Zentral-Buerokratie zweckentfremdet Millionen Wiederaufbau-Geld? 野田首相は半分残った課題「津波被災地の復興」、「原発危機管理との闘い 」、そして「経済再生」を終わらせたいと宣言した。野田は既に9カ月前福島 の原発事故終息宣言をしている。多重災害に見舞われた三陸沿岸の被災者は 今も支援を待っており、復興は未だ殆ど手付かず！60%の復興計画は却下され 、多くは中断されている。復興予算は4年間で19兆円計上されたが、中央政府 の官僚は既に数100億円を目的以外に出費している事を、政権に近いテレビ局 NHKが最近報道した!!詳細をNHKは次の様に報じた（引用）：7,200万ユーロは 外務省が太平洋諸国と米国の学生を「日本への理解を深める為」東北招待に 費やした。4,200万ユーロは「核エネルギー庁」が「原子炉統合研究」に獲得 したと言われている。この為、野田の民主党が東北では人気が無いのは驚く に当たらない!! [WSNH: 驚いた事に、日本では政府の「国会監視」と管理が スイスの様に行われていないらしい。] （出典：2012年10月2日付ターゲス・アンツァイガー紙） The Japanese Ministerpresident Noda Yoshihiko declared this week his Government wanted to finish <half done> matters; thereby he mentioned the <reconstruction of the Tsunami-Region>, the <battle about the control of the nuclear crisis> and the <revitalization of the economy>. <Noda> claimed already nine months ago that the <remains of the nuclear power plant> in Fukushima were under control. The people affected by the multiple-disaster at the <Sanriku-Coast> are still waiting for support and the reconstruction has already hardly started! 60% of the reconstruction projects were refused and many are blocked. For the reconstruction are 190 billions Euro reserved for four years; despite that the <Central Bureaucracy> in Tokyo shall have <misused> already millions amounts according to a recent report by the <close to the government> TV-station <NHK>!! In details <NHK> named the followings (quote): 72 Mio. Euros shall have been taken by the <Foreign Ministry> in order to invite students from the Pacific States and the USA to <Tohoku> for a <<better understanding about Japan>>; 42 Mio. Euros are said to be taken by the <Agency for nuclear power energy> for the <research of fusion reactors>. It is therefore no surprise that the <Democratic Party DPJ> of <Noda> is not popular in Tohoku!! [WSNH: It is amazed that there is apparently no <parlamentary control> over the Government and the Bureaucracy in Japan, like in Switzerland.] Der japanische Ministerpraesident Noda Yoshihiko erklaerte diese Woche seine Regierung wolle <Halb-Fertiges> zu Ende fuehren; dabei erwaehnte er den <Wiederaufbau der Tsunami-Region>, den <Kampf um die Kontrolle der Nuklearkrise> und die <Wiederbelebung der Wirtschaft>. <Noda> behauptete schon vor neun Monaten die <AKW-Ruine> in Fukushima sei unter Kontrolle. Die von der Mehrfach-Katastrophe betroffenen Menschen an der <Sanriku-Kueste> warten weiterhin auf Unterstuetzung und der Wiederaufbau hat noch fast kaum angefangen! 60 Prozent der Aufbau- Projekte wurden abgelehnt und viele sind blockiert. Fuer den Wiederaufbau sind 190 Milliarden Euro fuer vier Jahre reserviert; trotzdem soll die <Zentral-Buerokratie> in Tokyo bereits Millionen- Betraege <<zweck-entfremdet>> haben, wie der <Regierungs-nahe> TV- Sender <NHK> kuerzlich berichtete!! Im Einzelnen nennt <NHK> folgendes (Zitat): 72 Mio. Euro habe das Aussen-Ministerium genommen um Studenten aus den Pazifik-Staaten und den USA nach Tohoku <einzuladen> fuer <<das bessere Verstaendnis von Japan>>; 42 Mio. Euro habe die <Agentur fuer Atom-Energie> genommen fuer die <Erforschung von Fusions-Reaktoren>. Es ist deshalb keine Ueberraschung, dass die <Demokratische Partei DPJ> von <Noda> in Tohoku nicht beliebt ist!! Neues Kabinett: <Image-Pflege> von <Noda-san>? (Mon 01.10.2012 Smi) 1年間に「三回目の内閣改造」で「身動きが取れなくなった」野田佳彦は、 支持率回復と自分の選挙を有利にしようとしたと報道された。評論家は、最 近の「民主党党首選」で自分を支持してくれた党員に特に役職を与えたと野 田を批判している。18の内10の大臣が新たに指名され、8人の新任の大臣は政 府経験が無く、新しい財務大臣城島光力は経験不足とみられている。前任者 の若造安住淳は力不足で野田さんの「代理人」でしかないと何人かのコメン テーターは評していた。2人の問題視されている政治家前原誠二と田中真紀子 の任命で、野田首相は矛盾するシグナルを発したと言われている。前原の 2009年外相の時の発言がもとで、中国と「領土問題」に発展したと同紙は報 じた。田中真紀子は新内閣唯一の女性で、親中派として中国との緊張緩和に 貢献する事を期待されている。野田政権の支持率は30%以下に下がっている。 消費税増税と2機の原発再稼働が原因で、国民は怒っていると言われている！ 今、青森で原発建設が再開された。 （出典：2012年10月1日付ターゲス・アンツァイガー紙） In the press it is written that with the <third reshuffle of the cabinet> within one year, the <struck> Noda Yoshihiko wanted to improve his popularity and his election chances. Critics accuse <Noda> that he shall have rewarded with positions particularly those party members, which had supported him recently for the re-election as <Leader of the DPJ-Party>. 10 out of 18 ministry positions were new appointments; 8 of the new ministers have <no Government-experience>; the new Minister of Finance Jojima Koriki is called to be <inexperienced>. The previous <youthful> Azumi Jun shall have little achieved and some commentators described him only as a <placer holder> of <Noda-san>. With the appointment of two disputed politicians, Maehara Seiji and Tanaka Makiko <Premier Noda> shall give inconsistent signals to the public. <Maehara> is said to have led the basis for the <territorial problem> with China by his statement in 2009 as Foreign Minister according to the newspaper. Tanaka Makiko is the only woman in the new cabinet and as <China-friendly> she shall help to contribute to a detente with China. The survey results for the <Noda> Government have dropped to less than 30%; the VAT-tax increase and the restart of two nuclear power reactors shall have caused to it and the citizens are said to be angry! Now, in <Aomori> the construction works for a nuclear power plant have even been restarted. In der Presse schreibt man, mit der <dritten Umbildung des Kabinetts> innerhalb eines Jahres, wolle der <angeschlagene> Noda Yoshihiko seine Beliebtheit und seine Wahl-Chancen verbessern. Kritiker beschuldigen <Noda> er habe insbesondere jene Partei-Mitglieder mit Posten <belohnt>, welche ihn neulich bei der Wiederwahl zum <DPJ-Partei- Vorsitzenden> unterstuetzt haetten. Es wurden 10 von 18 Minister- Posten neu besetzt; 8 der neuen Minister haben <keine Regierungs- Erfahrung>; der neue Finanz-Minister Jojima Koriki wird als <unerfahren> bezeichnet. Der bisherige <jugendliche> Azumi Jun habe wenig bewirkt und einige Kommentatoren bezeichneten ihn nur als <Platz-Halter> von <Noda-san>. Mit der Ernennung von zwei umstrittenen Politikern, Maehara Seiji und Tanaka Makiko gibt <Premier Noda> widerspruechliche Zeichen an die Oeffentlichkeit. <Maehara> habe 2009 als Aussen-Minister mit seiner Aussage das <Territorial-Problem> mit China <vorbereitet>, wird im Zeitungsbericht gesagt. Tanaka Makiko ist die einzige Frau im neuen Kabinett und als <China-freundlich> soll sie zu einer Entspannung mit China mithelfen. Die Umfrage-Werte fuer die Regierung <Noda> sind auf weniger als 30% gefallen; die Mehrwert- Steuererhoehung und der Wieder-Start von zwei Atom-Reaktoren haben dazu beigetragen und die Buerger veraergert! The arriving people shall have been divided into smalls groups and then were allowed to march into the direction of the embassy in company of officials in uniform. The journalist said that <in this way demonstrations were made in China>, when allowed, but that would happen only every couple of years. After the violent protests of that weekend, the party (KP) shall have been concerned and requested <moderation> and <wise patriotism>. The Chinese civil rights activist and artist Ai Weiwei is said to have explained that the <party (KP)> shall be behind the <Anti-Japan> protests. Weiwei said that the <last, true demonstration> in China, was <crushed down by tanks>. Weiwei said further that behind the demonstrations in many parts of the country were standing <encouragement by official representatives>. Der Korrespondent des <Tages-Anzeiger> berichtete, dass die <Partei demonstrieren lasse>; deshalb durften die Demonstranten vor der japanischen Botschaft in Peking aufmarschieren. Die eintreffenden Leute seien in kleine Gruppen eingeteilt worden und dann in Begleitung von Beamten in Uniform in Richtung Botschaft los geschickt worden. So demonstriere man in China, wenn demonstriert werden duerfe, meinte der Journalist und dies gebe es alle paar Jahre einmal. Nach den gewalttaetigen Protesten vom Wochenende habe die Partei (KP) beunruhigt <Maessigung> und <weisen Patriotismus> verlangt. Der chinesische Buergerrechtler und Kuenstler Ai Weiwei erklaerte, <die Partei (KP)> stehe hinter den Anti-Japan Protesten. Weiwei sagte, die <letzte, echte Demonstration> in China, sei <von Panzern nieder geschmettert> worden. Weiwei meinte weiter, hinter den Demonstrationen in vielen Teilen des Landes stehe <Ermutigung durch offizielle Vertreter>. (Wed. 03.10.2012 Smi) 電力供給に関して「国家に依る計画経済」は日本では終焉を迎えるようだ。 電力網は将来「電力のインターネット化」が進み、それによって日本では「 市場経済」が導入される。阿部力也教授の研究グループは、東京大学で既に 4年間新しい電力網の開発に取り組んできた。伝達手段はインターネットの 周辺機器に設置され、多くの大小の発電者が将来異なる電圧の電力を送電網 に送れるようになる！日本の研究者は、昨年「デジタルグリッド・コンソー シアム」を設立した。其処には特に日本の一流企業である <NEC>, <Hitachi>, <Kanematsu Electronics> 等が参加している。阿部教授は最近 <Strom-Router>の試作品を電力網の最重要部として発表した。将来すべての 消費者と発電業者に<IP-Adresse>が与えられる。全世界でこの「デジタル電 力網」が必要になる。全世界で再生可能エネルギー（太陽光と風力）への切 り替えが必要になるが、従来の原材料が限られている為。既存のスマートグ リッドは「革命」ではなく、現行システムの最適化でしかない。阿部教授は 自身を、権力喪失の危機に瀕する電力会社の「最大の敵」と呼ぶ!! （出典：2012年10月3日付ターゲス・アンツァイガー紙） The <state-directed economy> regarding to the energy supply shall come to an end in Japan; the grid (network) of the future will be an <<Internet of the Energy>> and therewith, the <market economy> shall be introduced in Japan. A group of researchers under the lead of Abe Rikiya is working already for four years on the development of a new grid at the <Tokyo University>. That vehicle is positioned on the peripheral strucutre of the Internet; many big and small producers can supply electricity in different voltage to the grid in the future! The Japanese researcher has established last year the <Digital Grid Consortium> on which particuarly leading Japanese enterprises such as <NEC>, <Hitachi>, <Kanematsu Electronics> etc. participate. Professor Abe presented recently the <grid router> as a prototype and the most important element of the new grid. In the future, every consumer and electricity plant will get an <IP-address>; the whole world needs a <digial grid>. A worldwide change to renewable energies (solar & wind) is needed because the conventional raw materials are limited. The existing <Smart Grid> is no <revolution>, but just an optimizing of the present system. Professor Abe named the <electricity enterprises> as the <biggest opponents> of his development because they are threatend by a loss of power. Eine Gruppe von Forschern unter der Fuehrung von Abe Rikiya arbeitet an der <Tokyo Universitaet> schon seit vier Jahren an der Entwicklung des neuen Strom-Netzes. Dieses orientiert sich an der dezentralen Organisation des Internet; viele grosse und kleine Produzenten koennen in Zukunft Elektrizitaet in unterschiedlicher Spannung in das Netz einliefern! The Swiss was honored for his long- standing commitment in the field of the environment in China within the scope of the co-operation of the two countries. Goetz was active particularly in the field of close to nature water engineering and the flooding prevention in China. It is the highest award for foreign specialists; it was handed over by Minister president Wen Jiabao and consists of a medal and a certificate. Der Schweizer Andreas Goetz, Vizedirektor im Schweizer Bundesamt fuer Umwelt (BAFU) wurde kuerzlich in Peking mit dem <Friendship Award> der chinesischen Regierung ausgezeichnet. Der Schweizer wurde fuer seinen langjaehrigen Einsatz im Bereich der Umwelt in China im Rahmen der Zusammenarbeit der beiden Laender ausgezeichnet. Goetz zeichnete sich insbesondere im naturnahen Wasserbau und der Hochwasser-Vorbeugung in China aus. Es ist die hoechste Auszeichnung fuer auslaendische Fachleute; sie wurde durch Ministerpraesident Wen Jiabao uebergeben und besteht aus einer Medaille und einer Urkunde. EU-Stress-Tests: Sicherheits-Maengel bei den AKW's. 公開には時期尚早の報告書の草稿によると、ヨーロッパの原発の安全性欠如 が示されたと言われている。「EUストレステスト」の暫定結果で、対象とな ったのはヨーロッパとスイス、ウクライナの145の原子力発電所。欧州委員会 によると、原発事業者は今後10年間で最大250億ユーロを改善に費やさなけれ ばならない！特に批判されたのはフランスの原発で、ドイツの既存の原発も 同様に安全性の欠陥が認められた。特に深刻な欠陥があったのはフィンラン ドとスウェーデンの二つの原発！スイスの原発は良い評価を受けた。 （出典：2012年10月2日/5日付ターゲス・アンツァイガー紙） According to a draft report, which was made public premature, it is said that the nuclear power plants in Europe have safety-deficiencies; that is the temporary result of the <EU-Stress-Tests> at 145 nuclear power plants in Europe as well as in Switzerland and in the Ukraine. According to the <EU-Commission> the nuclear power plant companies have to invest up to 25 bn. Euros for the removal of defects in the next 10 years! Particularly critized were the nuclear power plants in France, however at the still existing nuclear power plants in Germany, there are safetey gaps too. Particular serious defects are said to exist at two nuclear power plants in Finland and Sweden! Swiss nuclear power plants are said to have been jugded as good. Gemaess einem Berichts-Entwurf, welcher vorzeitig an die Oeffentlichkeit kam, weisen die Atomkraft-Werke in Europa Sicherheits- Maengel auf; dies ist das provisorische Ergebnis der <EU-Stress-Tests> bei 145 Atomkraft-Werken in Europa sowie der Schweiz und Ukraine. Gemaess der EU-Kommission muessen die AKW-Unternehmen in den kommenden 10 Jahren bis zu 25 Mrd. Euro in die Behebung der Maengel investieren! Besonders kritisiert werden Atomkraft-Werke in Frankreich, bei den (noch) bestehenden AKW's in Deutschland gibt es jedoch ebenfalls Sicherheits-Luecken. Besonders schwere Maengel gebe es bei zwei AKW's in Finnland und Schweden! Schweizer AKW's seien gut beurteilt worden. Universitaets-Rangliste: ETH-Zuerich an der Spitze. 「タイムズ高等教育2012/13」の新しい大学順位表（世界の大学順位）は連 邦工科大学ツューリッヒ校をアングロサクソン以外の大学では最高と評価し 、<ETH>は12位に順位を上げた。世界上位100校の中にスイスの大学は3校、 上位200校の中には7校が入った。連邦工科大学ローザンヌ校は40位で、英国 以外のヨーロッパの大学の中では2位になった。順位の評価基準は出版の頻 度で、従って英語は特に重要になる。 （出典：2012年10月4日付ターゲス・アンツァイガー紙） At the new <Times Higher Education 2012/13 World University Rankings>, the ETH Zurich (Swiss Federal Institute of Technology Zurich) is the <Best> non Anglo-Saxon University; the <ETH> improved itself even to the ranking no. 12. Among the worldwide TOP 100 are three Swiss Universities and among the TOP 200 are seven Swiss Universities. The <EPFL Lausanne> is located on Rank No. 40 and is thereby the <second- best> University in Europe outside the United Kingdom (UK). A particularly important criteria for the <ranking> is the frequency of publication and thereby the English language. In der neuen <Times Higher Education 2012/13> Universitaets-Rangliste (World University Rankings) ist die <ETH Zurich> (Swiss Federal Institute of Technology Zurich) die <Beste> nicht-angelsaechsische Universitaet; die <ETH> verbesserte sich sogar auf <Rang No. 12>. Unter den weltweit TOP 100 befinden sich drei Schweizer Universitaeten und unter den TOP 200 sind es sieben Schweizer Universitaeten. Die <EPFL Lausanne> liegt auf Rang No. 40 und ist damit die <zweit-beste> Universitaet in Europa ausserhalb UK (United Kingdom). Als Kriterium fuer das <Ranking> ist die Haeufigkeit der Publikation und damit die englische Sprache besonders wichtig. We were expected by a kind staff of the <Iori> organization and instructed about all the necessary things regarding to our stay in Kyoto. The <Iori> provides a large choice of tea and fresh coffee, which you can easily prepare with the equipment on site. Later on we made a short walk on foot to explore the neighborhood.
