The office of the <Financial Stability Board (FSB)> has its domicile in Basle; the body was established in the year 2009 as successor organization of the <Financial Stability Forum>. The Swiss feels that his appointment is an honor and he will commit himself to help to make the financial system more stable and efficient. The Swiss Government called the appointment a recognition for the commitment of Switzerland for a strengthening of the international rules and standards in the financial sector. Tepco uebernimmt keine Verantwortung fuer Atom-Katastrophe? 日本政府は東京電力に8,900億円（100億スイスフラン）の支援をし、それで 被害者に原発事故の補償が出来るようになる事から、最終的に日本国民（納 税者）が損害を支払う事になった。東電が支払うのは20億スイスフランで、 東電の経営陣は僅か20%の減給で賠償を賄う。東電の定年退職した元職員（80 歳以上）も年金を30%減らされ、地元の電力会社も同様に13億スイスフランの 費用負担をする。「福島第一原発」の廃炉は アキラ・トクヒロ氏によると約 30年要し、除染にはおよそ3万人の人員が必要。福島で被害を蒙った殆どの被 災者はこれまで補償金を全く受け取っていない。その為の申請用紙は2011年9 月に送られたが、60頁に及ぶ。日本の国会でも、記載例が添えられていない と東電を批判した。東電は保証要求を困難にする為意図的に複雑にしたと疑 われている。投資家に遡って償還請求される事から守る為、法的には保証金 は別会社が支払う事になっている。2011年3月11日の事故の僅か4日前に、東 電は原子力保安院に福島第一原発に関する津波の危険を警告する調査報告書 を提出していた。それにも拘らず、誰もそのような津波を予想出来なかった と言い争われている。新聞報道によると、東電は間違った情報を流して事故 の責任を管直人前首相のせいにしようと試みた。 （出典：2011年11月5日付ターゲス・アンツァイガー紙） The Japanese Government is to support the company <Tepco> with 890 bn. Yen (10 bn. CHF) so that the company <Tepco> can compensate the victims of the nuclear disaster caused by <Tepco>; so finally, the Japanese citizens (tax payers) have to pay for the damage. <Tepco> itself will pay only 2 bn. CHF; the management of <Tepco> participates on the cost only with a salary cut of 20%. Retired employees (> 80 years) of <Tepco> have even their pension cut by 30%; regional electricity companies pay 1.3 bn. CHF on the cost too. The dismantling of <Fukushima 1> shall take about 30 years according to Tokuhiro Akira; for the decontamination about 30,000 workers are needed overall. Most of the citizens affected by <Fukushima> have so far received yet NO money; the (compensation) form was mailed out only in September 2011 and it consists of 60 pages. The Japanese Parliament criticizes <Tepco> for not providing an information sheet for the fill-out of the form. It exists the suspicion that <Tepco> intends to make the requests for compensation intentionally complicated. Legally, the compensations are paid by a separate company in order to protect the investors of (possible) recourse claims. Only four days before the disaster of March 11, 2011 (11/03), <Tepco> handed over a study to <NISA> which warned about a serious <Tsunami-Risk> for <Fukushima 1>. Despite it, it was always argued that nobody could have expected such a <Tsunami>. According to the newspaper, <Tepco> has tried with directed misinformation to push the fault (responsibility) for the disaster to the former Prime Minister Kan Naoto. Damit die Firma <Tepco> die Betroffenen, der von ihr verursachten Nuklearkatastrophe entschaedigen kann, unterstuetzt die japanische Regierung die Firma mit 890 Mrd. Yen (10 Mrd. CHF); damit muessen jetzt die japanischen Buerger (Steuerzahler) fuer den Schaden bezahlen. <Tepco> will selber nur 2 Mrd. CHF bezahlen; die Leitung von <Tepco> beteiligt sich nur mit einer Lohn-Reduktion von 20% an den Kosten. Pensionierten Mitarbeitern (> 80 Jahre) von <Tepco> wurde sogar die Rente um 30% reduziert; regionale Strom-Unternehmen bezahlen ebenfalls 1,3 Mrd. CHF an die Kosten. Der Abbau von <Fukushima I (eins)> soll gemaess Tokuhiro Akira zirka 30 Jahre dauern; fuer die Dekontamination braucht es insgesamt etwa 30 000 Arbeiter. Die meisten von <Fukushima> betroffenen Buerger haben bis jetzt noch KEIN Geld erhalten; die Formulare dafuer wurden erst im September 2011 versandt und umfassen 60 Seiten. Das japanische Parlament tadelte <Tepco>, da es kein Merkblatt gab fuer das Ausfuellen des Formulars. Es besteht der Verdacht, <Tepco> wolle die Forderungen nach Kompensation bewusst schwierig gestalten. Juristisch werden die Entschaedigungen von einer separaten Gesellschaft bezahlt um Investoren vor Regressions- Forderungen zu schuetzen. Nur vier Tage vor dem Unglueck vom 11. Maerz 2011 (11/03), gab <Tepco> an <NISA> eine Studie, welche vor einem betraechtlichen <Tsunami-Risiko> fuer <Fukushima I (eins)> warnte. Trotzdem wurde immer behauptet, niemand haette einen solchen <Tsunami> erwarten koennen. Gemaess Zeitung habe <Tepco> mit gelenkten Fehlinformationen versucht, die Schuld fuer die Katastrophe auf Ex- Premier Kan Naoto zu schieben. The modest and shy Japanese Nishikori is already a celebrated sports star in Japan; he is so far the best ranked Japanese tennis player in the world ranking list. At the age of 19 years, he was then the youngest player in the <TOP 100>; due to an injury, he even dropped out of the world ranking list in 2009. Thanks to his personal target and commitment, he could come back into the ranking list under his <Project 45>. His new target is now a rank among the <TOP 20>. Der junge, erst 22-jaehrige Japaner Nishikori Kei steht ueberraschend im Tennis-Final des <Swiss Indoors> Turniers in Basel; er besiegte den Ersten der Welt-Rangliste Novak Djokovic in drei Saetzen und trifft damit eventuell auf den Schweizer Roger Federer. Der bescheidene und scheue Japaner Nishikori ist in Japan bereits ein gefeierter Sport- Star; er ist der bisher am besten klassierte japanische Tennis-Spieler in der Welt-Rangliste. Mit 19 Jahren war er damals der juengste Spieler in den <TOP 100>; wegen einer Verletzung fiel er im 2009 sogar wieder aus der Welt-Rangliste. Gute Noten fuer Schweiz von Transparency International. 「反買収組織」の「透明性インターナショナル（TI）」が、世界28カ国の経 済大国の「2011年贈賄指標」を公表、調査は質問に答えた経営者が付けたゼ ロ点から10点までの採点を基にした。「ゼロ」の評価は賄賂が常に成功する 事を意味し、「10点」は賄賂が成功した事が無い場合。順位表の最高にはス イスとオランダが同点で並び、両国の企業は賄賂を殆ど払わなかった。3位 はベルギーで、4位が日本、ぐっと下がって米国は10位、最下位は中国の27 位とロシアの28位。（出典：2011年11月2日付ターゲス・アンツァイガー紙） The <Anti-Corruption-Organization> <Transparency International (TI)> has published the <Bribe Payers Index 2011> regarding to the 28 worldwide major economies (nations); the investigation is based on the survey of business people, which could evaluate (distribute) points between nil and ten. The allocation of <nil> means, that bribe is always paid and the <ten> means, that bribe is never paid. On the top of the ranking list is placed with the same number of points Switzerland and the Netherlands; enterprises in this two countries use almost never bribes. Ranked as number three is Belgium and as number four Japan; further behind on the list is the USA ranked as number 10 and the worst rankings have China (as 27) and Russia (as 28). Die <Anti-Bestechungs-Organisation> <Transparency International (TI)> veroeffentlichte den <Bribe Payers Index 2011> betreffend den 28 weltweit groessten Wirtschaften (Nationen); die Untersuchung basiert auf der Befragung von Geschaeftsleuten, welche Punkte zwischen null und zehn verteilen konnten. Die Vergabe von <null> bedeutet, dass Schmiergeld (Bestechung) immer erfolgt und die <zehn> bedeutet, dass nie eine Bestechung erfolgt. An der Spitze der Rangliste liegen mit der gleichen Punktezahl die Schweiz und die Niederlande; bei den Unternehmen in den beiden Laendern kommt es fast nie zu einer Bestechung. Auf Platz 3 liegt weiter Belgien und auf Rang Nr. 4 ist Japan; weiter hinten befindet sich die USA auf Rang 10 und die schlechtesten Raenge belegen China (27) und Russland (28). Toyota-Pflegeroboter in klinischen Tests. (Wed. 02.11. 2011 Smi) トヨタ自動車は日本で介護・医療支援向けの将来性ある事業を開発、新事業 は「トヨタ・パートナー・ロボット」が運営する。現在4種類の介護ロボット が病院の介護士を補助する臨床実験に参加している。市場への投入は2013年 の予定。この器具はロボットと呼ばれている自動装置ではあるが、機械で人 型ロボットでは無い。トヨタの知能機械で、高齢者がもっと移動出来るよう になり、生活の質も向上する。トヨタはこの新事業で、自動車事業への依存 度を幾らか減らせる。利用者にとって使いやすいロボットの開発は、トヨタ が独自の知識と自動車技術を利用して出来た。4つのロボットの最も重要な 機能は、「患者の移動補助」で、介護士が患者を抱えなくても患者をベット からトイレへ運べる事。トヨタは藤田保健衛生大学病院と緊密な共同研究を 行い、サイトウ・エイイチ医師は新しい歩行補助機の共同開発に参加した。 （出典：2011年11月2日付ターゲス・アンツァイガー紙） http://www2.toyota.co.jp/jp/news/11/11/nt11_040.html <Toyota Motor Corporation> has discovered the promising business activities in the field of medical healthcare in Japan; the new business field is handled by the company <Toyota Partner Robots>. Presently, four care robots are doing clinical tests and their purpose is to support the nursing staff regarding to the care of (elderly) patients at hospitals. The market launch is planed for 2013; the appliances are called robots, because they can act automatically. They are however machines and not so called <humanoid> robots. Thanks to the intelligent machines of <Toyota>, elderly people will get more mobility and their quality of life will be improved. With that new business field, <Toyota> can reduce partly their dependence from the automobile sector; for the development of that user-friendly robots <Toyota> benefits from its own knowledge coming from the automobile technology. The most important of the four robots, is the <Patient Transfer Assistant>, which moves the patients from the bed to the toilet without that the nursing staff has to lift the patients by themselves. <Toyota> has a close co-operation with the <Fujita Health University Hospital>; the doctor Saitoh Eiichi has jointly developed a new kind of walker. <Toyota Motor Corporation> hat die erfolgsversprechenden Geschaeftsmoeglichkeiten in der medizinischen Pflege in Japan entdeckt; der neue Geschaeftsbereich wird durch die Gesellschaft <Toyota Partner Robots> bearbeitet. Noch ein <kleiner> Zwischenfall. (Thu. 03.11.2011 Smi) 東電の報告によると、福島第一原発で新しい核分裂の兆候があったらしく、 ホウ酸を施設の注水ラインから注入して、起こり得る連鎖反応を制御しよう とした。原子炉でキセノンが検出され、原子炉の一つで不具合が起きた可能 性を示唆した。東電はこの現象をもみ消そうとした模様で、特に危険な状況 では無いと説明した。この他、政治家園田康博は、福島の原発施設で採取し て浄化処理した水をコップ一杯飲んで見せ、出席していたジャーナリストに 原発周辺地域の安全性を示そうとした。 http://www.tepco.co.jp/nu/f1-np/press_f1/2011/htmldata/bi1849-j.pdf According to information by the company <Tepco>, there shall have been signs of an afresh nuclear fission inside the nuclear reactor of <Fukushima 1>; therefore, they had injected boric acid into the plant through a pipe system in order to have a possible chain reaction under control. It is said that radioactive Xenon was discovered in the reactor that could indicate about a possible failing in the reactor. <Tepco> tried to play down the incident with the statement that there was no particularly critical situation. Besides, the politician Sonoda Yasuhiro, drank a cup of water that was decontaminated and taken from the nuclear plant. With that action, he wanted to show, in presence of journalists, that the region around the nuclear power plant was safe. Zuerich: Elektro-Laub-Blaeser anstatt Benzin. (Tue 01.11.2011 Smi) 昔は箒とチリトリで落ち葉をかき集めていたものだが、今ではどこでも落ち 葉吹寄せ機を使っている。ツューリッヒ市はこれまでのモーターをガソリン で動かす機械を入れ替えることにした。新しい機械は電池による充電技術の ものにする。利点は二酸化炭素の排出量が減り、騒音もかなり軽減される。 加えて新しい機械は生垣と刈り込みバサミを直ぐに交換出来る。この新しい 充電式機械の値段はおよそ3,000スイスフランで、ガソリン・モーター型の3 倍するが、マルチ機能のお陰で著しく費用を抑える事が出来る。バッテリー は4時間の寿命で、エコ電力で再び充電する事が出来る。ツューリッヒ市はこ の新しい電子技術が広がり、家庭でも使われるようになれば価格も安くなる と確信している。（出典：2011年11月1日付ターゲス・アンツァイガー紙） The City of Zurich wants to replace its present appliances operated by a gasoline engine; the new appliances are based on an accumulator- technology meaning are operated by batteries. The advantage of it is that the CO2 output is less and the noise is lower too. Besides, the new appliances have the advantage, that hedge- and tree trimmers can be connected directly to it. The new battery operated device cost with about CHF 3,000 three times as much as the model with a gasoline engine, thanks to its multi-functionality, the cost are still significantly lower. The battery runs for four hours and then it can be reloaded by ecological power; the City of Zurich will purchase a total of 12 new leaf blowers. The City is convinced that the new electric technology will be propagated and privates will buy such machines too so that the prices will become cheaper. Frueher wurde mit Rechen und Besen Laub zusammen gekehrt; heutzutage braucht es dazu anscheinend Laub-Blaeser (Laubsauger). Die Stadt Zuerich wird seine bisherigen Geraete, welche mit einem Benzin-Motor laufen ersetzen; die neuen Geraete basieren auf der Akku-Technologie, werden also mit Batterie betrieben. Der Vorteil liegt darin, dass weniger CO2 ausgestossen wird und der Laerm viel geringer ist. Zudem haben die neuen Geraete den Vorteil, dass sich Hecken- und Baumscheren direkt anschliessen lassen. Das neue Batterie-Geraet kostet zwar mit zirka CHF 3,000 dreimal soviel wie das Benzin-Motor-Modell, dank seiner Multi-Funktionalitaet senkt es jedoch die Kosten bedeutend. Die Batterie laeuft vier Stunden und kann nachher mit Oeko-Strom wieder aufgeladen werden; die Stadt Zuerich wird insgesamt 12 neue Laub- Blaeser kaufen. Die Stadt ist ueberzeugt, dass sich die neue Elektro- Technologie verbreiten wird und Private ebenfalls solche Maschinen kaufen werden, wodurch die Preise guenstiger werden. The reason for it was a record level of the Japanese currency of 75.31 Yen against 1 US Dollar. The measure showed effect and within a short while, the rate dropped by more than 3% to nearly 79 Yen per 1 US Dollar. Besides, Japan is ready to invest also in the future into the Euro Rescue Funds (EFSF); Japan has already purchased about 20% of the debts coming from the Euro Rescue Funds. Die Massnahme zeigte Wirkung und innerhalb kurzer Zeit fiel der Kurs um ueber 3% auf fast 79 Yen pro 1 US Dollar. Zudem ist Japan bereit auch in Zukunft in den Euro-Rettungsfonds (EFSF) zu investieren; Japan hat schon zirka 20% der Schulden aus dem Euro-Rettungsfonds gekauft. Together with the reservation, the full cost of the accommodation had to be paid and the flight was reserved and the tickets paid too. Then, in March 2011, the tragic natural disaster followed by the nuclear catastrophe happened. We were in a question what to do about our vacation? There were several options, cancel the trip; postpone it to autumn 2011 or to 2012. We were observing the development of the situation in Japan closely; of course, we made a donation directly to the people in Fukushima, Miyagi and Iwate-ken, knowing that, direct help locally is the most efficient. We heard that regarding to the past Kobe earthquake the money had reached the victims through big organizations only months after the disaster. We finally decided to do our travel as planned based on the condition that we didn't disturb the recovery work in Japan hoping that due to our stay, we could make a modest contribution to the local tourism and to encourage the brave Japanese people by our visit.
