In Japan unterstuetzen nicht alle Einwohner die Atomkraft-Politik der Regierung; ueber die Aktivitaeten der <Anti-AKW-Organisationen> berichten japanische Medien nicht und die Polizei <schikaniere> die <Atomkraft-Gegner>, dies berichtet der Schweizer Korrespondent aus Japan. Es gibt gerichtliche Klagen von lokalen Buergern, beispielsweise von Fischern oder Bauern in Fukushima gegen das Unternehmen <Tepco>; sie verlangen Massnahmen zur Verbesserung der Erdbeben-Sicherheit!! Gemaess der Direktorin von <Greenaction Japan> gibt es in ganz Japan Buerger-Gruppen, welche gegen ungenuegende Vorschriften oder deren Vernachlaessigung durch Atomkraft-Betreiber gerichtlich klagten. The disastrous tragedy was caused by the powerful seismic sea wave (Tsunami), which hit the nuclear power plant <Fukushima Daiichi> after the earthquake. After the nuclear reactors had been correctly cut off, a seven meters high sea wave captured the plant, which is only protected against waves reaching a height of 6.51 meters. The <Tsunami> destroyed among others the sea water pumps, the emergency power supply unit operated by diesel so that the core of the reactor could not be cooled anymore. Besides, some measuring sensors did supply no more data what aggravated the correct analysis of the situation. Ein erster Bericht ueber die Ursache und die Probleme, welche zur Katastrophe im Atomkraftwerk (AKW) <Fukushima Daiichi> fuehrte wurde jetzt von der <IAEA> publiziert. Die schreckliche Tragoedie verursachte der gewaltige <Tsunami>, welcher nach dem Erdbeben das <AKW-Fukushima Daiichi> erfasste. Nach dem die Reaktoren korrekt abgeschaltet wurden, erreichte eine sieben Meter hohe Welle die Anlage, welche nur fuer Wellen von 6,51 Meter geschuetzt war. Der <Tsunami> zerstoerte unter anderem die Meerwasser-Pumpen, die Notstrom-Dieselaggreate, wodurch der Reaktorkern nicht mehr gekuehlt werden konnte. Ausserdem lieferten einige Mess-Sensoren keine Daten mehr, was die korrekte Beurteilung der Lage noch erschwerte. Within the scope of a questionnaire the enterprises operating atomic power plants have to explain about the compliance with the regulations with regard to the safety of their plants against earthquakes and floodwaters. The measures are based on the decree which allows even a temporary shutdown of atomic power plants. The Swiss <ENSI> has discovered after its own analysis some weak points at Japanese atomic power plants, which they want to have immediately checked at the Swiss nuclear power plants. The nuclear power plant Muehleberg (Canton of Berne) is in construction similar to the Japanese nuclear power plant in Fukushima. As urgent measures, emergency power supply units, pumps, tubes, fuel etc. must be prepared in external, earthquake and floodwater protected storage shelters; in case of emergency, it must be possible to bring the material by helicopter immediately to the premises of the atomic power plant. Das Eidgenoessische Nuklear-Sicherheits-Inspektorat (ENSI) verfuegte eine Ueberpruefung aller Schweizer Kernkraftwerke bis 31. Maerz 2011. Im Rahmen eines Fragebogens muessen die Unternehmen, welche Kernkraftwerke betreiben Auskunft geben ueber die Einhaltung der Vorschriften in Bezug auf die Sicherheit bei Erdbeben und bei Hochwasser. Die Massnahmen basieren auf der Verordnung, welche sogar eine temporaere Ausserbetriebnahme von Kernkraftwerken ermoeglichen. Das Schweizer <ENSI> hat aufgrund von Analysen Schwachstellen bei japanischen Atomanlagen entdeckt, welche jetzt bei den Schweizer Kernkraftwerken sofort zu ueberpruefen sind. Das Kernkraftwerk Muehleberg entspricht in baulicher Hinsicht dem japanischen AKW in Fukushima. Als Sofortmassnahmen muessen in externen, erdbebensichern und wassergeschuetzten Lagern Notstrom-Aggregate, Pumpen, Schlaeuche, Treibstoff usw. bereit sein, welches im Notfall per Helikopter sofort auf das AKW-Gelaende gebracht werden koennen. Together with the Swiss earthquake rescue team, five specialists in the field of radiation protection and telecommunication have come to Japan too. The Swiss ambassador Mr. Urs Bucher and his staff are going to stay in Tokyo in order to comply with their duty and there is no intention to leave Tokyo! They have set up a 24 hours hotline and the Swiss citizens in Japan were contacted too; upon request, the Swiss embassy supplies the Swiss people in Japan with iodine tablets. The airline company <Swiss> continues to serve the flight from Zurich to Tokyo; temporary a stop over is made in Hong Kong. Die Schweizer Botschaft in Tokyo wurde durch zusaetzliches Personal verstaerkt; drei Mitarbeiter aus der Schweiz unterstuetzen jetzt das Botschaftspersonal in Japan. Mit dem Schweizer Rettungsteam kamen ebenfalls fuenf Spezialisten auf dem Gebiet des Strahlenschutz und der Telekommunikation nach Japan. Der Schweizer Botschafter Urs Bucher und seine Mannschaft bleiben in Tokyo um ihre Aufgabe zu erfuellen und es gibt keine Plaene Tokyo zu verlassen! Besides, there exists nearly all types of robots in most fields in Japan; such robots are daily in mission and produce extraordinary performances. Some examples: <Motoman> of <Yaskawa Electric> cooks <Okonomiyaki>, <Kobian> of <tmsuk> and Waseda University is an all-round <humanoid> robot, the violin playing robot of <Toyota>, the investigation robot <Quince> or the caterpillar like robot <Active Scope Camera>. The last two robots, which are used at earthquake disaster, were out of the country at an exhibition in the USA at the time of the incident; they were called back to Japan and presently support the rescue teams. In Fukushima, at the time of that report, no robots were yet in operation; according to a developer of <atomic power plant> robots in South Korea, <emergency robots> should be developed already at the time of the construction of an atomic power plant. The plant in Fukushima went into operation in the year 1970 and then the robotics was not yet widely common. For <emergency robots> at a plant high investments occur what could be an obstacle. In Japan, dem Heimatland der Roboter fehlt anscheinend ein <AKW-Roboter> (Atomkraftwerk-Roboter) fuer den Einsatz im beschaedigten Atomkraftwerk (AKW) in Fukushima. Es gibt in Japan sonst fast auf allen Gebieten Roboter, welche taeglich im Einsatz stehen und hervorragende Leistungen erbringen. Einige Beispiele dazu: <Motoman> von <Yaskawa Electric> kocht <Okonomiyaki>, <Kobian> von <tmsuk> und Waseda Universitaet, ist ein vielseitiger <humanoider Roboter>, der Violin spielende Roboter von <Toyota>, der Erkundungs-Roboter <Quince> oder der Raupen-aehnliche Roboter <Active Scope Camera>. Die letzten zwei Roboter-Typen, welche bei Erdbeben zum Einsatz kommen, befanden sich zum Zeitpunkt des Ereignisses auf einer Messe in den USA; sie wurden zurueckgeholt und unterstuetzen die Rettungskraefte. In Fukushima waren zum Zeitpunkt des Berichts noch keine Roboter im Einsatz; gemaess einem Entwickler von <AKW-Roboter> in Suedkorea, muessten <Notfall-Roboter> bereits beim Bau eines Atomkraftwerks entwickelt werden. At a balcony with the size of 65 meters about 1,800 kilowatt hours of electricity can be produced per year and with that about 10% of the electricity demand of five flats can be covered. The Swiss invention can be used at new buildings and existing houses can be refitted subsequently. The cost for it is not high and thanks to a simple assembly system even <Hobby-craftspeople> (DIY) can fix the solar modules on its own! The usage of renewable energy gets an increasingly importance as the responsible person of the EWO (Electricity unit Obwalden) said. Im Rahmen eines regionalen Projektes zwischen der Universitaet Luzern und der Industrie im kleinen, aber innovativen Kanton Obwalden (OW) in der Innerschweiz wurde das erste <Solarbalkon-Gelaender> (Solarrail) erfolgreich entwickelt. Bei einem Balkon in der Groesse von 65 Meter koennen pro Jahr zirka 1 800 Kilowatt-Stunden Strom erzeugt werden und damit kann zirka 10% des Strombedarfs von fuenf Wohnungen abgedeckt werden. Die Schweizer Erfindung kann bei Neubauten verwendet werden und bisherige Gebaeude koennen damit noch nachtraeglich ausgeruestet werden. Die Kosten dafuer sind nicht hoch und dank dem einfachen Montage-System koennen sogar <Hobby-Handwerker> (DIY) die Solarmodule selber anbringen!! He has a large experience in the field of the construction of emergency shelters made of everyday material such as cloth, paper and carton. With his new kind of paper architecture, he collected already experience after the serious earthquake in Niigata- ken in the year 2004. His architecture is based on so-called dividing walls, a system which uses partitions, for instance in gymnastics halls or other halls in order to provide the affected people with some privacy; inside such space, they have room to recover from mental stress. The project of Ban-san is supported by his staff and other students; the material for it can be produced rapidly and simply on site in Japan. He is already on the way to the disaster area; he worked already once five year for the UN-Refugees Commissioner as advisor. Der japanische Star-Architekt Ban Shigeru, er baut derzeit in Zuerich das neue Buerogebaeude des Verlags <Tamedia>, will der vom Erdbeben schwer betroffenen japanischen Bevoelkerung rasch und unbuerokratisch helfen! Er verfuegt ueber grosse Erfahrung beim Bau von Not- Unterkuenften aus alltaeglichem Material wie Stoff, Papier und Karton. Mit seiner neu-artigen Papier-Architektur sammelte er bereits nach dem schweren Erdbeben in Niigata-ken im Jahr 2004 Erfahrung. Seine Architektur basiert auf so-genannten Trennwaenden, ein System, welches es mit Raumteilern ermoeglicht, beispielsweise in Turnhallen oder anderen Hallen den betroffenen Menschen etwas <Privatraum> zu verschaffen, damit sie sich vom mentalen Stress erholen koennen. Das Projekt von Ban-san wird von seinen Mitarbeitern und weiteren Studenten unterstuetzt; die Materialien dazu koennen schnell und einfach in Japan hergestellt werden. The highly qualified Swiss rescue team was like in the past in Kobe 1995, again for a few days in the affected region in Japan in operation; in the meantime, the foreign rescue teams have already left again. Japan has itself an outstanding and perfectly working rescue organization composed of members of the army (Jieitai), the civil protection units, local organizations and volunteers. Those have already managed to partly repair the infrastructure (roads, bridges etc.) so that the supply could be started. Thanks to the approved and fine-meshed distribution network of the agricultural co-operations (JA), the people in Japan can be supplied with rice directly on site. Japan braucht und bittet traditionell nur <selektiv> um auslaendische Hilfe bei einer Naturkatastrophe; dies ist eine japanische Eigenart, wie der Chef des Schweizer Korps fuer humanitaere Hilfe (Swiss Humanitarian Aid Unit) sagte. Das hoch qualifizierte Schweizer Rettungsteam war wie schon im Jahr 1995 in Kobe, fuer wenige Tage in der betroffenen Region in Japan im Einsatz; inzwischen sind die auslaendischen Kraefte bereits wieder abgereist. Japan verfuegt selber ueber eine hervorragende und bestens funktionierende Rettungs- organisation, welche sich aus Angehoerigen der Armee (Jieitai), Zivilschutz-Einheiten, lokalen Organisationen und Freiwilligen zusammen setzt. Diese haben bereits die Infrastruktur (Strassen, Bruecken etc.) teilweise wieder reparieren koennen, sodass der Nachschub anlaufen konnte. Dank dem bewaehrten und dichten Verteilnetz der landwirtschaftlichen Kooperativen (JA), koennen die Leute in Japan direkt vor Ort mit Reis versorgt werden.
