Fast sibirische Temperaturen in der Schweiz. (Fri. 03.02.2012 Smi) 2012年1月は、例年より3度ほど気温が高くスイスの冬としては暖かい月であ ったが、ロシアからの寒気団のために気温が急に下がった。今後2週間ほど氷 のような気候となり、日中の気温も氷点下が続く。2月は、日中の気温がマイ ナス7度で始まり、冷たい北風のために体感温度はさらに低くなっている。空 気は乾いているため、雪はほとんど降らない。本日の気象庁の発表によれば 、昨夜はこの冬一番の冷え込みとなった。グラウビュンデン州のアルプス地 方では、最低気温がマイナス27度を記録したが、ドイツ語圏スイスの平地で もマイナス15.9度に冷え込んだ。週末と来週はさらに気温が下がる模様。こ れまでの最低気温は、1987年1月12日にジュラ州の地方自治体「Brevine」で 記録されたマイナス41.8度で、「Brevine」はスイスのシベリアと称されてい る。1991年2月7日にシュヴィーツ州のグラットアルプではより低い気温、マ イナス52.5度が記録されたが、公式に認められていない。（2012年2月3日付 ターゲス・アンツァイガー・オンライン/Blick.chなど複数のメディアより） The Month of January 2012 was about up to three degrees Centigrades too warm in Switzerland for a winter month. With a cold front from Russia the temperatures have changed now considerably and for about two weeks, ice-cold weather is forecasted, of which the temperatures will remain below the freeze point during daytime. The month of February started with temperatures of minus 7 degrees Celsius at the day and together with a moderate north wind (bise), the cold feeling will increase again considerably. The weather will remain dry with little snowfall. The weather services informed today about the so far coldest night in this winter; on an Alp in the Canton of Graubuenden, the lowest Swiss temperature with minus 27 degrees Celsius was recorded; but also in the lowland of the German part the temperatures decreased to minus 15,8 degrees Celsisus. For the weekend and next week even colder weather is expected. The actual cold record is orginated from Januar 12, 1987 with (-) 41.8 degrees Celsius and it was registered in the commune of <La Brevine> in the Jura. That location is also called the <Siberia> of Switzerland. A more colder temperature was measured on February 7, 1991 on the <Glattalp> (Canton of Schwyz) with (-) 52.5 degrees Celsius; that data is however not officially recognized. Der Monat Januar 2012 war fuer einen Wintermonat in der Schweiz um bis zu drei Grad Celsius zu warm. Mit einer Kaltfront aus Russland haben die Temperaturen jetzt wesentlich geaendert und fuer zirka zwei Wochen gibt es jetzt eiskaltes Wetter, wobei die Temperaturen auch tagsueber unter dem Gefrierpunkt verharren werden. Der Monat Februar startete mit Temperaturen von minus 7 Grad Celsius am Tag und zusammen mit dem maessigen Bise-Wind verstaerkte sich das Kaeltegefuehl nochmals erheblich. Das Wetter bleibt trocken und es gibt nur wenige Schneeflocken. Die Wetterdienste meldeten heute die soweit kaelteste Nacht in diesem Winter; auf einer Alp im Kanton Graubuenden gab es die tiefste Temperatur mit minus 27 Grad Celsius, aber ebenfalls im Flachland der Deutschschweiz sanken die Temperaturen auf minus 15.8 Grad Celsius. Fuer das Wochenende und die kommende Woche wird sogar noch kaelteres Wetter erwartet. Der bisherige Kaelterekord stammt vom 12. Januar 1987 mit (-) 41.8 Grad Celsius und wurde in der Gemeinde <La Brevine> im Jura gemessen. Dieser Ort wird ebenfalls als <Siberien> der Schweiz bezeichnet. Eine noch kaeltere Temperatur wurde am 7. Februar 1991 auf der Glattalp im Kanton Schwyz mit 52.5 Grad Celsius gemessen; diese Messung wird jedoch offiziell nicht anerkannt. The number of elderly citizens (seniors) shall simulteanously double to 40% of the population. Responsible for that is the aging and the low birthrate in the country. The average lifespan will increase in the year 2060 onto 90.93 years for women and 84.19 years for men; in the year 2010 it was at 86.39 years for women and for men at 79.64 years. According to the forecast, the number of wage earners in the age of 15 to 64 years will decrease to about half of the population. The average fertility rate will decline from 1.39 children per woman to only 1.35 children in the year 2060. Each woman should give birth to an average of two children in order to maintain the population size. Schweizer wollen nicht mehr Ferien. (Fri. 03.02.2012 Smi) 2012年3月11日に、労働組合「Travail Suisse」の国民発議「すべての人に6 週間の休暇」が国民投票にかけられる。gfs.bern研究所の最新のアンケート によれば、スイスの有権者の39％のみが賛成票を投じるようだ。アンケート に答えた有権者の55％は反対している。同国民投票に賛成している人の多く は中道左派。2012年3月11日の投票に対する関心はあまり高くない。質問を 受けた1,208人の有権者の39％しか投票しないようだ。 （2012年2月3日付けターゲス・アンツァイガー・オンラインより） On March 11, 2012 it will be voted about the people's initiative <6 weeks holidays for everybody> launched by the Swiss labor union <Travail Suisse> (Work Switzerland). According to a present survey of the research institute gfs.bern, presently only about 39% of Swiss voters would accept that initiative; 55% of the questioned people would reject the initiative. The approval to the initiative comes mostly from people originated politically left of the middle. Overall the interest of the questioned persons regarding to the votes of March 11, 2012 is presently rather low; at the moment only 39% of the questioned 1,208 cititizens will participate on the vote. Am 11. Maerz 2012 wird ueber die Volksinitiative <6 Wochen Ferien fuer alle> der Gewerkschaft <Travail Suisse> abgestimmt. Gemaess einer aktuellen Umfrage des Forschungsinstituts gfs.bern wuerden aktuell nur zirka 39% der Schweizer Stimmbuerger der Initiative zustimmen; 55% der befragten Personen lehnen das Begehren ab. Die Zustimmung fuer die Volksinitiative kommt mehrheitlich von Leuten links der Mitte. Insgesamt ist das Interesse der Befragten an den Abstimmungen vom 11. Maerz 2012 bisher gering; derzeit wollten nur 39% der befragten 1,208 Stimmbuerger daran teilnehmen. Checkliste und Verhalten bei AKW-Unfaellen. (Tue. 31.01.2012 Smi) スイス全土で年に一度、災害時に警報が正しく作動するか確かめる為の試験 が実施される。2012年2月1日の試験では、スイスの警報の98%が完全に機能し た事を示し、発見された欠陥は現在改善が取り組まれている。住民を守る為 スイスには合計およそ8,200以上の警報が設置されている。その内4,700の警 報は固定して設置されており、2,800の警報は移動式に設置されている。連邦 国民保護局(BABS)はこの程新しい情報宣伝活動を開始した。危険区域になる 可能性のある地域住民へ、原発事故が起きた際にとるべき行動を知らせる事 にした。関係する地域住民には数日中にチェックリストが配布される。スイ スに在る5か所の原子力発電所周辺の緊急保護区域１と２に住む人々が対象。 原発周辺20km圏内に住む人々に、行動のチェックリスト、背景情報、危険区 域の地図、自治体のリスト、これ等の書類を納めるプラスティック製フォル ダーが配布されるが、深刻な事態に備えて7年前に支給されたヨウ素剤もこ の中に保管する事になっている。ヨウ素剤は自治体に追加注文できる。最悪 の事態の避難計画は現在連邦工科大学ツューリッヒ校で策定中で、年末まで に報告書が提示される事になっている。（出典：2012年1月31日付ターゲス・ アンツァイガー紙/連邦国民保護局 <BABS>） In Switzerland countrywide a test of the alarm sirens is conducted once a year in order to check whether the sirens function correctly in the event of a catastrophe. The test on February 1st, 2012 showed that the sirens in Switzerland work perfectly at a level of 98%; the confirmed shortcomings will now be immediately eliminated. For the safety (protection) of the population, Switzerland is provided with a total of about 8,200 sirens; 4,700 sirens are permanently installed and 2,800 sirens are mobile ones. The Swiss Federal Office of Population Protection (BABS) has now started a new information campaign of which households located in probably endangered zones, will be informed regarding to the behavior in case of a nuclear power plant accident. The population in the affected regions will receive these days a checklist; that are inhabitants living in the emergency zones one and two in the neighborhood of one of the five Swiss nuclear power plants. The zones apply to a radius of 20 kilometers around a nuclear power plant. The people there receive a checklist regarding to the behavior, background information, a map with the emergency zones mentioned as well as a list of the communes, a plastic wrapper for storing all the information; the iodine tablets received seven years ago for the emergency case should be stored inside too. Iodine tablets can be reordered at the local commune. Evacuation plans within the scope of <Worst-case> scenarios are presently developed by the ETH Zurich and by the end of the year, a report shall be established. In der Schweiz wird landesweit einmal jaehrlich ein Test der Alarm- Sirenen durchgefuehrt um zu pruefen, ob die Sirenen im Katastrophenfall einwandfrei funktionieren. Der Test vom 01.02.2012 zeigte, dass die Sirenen in der Schweiz zu zirka 98% perfekt in Ordnung waren; festgestellte Maengel werden jetzt sofort behoben. Zum Schutz der Bevoelkerung verfuegt die Schweiz total ueber zirka 8,200 Sirenen; davon sind 4,700 Sirenen fest und 2,800 Sirenen mobil installiert. Das Bundesamt fuer Bevoelkerungsschutz (BABS) hat jetzt eine neue Informations-Kampagne gestartet, mit welcher Haushalte, welche in moeglicherweise gefaehrdeten Zonen wohnen, ueber das Verhalten bei einem Atomkraftwerk-Unfall informiert werden. Die Bevoelkerung in den betroffenen Regionen erhaelt in diesen Tagen eine Checkliste; das sind Leute, welche in den Notfallschutz-Zonen 1 und 2 in der Umgebung der fuenf Schweizer Atomkraftwerke (AKW) wohnen. Die Zonen betreffen einen Umkreis von 20 Kilometer um eines der Atomkraftwerke (AKW). Die Menschen erhalten eine Checkliste zum Verhalten, Hintergrund-Informationen, eine Landkarte mit den Notfallzonen sowie Liste der Gemeinden, eine Kunststoff-Mappe zum Aufbewahren aller Unterlagen sowie der zirka vor sieben Jahren erhaltenen Jodtabletten fuer den Ernstfall. Jodtabletten koennen bei der Gemeinde nachbestellt werden. Evakuierungsplaene im Rahmen von <Worst-Case> Szenarien werden derzeit durch die ETH Zuerich ausgearbeitet und dazu soll bis Ende Jahr ein Bericht vorliegen. Schweizer Handelsbilanz 2011 (noch) mit Rekord-Ueberschuss. スイスフラン高と多くの市場で需要が低迷しているにも拘らず、スイスの輸 出産業は厳しかった2011年にも貿易黒字をもたらした。240億スイスフランの 黒字は記録的な数字で、2010年よりも40億スイスフランも多い。スイスの輸 入は1,377億スイスフランで前年比ほぼ同水準。スイスの輸出産品は1,976億 スイスフランで2.1%増加した。これは特にアジア市場向で時計の輸出が大き く増加した事に依るもので、ほぼ90億スイスフランに達し、2008年の記録に 迫る。時計産業の輸出は19.3%増加し、金属産業の増加は僅か2.2%、機械産 業は1.2%に止まった。その他の全分野の輸出が減少した。スイスの輸出合計 に占める時計産業の割合は10%近く、化学、製薬企業の割合は38%。（出典： 2012年2月3日付ターゲス・アンツァイガー紙/2012年2月2日付連邦関税局） Despite the strong Swiss currency (CHF) and a weaker demand in different markets, the Swiss export industry produced a trade balance surplus in the difficult year 2011. With a surplus of 24 billion Swiss Francs (CHF) even a record result was generated; with an amount of 4 billion CHF the result was even higher than in the year 2010. The imports into Switzerland amounted to 137.7 billion CHF (-0.1%) and were therefore nearly unchanged as in the previous year. Switzerland exported goods and merchandise with a value of 197.6 billion CHF; that is even an increase of 2.1%. That was reached particularly thanks to the strongly increased export of watches and a major demand from Asia; that figure is however still nearly 9 billion CHF below the record result of the year 2008. The exports in the Swiss watch industry increased by 19.3%, in the metal industry the exports went up only by 2.2% and in the machine industry the figure was up by1.2%. The exports in all the other sectors declined; the watch industry has a share of nearly 10% on the total of the Swiss exports and regarding to the chemical- and pharmaceutical enterprises the share amounts to 38%. Trotz der starken Schweizer Waehrung (CHF) und einer schwaecheren Nachfrage in verschiedenen Maerkten erwirtschaftete die Schweizer Export-Industrie einen Handelsbilanz-Ueberschuss im schwierigen Jahr 2011. Mit einem Ueberschuss (plus) von 24 Mrd. Schweizer Franken (CHF) resultierte sogar ein Rekord-Ergebnis; dieses war mit 4 Mrd. CHF noch hoeher als im Jahr 2010. Die Importe in die Schweiz betrugen 137,7 Mrd. CHF (-0,1%) und waren damit beinahe gleich hoch wie im Vorjahr. Die Schweiz exportierte Waren und Gueter im Wert von 197,6 Mrd. CHF; dies ist sogar eine Zunahme um 2,1%. Dies ist insbesondere den stark gestiegenen Uhren-Exporten und einer grossen Nachfrage aus Asien zu verdanken; dieser Wert liegt jedoch weiterhin fast 9 Mrd. CHF unter dem Rekord-Ergebnis aus dem Jahr 2008. Die Exporte in der Uhren- Industrie erhoehten sich um 19,3%, in der Metall-Industrie stiegen die Ausfuhren nur um 2,2% und in der Maschinen-Industrie waren es noch 1,2%. Bei allen uebrigen Sektoren gingen die Exporte zurueck; die Uhren-Industrie hat einen Anteil von fast 10% am Total der Schweizer Exporte und bei den Chemie- und Pharma-Unternehmen betraegt dieser 38%. TCS-Pannen-Dienst mehr als 8,000 Anrufe. (Sat. 04.02.2012 Smi) 平野部でも日中氷点下10度を下回る凍てつく寒さに、TCS修繕サーヴィスの 電話が鳴りっ放しになった。殆どの運転者はバッテリーの消耗、ドアの鍵と ハンドブレーキの凍結で電話をしてきた。TCSの広報担当者に依ると、この 日の終わりまでに1万件の電話があった。前回これ程多く修繕サーヴィスの 依頼があったのは12年前。金曜日には既に5千件の電話があった。2月の平均 電話件数は1日1,400件程度。TCSは220台をパトロールに出動させており、現 状待ち時間は通常の30分より急激に長くなっている。氷点下20度では自動車 のバッテリーの性能は半減する。 （出典：2012年2月4日付 NZZ紙オンライン版/SF-TV） The icy cold weather, which brought to the lowland also temperatures of below minus 10 degree Celsius at daytime, caused the telephones at the TCS-break-down service to <get hot>. Most of the automobilists called the service up because of empty car batteries, frozen car door locks and handbrakes. According to a spokesperson of the TCS (Touring Club Switzerland), the number of phone calls will exceed the level of 10,000 calls by the end of the day. The last time such a big number of emergency calls happened twelve year ago. Already on Friday, 5,000 phone calls were accepted; in the month of February, the average number of calls is otherwise about 1,400 phone calls per day. TCS has 220 patrols in operation; presently the waiting time is however considerably longer than the ordinary 30 minutes. At a temperature of minus 20 degree Celsius, the performance of a car battery is reduced by half. Gemaess einem Sprecher des TCS (Touring Club der Schweiz) wird bis am Ende des Tages die Zahl von 10 000 Telefon-Anrufe uebertroffen werden. Letztmals gab es vor zwoelf Jahren eine so grosse Zahl von Anrufen an den Pannendienst. Bereits am Freitag wurden 5,000 Anrufe entgegen genommen; im Monat Februar sind es sonst im Durchschnitt zirka 1 400 Anrufe pro Tag. (Thu. 02.02.2012 Smi) バーゼル市に犬専用の運動場が「ホルブルクパーク」に出来た。試験的試み の一環で初の公式犬用グランドが今週開かれた。公園に在るこの犬用グラン ドは柵で囲まれていて、別の入口から入る。遊び場はスイスの動物保護法に 沿って、毎日犬に必要な自由に走る場が整備されている。バーゼル市保健局 に依ると、バーゼルの犬およそ4,100頭の飼い主が招かれ、飼い犬をそこで 遊ばせた。これまで犬を自由に走らせられる場所は無かった。犬の運動場の 広さは600平方メートルで、市の園芸担当部門が管理する。費用は13,000スイ スフランかかるが、市の保健局が負担する。このプロジェクトはスイスでは 初めての試みで、外国ではウィーンやプラハに既にこの様な場所が設けられ ている。（出典：2012年2月2日付バーゼルラントゥ紙） The dogs of the City of Basle have received their own playground inside the <Horburgpark>; within the scope of a pilot project, the first official dog area was inaugurated this week. The ground for the dogs inside the park is bordered with a fence and it is provided with a separate entrance. The playground was established based on the Swiss Animal Protection Law, which requests a daily <running off- leash> for dogs. According to the Health Department of the City of Basle, the owners of the around 4,100 Basle dogs are invited to let their dogs play on the ground. So far there was no possibility to let the dogs run freely (off-leash); the playground for the dogs has a surface of 600 square meters and it will be maintained by the City Garden Department, whereas the investment cost of Swiss Francs (CHF) 13,000 are paid by the Health Department. The project is Switzerland -wide unique; only in abroad in Vienna or Prague such dog grounds do exist already. Die Hunde der Stadt Basel erhalten im <Horburgpark> einen eigenen Spielplatz; im Rahmen eines Pilotprojektes wurde das erste offizielle Hunde-Areal diese Woche eroeffnet. Das Gelaende fuer die Hunde im Park ist mit einem Zaun abgegrenzt und verfuegt ueber einen separaten Eingang. Der Spielplatz wurde basierend auf dem Schweizer Tierschutz- Gesetz eingerichtet, welches einen taeglichen Freilauf fuer Hunde verlangt. Gemaess dem Gesundheitsdepartement Basel sind die Besitzer der rund 4 100 Basler Hunde eingeladen, ihre Hunde auf dem Areal spielen zu lassen. Bisher gab es keine Moeglichkeiten die Hunde frei laufen zu lassen; der Hunde-Spielplatz hat eine Flaeche von 600 Quadratmeter und wird durch die Stadt-Gaertnerei unterhalten, waehrenddem die Investitionskosten von CHF 13 000 durch das Gesundheitsdepartement uebernommen wurden. In the evening or at night, in case it will be a bit cooler than you can start the perfect heating system (floor heating) and it gets warm and you feel fine. Having settled down at our accommodation, we started exploring the traditional area of Nagahama-City; sight-seeing spots, traditional Japanese shops and restaurants everything is accessible in a few minutes on foot. The variety of all the different traditional Japanese craft shops, restaurants, cafes, etc. is amazing and it is difficult to find such a place elsewhere in Japan. Freshly grilled rice crackers (sembei) are sold as well as onsen-manjyu type sweets with red azuki beans etc. There are several shopping alleys and charming back streets; at a corner is located the famous <Kurokabe Glass Museum>. The building constructed 100 years ago was once a bank. It attracts always lots of visitors. The houses in that city area are carefully maintained and looked after; we couldn't see any <ugly> modern buildings, which often disturb the character of Japanese traditional towns.
