(Sat. 03.12.2011 Smi) カントン・グラウビュンデンの山岳部サヴィエンタールに在る小村「テン ナ」が、世界で初めてソーラー・スキーリフトを運転する。この地域は人気 のスキー場で、スキーリフトの改造は許可され、最近完了した。このスキー リフトは距離にして未だわずか45メートルだが、スキーピステには到達出来 るものの、スロープの距離は4.5キロメートルある。新しいソーラー・スキー リフトは82枚の「ソーラー翼」を装備しており、重さは100キログラム、それ ぞれ3枚の「ソーラーパネル」がリフトの数メートル上に固定されている。 「ソーラー・スキーリフト」は年間およそ9万キロワット/時を発電するが、 スキーリフトの運転に必要なのはわずか約25,000キロワット/時。余分の電力 は公共の電力網に供給される。 （出典：2011年12月3日付ターゲス・アンツァイガー紙） At the little Swiss village <Tenna> located in the Safiental (valley) in the mountains of the Canton of Graubuenden the first worldwide solar ski-lift is going into operation. The region is a popular ski area and the reconstruction of the ski-lift was approved and executed in a short time. The ski-lift has yet only a length of 450 meters; it makes accessible however ski slopes of a size of 4.5 kilometers. The <new> solar ski-lift is equipped with 82 so-called <Solar-Wings>, having a weight of 100 kilograms and each of it is equipped with three solar panels, which are installed some meters above the ski- lift. The new ski-lift produces about 90,000 kilowatt hours (kWh) electricity per year, of which only about 25,000 kilowatt hours (kWh) are used for the operation of the ski-lift. The surplus electricity will be injected to the public power network. Im kleinen Schweizer Dorf <Tenna> im Safiental im Gebirge des Kantons Graubuenden nimmt der erste Solar-Skilift der Welt seinen Betrieb auf. Die Gegend ist ein beliebtes Skigebiet und die Umruestung des Skilifts wurde in kurzer Zeit bewilligt und durchgefuehrt. Der Skilift hat zwar nur eine Laenge von 450 Metern, er erschliesst jedoch Skipisten mit einer Groesse von 4,5 Kilometern. Der <neue> Solar-Skilift ist mit 82 so-genannten <Solar-Wings> ausgeruestet, wobei diese 100 Kilogramm schwer sind und mit je drei <Solar-Panels> ausgestattet sind, welche einige Meter ueber dem Skilift fixiert sind. Pro Jahr liefert der neue <Solar-Skilift> zirka 90 000 Kilowatt-Stunden Strom (kW), wobei fuer den Betrieb des Skilift nur ungefaehr 25 000 Kilowatt-Stunden gebraucht werden. Lob fuer die Schweizer Nuklear-Aufsichtsbehoerde. 国際原子力機関の専門家による2週間の査察終了後、連邦原子力安全監視機 関（ENSI）は、彼らの仕事に対して総合で良い評価を受けた。専門家達は合 計19点の評価で報い、更に13項目の改善点を示した。専門家グループは14カ 国から2ダース以上の専門家で構成されていた。彼等は避難訓練と法的根拠 を審査、スイスの規則等を観察した。特に日本の原発事故に対するスイスの 反応が褒められた。<ENSI>の管理者は <IAEA>の改善提案を至急採り入れる 意向。（出典：2011年12月3日付ターゲス・アン ツァイガー紙） After the close of a 2-weeks control (peer review) by a group of experts of the International Atom Energy Agency (IAEA), the Swiss <Federal Nuclear Safety Inspectorate (ENSI)> received overall good marks for their work; the experts praised a total of 19 topics and handed over 13 recommendations. The expert body consisted of more than two dozens specialists from 14 countries. The observed among others an emergency exercise and they checked the legal foundations and the system of rules of Switzerland. In particular, the Swiss reaction after the nuclear disaster in Japan had happened was praised; the director (head) of <ENSI> wants to implement the recommendations of the <IAEA> rapidly. Nach Abschluss einer 2-woechigen Kontrolle (Peer Review) durch eine Expertengruppe der Internationalen Atom-Energiebehoerde (IAEA) erhielt das <Eidgenoessische Nuklear-Sicherheits-Inspektorat (ENSI)> insgesamt gute Noten fuer ihre Arbeit; die Experten lobten total 19 Punkte und gaben weiter 13 Empfehlungen ab. Die Expertengruppe setzte sich aus ueber zwei Dutzend Spezialisten aus 14 Laendern zusammen. Sie beobachteten unter anderem eine Notfall-Uebung und sie ueberprueften die gesetzlichen Grundlagen und das Regelwerk der Schweiz. Insbesondere wurde die Schweizer Reaktion auf die Nuklearkatastrophe in Japan gelobt; der Direktor von <ENSI> wird die Empfehlungen der <IAEA> rasch umzusetzen. Among the <Top 10> were also Geneva ranked as number 8 and Berne ranked as number 9. At the international ranking list regarding to <personal safety>, the two Swiss cities Berne and Zurich were ranked as number two behind Luxembourg; the City of Geneva was ranked here as number 6. The mentioned cities are considered to be the <safest> ones on the world. The company <Mercer> appraises in its ranking list the quality of living in 221 cities of the world; regarding to that a total of 39 criteria, among others, political, economical and social factors etc. are analyzed. Im aktuellen Lebens-Qualitaet-Report 2011 (Quality of living report) des Beratungsunternehmen <Mercer> belegt die Schweizer Stadt Zuerich nach Wien (Vienna) weltweit Platz Nr. 2 auf der Staedte-Rangliste, unter den <Top 10> liegen weiter Genf (Geneva) auf Rang Nr. 8 und Bern auf Rang Nr. 9. In der internationalen Rangliste bezueglich der persoenlichen Sicherheit weltweit liegen die beiden Schweizer Staedte Bern und Zuerich auf Rang Nr. 2 nach Luxemburg; die Stadt Genf belegt hier den Rang Nr. 6. Die genannten Staedte gelten als die <sichersten> auf der Welt. He pointed out that researchers in the Netherlands have genetically modified the avian influenza virus (Type H5N1) in the laboratory in such a way that it becomes dangerous for the humans (killer virus). The study of that group of researchers is presently under appraisal; the same process is under way for the study of the Japanese-American researcher group headed by Professor Kawaoka Yoshihiro.There is the risk that (such) data could be misused by states or terrorists for biological warfare agent. According to the Swiss expert, there is still a major backlog in the field of the regularization against an abuse of biotechnology. Der Schweizer Biowaffen-Experte Dr. Cedric Invernizzi vom Schweizer <Spiez Labor> warnt vor der Gefahr eines moeglichen Missbrauchs von Viren. Er weist darauf hin, dass Forscher in den Niederlande den Vogelgrippe-Virus (Typ H5N1) im Labor genetisch so veraendert haetten, dass er fuer den Menschen gefaehrlich wird (Killer-Virus). Die Studie dieser Forschungsgruppe ist derzeit unter Begutachtung; das gleiche gilt fuer die Studie der japanisch-amerikanischen Forschergruppe von Professor Kawaoka Yoshihiro. Es besteht das Risiko, dass (solche) Daten von Staaten oder Terroristen fuer Biokampf-Stoffe missbraucht werden koennten. As sample it calls the case of the Internet company owner Horie Takafumi, who was immediately arrested due to his crime and later he was sentenced to 2.5 years in prison. In the present case of <Olympus> however, the Justice (authorities) only <reluctantly> have started an investigation; according to the correspondent, the leadership (management) of <Olympus> that is said to have defrauded at least 1.5 bn. Swiss Francs of losses, might possibly <get away with a black eye> (unpunished). Here the Japanese justice (system) is asked, regarding to the prosecution to consider the consequences to the society. With view to the road traffic, there is a friendly <jog trot> in Japan; on motorways, nearly all people drive at a speed of 120 km/h despite a speed limit of 80 km/h. Moreover, stopping restrictions, prohibitory lines and ban on turns are ignored!! The <worst> are however the Japanese bicycle drivers; they observe NO traffic rules. Even the bicycle patrols of the police drive on the sidewalk; since March 2011 (Fukushima), there are even again more Japanese on the way by bicycle and that has increased the <friendly> chaos. Now, the police want to enforce a law from the year 1960 for the bicycle traffic; it rules that bicycles basically have to drive on the road. There are however exceptions depending on the circumstances; however, that matter isn't exactly well-regulated. Finally, it remains again up to the judgment of the individual policeman whether he wants to intervene or not. Consequently, everything remains the same as before! Im aktuellen Fall von <Olympus> hingegen, haette die Justiz nur <widerwillig> eine Untersuchung aufgenommen; gemaess dem Korrespondenten koennte die Fuehrung von <Olympus>, welche wenigstens 1,5 Mrd. Schweizer Franken Verluste unterschlagen habe, eventuell <mit einem blauen Auge> davon kommen. Hier ist die japanische Justiz angehalten, bei der Strafverfolgung die Auswirkungen auf die Gesellschaft zu beruecksichtigen. Im Strassenverkehr herrscht in Japan ein freundlicher <Schlendrian>; auf Autobahnen fahren trotz Tempo- Limite 80km, fast alle Leute 120 km. Zudem werden Halteverbote, Sicherheitslinien und Verbote zum Abbiegen nicht beachtet!! Am <schlimmsten> sind jedoch die japanischen Fahrrad-Fahrer; sie beachten KEINE Verkehrsregeln. Sogar die Fahrrad-Patrouille der Polizei faehrt auf dem Buergersteig (Fussgaenger-Weg); seit Maerz 2011 (Fukushima) sind noch mehr Japaner mit dem Fahrrad unterwegs und das <freundliche> Chaos nimmt weiter zu. Jetzt will die Polizei ein Gesetz von 1960 zum Fahrrad-Verkehr durchsetzen; es besagt, dass Fahrraeder grundsaetzlich auf die Strasse gehoeren. Es gibt es jedoch unter Umstaenden Ausnahmen, welche jedoch nicht explizit geregelt sind. Schlussendlich liegt es wieder im Ermessen des einzelnen Polizisten, ob er eingreifen will oder nicht. (Wed. 30.11.2011 Smi) 東京電力の情報に依ると、福島第一原発の壊れた原子炉にあった核燃料棒 は、メルトダウンした後格納容器をほとんど通り抜けていた。この事は新 たなシミュレーションで確認された。従って、核燃料集合体は、格納容器 の分厚いコンクリートの床の一部に達し、鋼鉄カバーの外部およそ30セン チメート近くにまで出て来た。この後格納容器は幾分冷却されたと言われ ている。共同通信の情報を引用したインターネット情報に依ると、東京電 力は2012年夏の電力供給量は確保し、同社の原発を運転させなくても電力 は間に合うと判断している。電力使用量が増えると予想されても、必要な エネルギーは水力や火力他のエネルギー源で代用出来る。東京電力は原発 の電力が無くても、来年の夏は停電は起きないと発表する意向。 （出典：2011年11月30日付ブリック紙＆インターネット情報） http://blog.livedoor.jp/sunlitplace/archives/53174856.html According to information by the enterprise <Tepco>, nuclear fuel rods located in the damaged nuclear reactor of <Fukushima Daiichi> had nearly broken through the safe protective shell after the nuclear meltdown; that was confirmed based on a new simulation. The nuclear fuel elements had reached therefore partly the thick concrete floor of the <Containment> (containment shell) and came up to about 30 centimeters close to the outside steel shell; since then, the elements are said to have cooled down to a certain extent. According to Internet sources, which refer to the news agency <Kyodo> <Tepco> is said to have calculated that their supply with electricity for the summer 2012 should be secured, even then when none of their own nuclear power plants were in operation. Even though an increase of the electricity consumption is expected, the necessary energy could be compensated by other energy sources such as water- or thermal power plants. With that <Tepco> intends to say that there should be no blackouts in the coming summer, even without electricity provided by nuclear power plants. Gemaess Information des Unternehmens <Tepco> haetten Brennstaebe im beschaedigten Atom-Reaktor von <Fukushima Daiichi> (Eins), nach der Kernschmelze beinahe den sicheren Schutzmantel durchbrochen; dies zeigte sich aufgrund einer neuen Simulation. Die Brennelemente erreichten demzufolge teilweise den dicken Betonboden des <Containment> (Sicherheitshuelle) und kamen der aeusseren Stahl- Ummantelung bis auf zirka 30 Zentimeter nahe; seither haetten sich die Elemente etwas abgekuehlt. Gemaess Internet-Quellen, welche sich auf die Nachrichtenagentur <Kyodo> beziehen, haette <Tepco> berechnet, dass ihre Versorgung mit Strom fuer den Sommer 2012 sichergestellt sei, sogar dann, wenn keines ihrer eigenen Atomkraftwerke mehr in Betrieb sei. Obwohl eine Zunahme des Stromverbrauchs erwartet werde, koennte die erforderliche Energie mit anderen Energie-Quellen wie Wasser- oder Waermekraft-Werke kompensiert werden. Damit will <Tepco> sagen, dass es im kommenden Sommer zu keinen Strom-Ausfaellen kommen sollte, auch ohne Strom aus Nuklear-Kraftwerken. Viele Neuheiten und Studien an <Tokyo Motor Show 2011>. 「東京自動車ショー2011」では、日本の自動車メーカーが多くの新型車と興 味深い研究を披露した。一方外国メーカーと輸入業者の初披露や新型車は全 く無かった。自動車ショーのテーマは「世界はクルマで変えられる。」トヨ タの展示場のスローガンは<Reborn>。ハイブリッド車の小型車<Aqua>は輸出 車の名称が<Yaris>で、福島の近くで製造され、合計6種類の新しい「ハイブ リッド車」が紹介された。マツダではデザイン用語「魂動」による新しい「 雄（TAKERI）」を紹介した。日産とホンダの2社は特に未来を見据え、更に 小規模のスバルと三菱、それにスズキとダイハツも新型車を発表した。 （出典：2011年12月3日付ターゲス・アンツァイガー紙） At the <Tokyo Motor Show 2011>, the Japanese manufacturers showed lots of novelties and interesting studies; regarding to the foreign manufacturers and importers there were however no <premiere> or novelties. As sign for the (re) start the motto at the exhibition was: <Mobility can change the world> and with regard to <Toyota> the slogan at their stall was <Reborn>. The new <hybrid> small car <Aqua>, which is exported under the name of <Yaris>, is manufactured near Fukushima; overall a total of six new <hybrid> vehicles were introduced. At <Mazda> the new model <Takeri> designed by the graphic <Kodo> was in the focus. Two other Japanese manufacturers <Nissan> and <Honda> particularly looked into the future; smaller brands like <Subaru> and <Mitsubishi>, but also <Suzuki> and <Daihatsu> presented new models too. Erste Schweizer Gemeinde mit LED-Strassenbeleuchtung. スイスの地方自治体「イグリス・ランドゥクゥワルトゥ」（カントン・グラ ウビュンデン）は、地域の街灯をLEDランプに変えたスイス初の自治体で、同 自治体は「エネルギー市のラベル」を認定されている。新しいLEDランプのお 陰で、消費電力が約60%減り、同時に照明の質も向上、光公害も少なくなった 。電気料金と維持費は11万スイスフランから僅か3万スイスフラン程度になっ た。680個所のランプを交換しなければならなかったが、新しいLEDランプの 寿命は古いものよりも遥かに長い。この新しい街灯はこの自治体を全スイス の「灯りの模範」にした。（出典：2011年11月29日付コープ新聞） The Swiss commune <Igis-Landquart> (Canton of GR) is the first Swiss commune that has changed its street lighting area-wide to <LED-lamps>; the commune had been awarded already the label of <Energy town>. Thanks to the new <LED-lamps>, the power consumption will decrease by about 60%, at the same time, the quality of lighting will however be improved and the <light pollution> will drop too. The energy- and maintenance cost will decrease from SFr. 110,000 to only about SFr. 30,000. 680 lamps had to be replaced; the new <LED-lamps> have however much longer life spans than the old ones. With the new street lighting, the commune has become Switzerland-wide a <shining example>. Passengers joining the aircraft by a connection flight have still to do the so-called <advanced registration of passport/API>; it then could happen that access to the country might be refused. We took off from Munich, enjoying a unique evening sky; it was a red sunset atmosphere, even though it was after 9 p.m. Upon arrival in Narita, it was a fairly cool middle of May Day, with a temperature of only 16 degrees Celsius. We dispatched our big luggage by courier service to our final destination and moved on to the domestic departure lobby for our connection flight to Osaka-Itami airport.
