(Tue. 23.04.2013 Smi) 米国の経済専攻の学生トーマス・ハーンドンは、ハーヴァード大学のケネス ・ロゴフとカルメン・ラインハート両教授の研究に重大な誤りを見つけて有 名になった。二人のアメリカ人は「借金時代の成長」の研究で有名。米国の 両教授は彼等の研究で、「国がGDPの90%以上の負債を抱えると負債が成長を 抑制する」と主張、従って経済はほぼ麻痺する。若い学生は統計の宿題で、 教授達の「エクセル・シート」に誤った入力を発見した。「90%ルール」 （GDPの90%ルール）が既に物議を醸していたのに、この（ばつの悪い）初歩 的な誤りを誰も予想していなかった。若い学生とその教諭は、ハーヴァード の教授達が（誤って）20カ国の内15カ国しか考慮していない事を発見、この （エクセル）間違いは結果に重大な影響を及ぼす。更に間違いがあり、或る 国（ニュージーランド）の研究で1951年の数字が適用されていた。同米国教 授達はこの誤りを公式に認めた。 （出典：2013年4月23日付ターゲス・アンツァイガー紙/同紙オンライン版） An US-economy student, Mr. Thomas Herndon became famous because he discovered <important> mistakes in the study of two US-Harvard Professors Mr. Kenneth Rogoff and Mrs. Carmen Reinhart. The two Americans are famous for their work <<Growth in a Time of Debt>>. The US-professors claim in their paper that <<as soon as a State has debts of more than 90% of its GDP (Gross Domestic Product, then the debts would block the growth>>; the economy would be quasi paralyzed. The young student detected within the scope of his homework in statistics that the professors had wrongly completed their <Excel spread sheet>; an (embarrassing) <beginner's mistake> that nobody had expected. Even though the <90 percent of GDP rule> was already disputed before. The young student and his University-professor discovered that the Harvard-professors had (mistakenly) included only 15 of the 20 States; that (Excel-) mistake shall have influenced the result considerably. Another mistake was that with regard to one country (New Zealand) in the study, only data originated from 1951 were applied. The US- Professors admitted their mistakes publicly. Die US-Professoren behaupten in ihrem Werk, dass <<Sobald ein Staat mehr als 90% seines Brutto- Sozialprodukts (GDP) Schulden habe, die Schulden das Wachstum hemmen wuerden>>; die Wirtschaft also quasi gelaehmt sei. Der junge Student entdeckte im Rahmen seiner Hausaufgaben im Statistik-Kurs, dass die Professoren ihre <Excel-Tabelle> falsch ausgefuellt hatten; ein (peinlicher) <Anfaenger-Fehler> hatte niemand erwartet, obwohl die <90-Prozent-Regel> (90 percent of GDP rule) bereits vorher umstritten war. Der junge Student und sein Universitaets-Lehrer entdeckten, dass die Harvard-Professoren (irrtuemlich) nur 15 von 20 Staaten beruecksichtigt hatten; dieser (Excel-) Fehler soll das Resultat wesentlich beeinflussen. Will Abe-Premier <Japans-Volkswillen> umgehen? (Thu. 25.04.2013 Smi) 自民党の安倍晋三総裁は高名な「憲法9条」を変えようとしている。そこに は例えば「国民は戦争を永久に放棄する」と規定されている。日本では憲法 改正には国会両院と国民の3分の2以上の賛成が必要だ。これ程多数の賛成を 直接得るのは容易ではないことを安倍さんは知っている、と言われている。 現在彼はこの野望を遂げる為に2段階で迂回策を講じようとしている。先ず3 分の2の多数を規定している「憲法96条」を修正する。安倍さんの要求は、 憲法改正には単純過半数の賛成で可能にするというもの。半官半民の放送局 NHKのアンケートに依ると、現在日本国民の僅か28%が3分の2の規定を変えて も良いと思っている。 （出典：2013年4月25日付ターゲス・アンツァイガー紙オンライン版） The Japanese LDP-Ministerpresident Abe Shinzo intends as it is well- known, to change <Article 9> of the Japanese Constitution; therin is written for instance that the <population abstains from war for ever>. For a constitutional amendment in Japan, it needs a two-thirds majority in both Chambers of the Parliament as well as the approval by the Japanese citizens. To achieve such a majority <directly> is said to be difficult that shall be known also by Abe-san. Now, he would like to accomplish his goal by making a <loop way> in two steps; for that ambition, first, he wants to have amended <Article 96> of the constitution, which requests a two-thirds majority. Abe-san's claim is that for a constitutional amendment only a <simple majority> shall be sufficient. According to a survey by the <semi-governmental> TV- station NHK, presently only 28% of the Japanese citizens approve an amendment of the two-thirdy majority article! Eine solche Mehrheit <direkt> zu erreichen sei jedoch schwierig, dies sei sich Abe-san bewusst, wird gesagt. Jetzt moechte er sein Ziel ueber einen <Umweg> in zwei Schritten erreichen; dazu will er zuerst den <Artikel 96> der Verfassung, welcher eine Zwei-Drittel-Mehrheit verlangt, aendern lassen. There was the suspicion that the company would employ Chinese without <working- or resident permit>. The police arrested nine persons, which had worked illegally without the necessary working permit at the company. Ten more persons were legally reported due to <violation against the alien law>; the responsibles of the company could be punished by the prosecution too with prison or with a penalty. The company was already once in the headlines this year because of <bad working conditions>; according to the <Financial Times>, there shall be also accusations in Indonesia that the company had employed there illegally Chinese. In the USA, the Group is blamed of doing industrial spying for the Chinese Government. Die Polizei fuehrte diese Woche eine <Razzia> bei der chinesischen Telecom-Zuliefer Firma <Huawei> in Duebendorf (ZH) durch; die Polizisten ueberprueften 230 anwesende Mitarbeiter. Es gab den Verdacht, die Firma beschaeftige Chinesen ohne <Arbeits- oder Aufenthalts-Bewilligung>. Die Polizei verhaftete neun Personen, welche illegal ohne die notwendige Arbeitsbewilligung in der Firma gearbeitet haetten. Zehn weitere Personen wurden wegen <Verstoss gegen das Auslaender-Recht> angezeigt; die Verantwortlichen der Firma koennen von der Staatsanwaltschaft ebenfalls mit Gefaengnis oder einer Geldstrafe bestraft werden. Die Firma war bereits einmal dieses Jahr in den Schlagzeilen wegen <schlechter Arbeits-Bedingungen>; gemaess der <Financial Times> soll es ebenfalls in Indonesien Vorwuerfe gegeben haben, die Firma beschaeftige dort illegal Chinesen. According to the <International Energy Agency>, there shall be an annual growth of more than 10% up to 2021 in that sector. With regard to key-products in the solar industry with lots of <intelligence>, there shall be even an annual growth of 14% up to 2017. <ABB> has identified a growth due to the falling prices for solar electricity, which is soon competitive with electricity made of nuclear power and coal and the increasing energy demand; with that takeover <ABB> prepares itself for the <solar-boom>. It was more than enough that's why we didn't touch all the meat and we asked the kind staff to take the left-over beef back to the kitchen.
