(Thu. 13.10.2011 Smi) 日本の読売新聞によると、日本の観光庁が1万枚の日本行き航空券（往復） を外国人に贈る計画があるようだ。こうしたキャンペーンで、自然災害と原 発事故で大きな被害を蒙った日本の観光を活性化させようというもの。前年 に比べて2011年6月と7月の観光客数は僅か36%だった。「無料」航空券が貰え る条件は、「日本観光庁」のオンラインに応募して、公開されることになる 旅行談を書く事。2012年4月から始まるこの計画だが、現在資金の目途を立て なければならない。（出典：2011年10月13日付ターゲ ス・アンツァイガー紙） According to Japanese newspapers (Yomiuri Shimbun) the Japanese Tourism Agency apparently intends to give away 10,000 airline tickets (go-and return) to Japan to foreigners. With such a campaign the Japanese tourism shall be activated, because it is strongly affected by the natural disaster and the nuclear power incident. Compared to the previous year, the number of tourists in the months of June/July 2011 reached only 36%. The conditions to get a <free> airline ticket is said to register online at the <Japan Tourism Agency> and to write an experience report about the travel, which will be published. The intended program shall be started in April 2012, however presently the financing of such a project has to be decided. Gemaess japanischen Zeitungen (Yomiuri Shimbun) beabsichtige die japanische Tourismus-Behoerde anscheinend 10 000 Flugscheine (hin und zurueck) nach Japan an Auslaender zu verschenken. Mit einer solchen Aktion solle der japanische Tourismus aktiviert werden, da dieser von der Naturkatastrophe und dem Atom-Unglueck stark betroffen ist. Im Vergleich zum Vorjahr erreichte die Zahl der Touristen in den Monaten Juni/Juli 2011 nur gerade 36%. Als Bedingung fuer einen <gratis> Flugschein muesse man sich online bei der <Japan Tourism Agency> anmelden und ueber die Reise einen Erfahrungsbericht schreiben, welcher veroeffentlicht werde. At the commune of <Kashiwa> a schoolyard was strongly contaminated so that the soil had to be removed from the ground. At the district of <Edogawa>, a baseball pitch was affected by radioactivity. Near a church in the district of <Sugamo>, the highest radioactive radiation was found. In another case, a bottle containing <radon> was found and that was the cause for the radiation. A provided, temporary report of an expert body of the <IAEA> could be summarized a bit exaggerated that Japan has now to live with an increased radioactivity. In that Japan is urged not to be overcautious; the <IAEA> recommends Japan marginally contaminated soil to declare as <harmless>. In verschiedenen Teilen von Tokyo werden zunehmend neue Orte mit hoher Radioaktivitaet entdeckt; es handelt sich um so-genannte <Hot-Spots>, welche vorwiegend von besorgten Eltern gefunden werden, die auf eigene Faust Messungen durchfuehren. Im Ort <Kashiwa> war ein Schulhof so stark verstrahlt, dass die Erde auf dem Boden weg genommen werden musste. Im Stadtbezirk <Edogawa> war ein <Baseball-Platz> von der Radioaktivitaet betroffen. Bei einer Kirche im Stadtteil <Sugamo> wurde die hoechste radioaktive Strahlung festgestellt. In einem anderen Fall wurde eine aufgefunde Flasche mit <Radon> als Ursache fuer die Strahlung ermittelt. Ein vorliegender, provisorischer Bericht einer Experten-Kommission der <IAEA> koennte etwas ueberspitzt so zusammen gefasst werden, dass Japan jetzt mit einer erhoehten Radioaktivitaet leben muesse. Darin wird Japan gemahnt, nicht <uebervorsichtig> zu sein; die <IAEA> empfiehlt Japan, gering fuegig verstrahlte Erde als <unbedenklich> zu erklaeren. Gewaltentrennung in Japan wird hinterfragt. These days the former journalist Nishiyama Takichi again painfully experienced that the Japanese Government can <rely on their justice (system)>. It was about the matter, that the Japanese Foreign Ministry cannot find anymore sensitive, secret contracts of the period of Prime Minister Sato Eisaku. In the past, the Public Prosecution Service didn't investigate whether the Government had <lied>, but they wanted to know how the journalist Nishiyama got in possession of the documents concerned. Then, the Japanese media supported the Public Prosecution Service too. At the actual judgment of the <Highest Court>, it was explained that the secret contracts had existed, but even though the plaint of Nishiyama-san was rejected. The Court said that it was plausible that those contracts were destroyed; the Government finds it not necessary to look again into to the archives. Nishiyama-san intends to appeal against the judgment once more; the correspondent doubts that he will have a chance at the <Highest Court>!! Obwohl ebenfalls in Japan eine Gewaltentrennung existiert, wird sie wahrscheinlich gerne nicht beachtet, weil die Verfassung nach dem Zweiten Weltkrieg von der US-Besatzungsmacht geschrieben wurde; dies ist die Meinung des Korrespondenten des Artikels. In diesen Tagen musste der ehemalige Journalist Nishiyama Takichi wieder schmerzlich erfahren, dass sich die japanische Regierung auf <ihre Justiz verlassen> kann. Es geht darum, dass das japanische Aussenministerium die heiklen, geheimen Vertraege aus der Zeit von Premier Sato Eisaku nicht mehr findet. In der Vergangenheit untersuchte die Staatsanwaltschaft nicht, ob die Regierung <gelogen> hatte, sondern wie der Journalist Nishiyama in den Besitz von Unterlagen gekommen war. Damals unterstuetzten die japanischen Medien ebenfalls den Staatsanwalt. Im aktuellen Urteil des <Obersten Gerichts> wurde erklaert, dass die Geheimvertraege existiert haetten, die Klage von Nishiyama-san wurde jedoch abgelehnt. Das Gericht hielt es fuer plausibel, dass die Vertraege vernichtet wurden; die Regierung findet es nicht fuer noetig nochmals in den Archiven zu suchen. Nishiyama-san will nochmals gegen das Urteil Berufung einlegen; der Korrespondent bezweifelt, dass er beim <Obersten Gericht> eine Chance hat!! Based on the draft of the speech of Noda Yoshihiko, he was going to speak at the UN-meeting for nuclear safety that Japan will need nuclear produced power also in the future. At home in Tokyo, he had however recently explained that it was unrealistic to believe that Japan could still build new nuclear power reactors after Fukushima. On the other hand, the old reactors had to be taken out of operation at the end of their lifespan. The political elite in Japan <tell to all, what the audience in each case just wants to hear>. According to the correspondent, in Japan nuclear power lobby and politics are closely affiliated; former bureaucrats are Governors at nuclear power plant locations, their close relatives work at nuclear power plant enterprises. In Japan even the media are part of that elite circle; they receive, like many politicians lots of money from the nuclear power plant companies. Gemaess dem Entwurf der Rede von Noda Yoshihiko sagte er am UNO-Treffen zur Nuklearsicherheit, dass Japan auch in Zukunft Atomstrom benoetige. Zu hause in Tokyo erklaerte er dagegen kuerzlich, dass es unrealistisch sei zu glauben, dass Japan nach Fukushima noch neue Atom-Reaktoren bauen koenne. Andererseits, muessten die alten Reaktoren am Ende ihrer Laufzeit vom Netz genommen werden. Die politische Fuehrung in Japan <erzaehlt allen, was sie jeweils gerade hoeren wollen>. Gemaess dem Korrespondenten, sind in Japan Atom-Lobby und Politik eng verbunden; ehemalige Buerokraten sind Gouverneure von Atomkraftwerk-Standorten, ihre nahen Verwandten arbeiten bei Atomkraftwerk-Unternehmen. In Japan gehoeren sogar die Medien zu dieser Elite; sie erhalten wie viele Politiker von den Atomkraftwerk-Firmen viel Geld. The Swiss companiy has a major Know-how regarding to the planning and building of photovoltaic plants on roofs of football stadiums; alone in Switzerland, a number of such solar plants were installed and all together, they supply electricity for 600 households per year. Internationally there is a big competition for such orders, for instance by SHARP, BP or Trina Solar from China. The Swiss company has received already more than 12 awards and their work enjoys a major recognition in circles of experts. It was a lucky coincidence that the Brazilians were informed about the <Know-How> of the Swiss company on their travel back by Zurich where they visited the company. Humans, who suffer under <autism>, have pain to communicate with other people or to integrate themselves into a group because of a developmental disorder. People with <autism> are normally intelligent or they have even special skills, for instance a superior memory for figures and they work very precisely. With such capabilities, they can particularly work in the field of computer science or accounting. The recently newly established company <Specialisterne Schweiz AG> offers initially 8 computer science working places for people with autism; in up to four years 80 working places shall be created. On the long-term, the manager hopes, that the company can cover up to 300 jobs. The Swiss company is an affiliate of the mother company in Denmark. Anstatt dass in Indien indische Informatiker Informatik-Auftraege (Software-Codes schreiben, Testen usw.) fuer Schweizer Unternehmen ausfuehren, sollen solche Taetigkeiten in Zukunft in der Schweiz von <Autisten> erledigt werden. Menschen, welche unter <Autismus> leiden, haben wegen einer Entwicklungs-Stoerung Muehe sich mit anderen Leuten zu verstaendigen und sich in eine Gruppe zu integrieren. Menschen mit <Autismus> sind normal begabt oder sie haben sogar spezielle Faehigkeiten, beispielsweise ein ueberdurchschnittliches Gedaechtnis fuer Zahlen und sie arbeiten sehr genau. Mit solchen Faehigkeiten koennen sie besonders in der Informatik oder Buchhaltung eingesetzt werden. Regarding to foreign holidaymakers the decline amounted even to 9.4% or 230,000 less overnight stays. The number of tourists from Asia increased however very strongly, but the decrease coming from the Euro space could never be compensated at all. According to an European holiday homes market study, that business sector has an annual growth potential of 2% to 6% in the coming years. Particularly young families prefer to stay at a holiday home instead of a hotel; those people book their reservations to a great deal through the Internet. A major agent of holiday homes is the Swiss company <Interhome>. The statistics shows further, that the Swiss citizens spend their holidays increasingly in their own country that means in the unique and gorgeous Switzerland country. Besonders junge Familien wohnen lieber in einer Ferienwohnung als im Hotel; diese Leute buchen ihre Ferienwohnungen zu einem grossen Teil via Internet. (Tue. 18.10.2011 Smi) 50年代に自動車会社トヨタは「看板方式」という成功概念を創り出し、在庫 費用を節約し不良品を防ぐ事が出来た。この基本方針を基に、必要なだけ必 要な物を時間通りに生産した。2011年3月11日の地震以来、産業界では「看 板方式」の信仰が揺らぎ、多くの企業がこの方式を維持しなくなった。例え ば世界最先端の電子部品を製造する日本企業のTDK。TDKは東北地方20ヶ所で 工場を操業しているが、停電で生産ラインが停止した。日本で経営者は停電 が起きる事を想定していないので、非常用発電機も設置していない。TDKは 下請け企業なので、この理念に反して独自の在庫を持っていた。供給障害が 発生すれば高額の違約金が発生する恐れがあるのだ。今後TDKは生産工程に 内部在庫を構築し、更にTDKは日本の国内工場にも非常用発電機を備える事 にした。他の企業でも工場の敷地内に風力発電装置を建設した。発電された 電力は通常利用されないので、東北電力に売却しようとした。日本の電力独 占企業はこれを拒否したが、多くのこのような問い合わせが有ったかららし い！！（出典：2011年10月18日付ターゲス・アンツァイガー紙） In the 1950ties the automobile group Toyota invented the success concept of <Just in time>; thanks to it storage costs could be saved and defective goods avoided. Based on that principle, it was manufactured only as required and exactly at the right point in time. Since the earthquake of March 11, 2011, the believe of the industry into <Just in time> was however shocked and many enterprises didn't keep on it any longer, for instance the Japanese group <TDK Corporation>, the world market leader for electronic components. <TDK> operates 20 factories in the <Tohoku> region; the production was interrupted due to loss of power. In Japan, the enterprise has no emergency generators because the management has never expected a loss of power here. <TDK> is a sub-supplier and contrary to the ideology held own stocks. In case of a delivery failure, there is a threat of high contract penalties. In the future <TDK> builds up interim storages within the scope of the production process; besides, <TDK> will equip its factories in Japan with emergency generators too. Another enterprise, builds wind turbines on its factory site for power generation; because the produced electric power normally needn't be used, that company wanted to sell it to the company <Tohoku Electric>. The Japanese electric monopoly company however declined, because they said they had received lots of such inquiries!! Basierend auf diesem Grundsatz wurde nur nach Bedarf und exakt zum richtigen Zeitpunkt produziert. Seit dem Erdbeben vom 11. Maerz 2011 wurde am Glauben der Industrie an <Just in time> jedoch geruettelt und viele Unternehmen halten sich nicht mehr daran, beispielsweise der japanische Konzern <TDK Corporation>, der Weltmarkt-Fuehrer fuer Elektronik-Komponenten. <TDK> betreibt in der Region <Tohoku> 20 Fabriken; die Produktion wurde wegen dem Stromausfall unterbrochen. In Japan verfuegt das Unternehmen ueber keine Notstrom-Generatoren, da man hier nie einen Stromausfall erwartete. <TDK> ist Unterlieferant und hatte entgegen der Ideologie eigene Lagerbestaende; bei einem Lieferausfall drohen hohe Konventionalstrafen. In Zukunft baut <TDK> im Rahmen des Produktions- Prozess Zwischenlager auf; zudem wird <TDK> seine Fabriken in Japan ebenfalls mit Notstrom-Generatoren ausruesten. Ein anderes Unternehmen baut auf seinem Fabrikgelaende Windturbinen zur Strom-Erzeugung; da der damit produzierte Strom normalerweise nicht benutzt wird, wollte man ihn an die Firma <Tohoku Electric> verkaufen. Die japanische Strom-Monopol-Firma lehnte jedoch ab, da sie viele solche Anfragen erhalten haette!! On one of the upper floors, there is a relaxing and library room leading to a little outdoor open space garden. In the relaxing room, you can enjoy the famous and effective massage chair by Panasonic. It makes your tired and stiff body again relaxed and flexible. On Tuesdays, it might be difficult to find an open hair salon because it is the weekly off day of that business. In the neighborhood, there are all kind of traditional Japanese shops & restaurants; twice we ate delicious Soba at very long established Soba restaurant. During our short stay in Tokyo, we wanted to see the famous garden at <Nezu-Museum>; unfortunately it was closed for 10 days due to a new exhibition installation. Instead of it, we went to the <Meiji-shrine> and inside to the <Meiji-Garden>. During, a night- stays in Tokyo, you cannot do so much because large metropolis are tiring. Our final destination was then Narita, from where we left for home the last day. That's the end of the 2010 Japan Travelogue. I hope, it was of some interest to our readers.
