：2013年10月12日付ブリック紙オンライン版) Towards the end of the week, the first major snowfall happened in Switzerland this autumn; plenty of snow fell in parts of the Swiss Alps and it snowed partly down to a level of 600 meters (Chur/GR). The amount of snow reached a level of up to 80 centimeters at the Alps; together with the sunshine, there was <picture-book weather> this weekend. The temperatures moved around 15 degrees centigrade by day; several Swiss mountain passes were temporarily closed or snow chains were compulsory for vehicles. Now, a major run on automobile garages is expected; all motorists want to have snow tires fixed. With regard to that story there is a rule of thumb, which means: <from O to O>, meaning winter tires should be fixed from October to Easter and summer tires from Easter to October. The first snow is called always the <most beautiful> one; it changed the Swiss landscape into a <winter wonderland>. Gegen Ende der Woche gab es in der Schweiz den ersten groesseren Schneefall dieses Herbst; reichlich Schnee fiel in Teilen der Schweizer Alpen und es schneite teilweise bis auf 600 Meter (Chur/GR). Die Schneemenge in den Alpen erreichte bis zu 80 Zentimeter; zusammen mit der Sonne herrschte in der Schweiz <Bilderbuch-Wetter> dieses Wochenende. Die Temperaturen bewegen sich tagueber um die 15 Grad Celsius; verschiedene Schweizer Alpen-Paesse waren voruebergehend geschlossen oder fuer Fahrzeuge waren Schnee-Ketten obligatorisch. Jetzt wird ein grosser Ansturm auf die Auto-Garagen erwartet; denn alle Automobilisten wollen Winterreifen montieren lassen. Dazu gibt es eine Faustregel, welche lautet: <von O bis O>, das bedeutet Winterreifen von Oktober bis Ostern und Sommerreifen von Ostern bis Oktober. Der erste Schnee wird immer als der <schoenste> bezeichnet; er verwandelte die Schweizer Landschaft in einen <Winter-Zauber>.
