Thanks to the so-called <traineeship-agreement> Japanese and Swiss professionals will receive in the respective country Switzerland or Japan a short-term work and residence permit in order to be able to study further in the partner country in the field of professional and language skills. The trainees shall not be elder than 35 years and the work permit will normally be issued for one year; it can however be extended for another six months at the maximum. Switzerland has finalized such agreements already with several countries. In Switzerland the Federal Department of Migration is in charge of that matter. Die Schweiz und Japan haben am 1. September 2009 ein Abkommen ueber den Austausch von Praktikanten (trainees / young professionals) unterzeichnet. Dank diesem so-genannten <Stagiaires-Abkommen> erhalten japanische und schweizerische Berufsleute im jeweiligen Land Schweiz oder Japan eine befristete Arbeitsaufenthalts- Bewilligung, damit sie sich im Partnerland beruflich und sprachlich weiterbilden koennen. Die Praktikanten (trainees) sollen nicht aelter als 35 Jahre sein und die Arbeitsbewilligung wird normalerweise fuer ein Jahr erteilt; sie kann jedoch maximal um weitere sechs Monate verlaengert werden. Die Schweiz hat bereits mit mehreren Laendern solche Abkommen abgeschlossen. In der Schweiz ist dafuer das Bundesamt fuer Migration (BFM) zustaendig. In her book, she remembered that she was abducted by extraterrestrials in a <UFO> bringing her to the planet of Venus; that happened 20 years ago. The speech for the opening of the international conference was given by the Swiss Federal President Mr. Hans-Rudolf Merz. More than 2,000 persons participate on the conference overall; among them are 15 heads of State and Government, more than 80 Ministers and Delegations from 150 countries. The aim (target) of the event is to develop a global early warning system regarding to tidal waves, hurricanes, periods of drought and floodings. Die Schweiz fuehrt als Gastland die dritte Weltklima-Konferenz der UNO-Organisation fuer Meteorologie (WMO) vom 31.8. bis 04.09. 2009 in Genf durch. Die Rede zur Eroeffnung der internationalen Konferenz hielt der Schweizer Bundespraesident Hans-Rudolf Merz. (Wed. 02.09.2009 Smi) 事故防止のための相談所の最新の統計によれば、スイスでは交通事故が減っ ている。2009年上半期、死亡事故は減少しているが、自転車に乗っている人 の死亡事故は昨年の同時期に比べて倍増している。死亡者は24名（＋118%） で、多くは自転車に乗っていた者に非がある。酔っ払っていたり、走行中に 電話をしたり、音楽を聴いていたケースが多い。山地での自転車事故も増え ており、2008年は年間で54件だったのが、今年の8月末の時点で63件もあっ た。一般的に自転車の大事故は過去数年増え続けている。 （2009年9月2日付け20ミヌーテンより） According to the latest statistics of the consulting body for accident prevention (BFU), there are increasingly less traffic accidents in Switzerland. The number of deadly traffic accidents in Switzerland has decreased in the first six months of 2009; only regarding to bicycling the deadly accidents have doubled compared to the same period of the previous year. There were 24 dead persons (+118%) recorded. Often, the bicycle drivers are to be blamed. Many of them are drunk, use the mobile phone or listen to music while on the road. At the mountains, there was an increase of <Bike- accidents> (mountain bikes) too. Only up to the end of August, there were 63 accidents reported; in 2008, there were a total of 54 accidents over the whole year. In general, serious accidents by bicycles have not decreased for years. Gemaess der aktuellen Statistik der Beratungsstelle fuer Unfallverhuetung (BFU) gibt es in der Schweiz immer weniger Verkehrsunfaelle. In den ersten sechs Monaten des Jahres 2009 gingen die toedlichen Verkehrsunfaelle zurueck; beim Fahrradfahren haben sich die toedlichen Unfaelle gegenueber der gleichen Periode des Vorjahres hingegen verdoppelt. Es gab 24 Tote (+118%). Oft liegt die Schuld bei den Fahrrad-Fahrern. Viele sind betrunken, telefonieren oder hoeren unterwegs Musik; in den Bergen gab es ebenfalls eine Zunahme der <Biker>-Unfaelle. The present opposition party under the chairman Hatoyama Yukio won 308 seats of the overall 480 mandates at the Lower House. That was the first time in the Japanese history of post war that one party succeeded to exceed the limit of 300 mandates. The voter turnout was at 69,3% and that was the so far highest since the present voting system had been introduced. The DPJ received 33,5 Mio. votes or 47%, the liberal-democratic Party (LDP) got 27,3 Mio. votes or 38,7%. The electors rate of the LDP was at 47,8% in 2005. The present coalition partner, the <New Komeito Party> lost mandates and has reached 21 seats (before 31); the LDP got yet 119 seats (before 296). Many longtime and famous deputies of the LDP lost their seats in their constituencies. Even though a number of them were elected to the Lower House thanks to a proportional mandate. Nearly all the so-called <Koizumi-Children> lost the election and for most of them the adventure of politics might be finished. Tanaka Makiko joined the DPJ and won her mandate in the <familiy constituency> in the prefecture of Niigata. Damit ist es erstmals in der japanischen Nachkriegsgeschichte einer Partei gelungen die Grenze von 300 Mandate zu uebertreffen. Die Wahlbeteiligung lag bei 69,3% und war damit die hoechste seit das aktuelle Wahlsystem eingefuehrt wurde. Die DPJ bekam 33,5 Mio. Stimmen oder 47%, die Liberaldemokratische Partei (LDP) erhielt 27,3 Mio. Stimmen oder 38,7%. Der Waehleranteil der LDP lag im Jahr 2005 noch bei 47,8%. Der bisherige Koalitionspartner, die <Neue Komeito Partei> verlor Mandate und kam noch auf 21 Sitze (bisher 31); die LDP erreichte noch 119 Sitze (bisher 296). Viele langjaehrige und bekannte Abgeordnete der LDP verloren ihren Sitz in ihren Wahlkreisen; trotzdem kam eine Anzahl von ihnen (noch) ueber ein Proprozmandat in das Unterhaus. Fast alle der so-genannten <Koizumi-Kinder> (Koizumi-Children) verloren die Wahl und fuer die meisten wird damit das Abenteuer Politik wohl abgeschlossen sein. (Quelle: Swiss Media 31.08.2009, NZZ, Tagesanzeiger, Neue Zuger Zeitung; NZZ Online vom 01.09.2009) 6) 日本、選挙の回顧と今後の展望 Retrospect and prospect after election-Sunday in Japan Rueckblick und Ausblick nach Wahl-Sonntag (Mon. 31.08.2009 Smi) 日本の選挙民は50年以上政権の座に在った自民党と彼らの「万年男爵達」 に非常に憤慨している！NZZの特派員は記事の中で、「傲慢で不人気」の 麻生太郎 [NZZの引用] と自民党は、「支持者と党政治局員」の為の伝統 的な党だと紹介した [NZZの引用]。何人かの世襲の自民党候補者が、親の 地盤を引き継いで取り残され落選した事は驚くには当たらない!!国民は「 長年の縁者贔屓と醜聞に加えて、整理統合されていない5千万件以上の年 金記録問題によって」自民党への信頼を失しなったようだ!! Based on the new constitution of the Lower House, <Japan will become more female, younger and more democratic> [quote Tages-Anzeiger vom 01.09.2009]. The priorities of Hatoyama Yukio are placed into internal politics and the economy. Japan shall be in the future less centralized, more children-friendly and more considerate regarding to the aged and infirm. At foreign affairs, he wants the relationsship with the USA to become more equal! Many electors of the DPJ questioned themselves why there are still 47,000 US-troops based in Japan nearly 60 years after the end of the occoupation. Die japanischen Waehler sind sehr boese mit der seit mehr als 50 Jahren regierenden Partei LDP und ihren <alt-gedienten Baronen>! Der Korrespondent der NZZ zeichnet in seinem Bericht ein Bild des <arroganten und unpopulaeren> Aso Taro [Zitat NZZ] und seiner Partei LDP, welche er als klassische Partei der <Klientelen und der Apparatschiks [Zitat NZZ] vorstellt. Es erstaunt nicht, dass einige LDP-Kandidaten, welche das Mandat ihrer Familie (Vaters) quasi als Erbe uebernehmen wollten, auf der Strecke blieben und verloren!! Die Bevoelkerung scheint, das Vertrauen in die LDP verloren zu haben, dies nach <jahrzehntelanger Vetternwirtschaft und Skandale, wie die mehr als 50 Mio. Renteneinzahlungen, welche nicht zugeordnet werden koennen. [Zitat Neue Zuger Zeitung vom 31.08.2009] Der sensationelle Wahlsieg ist ebenfalls ein Erfolg (Genugtuung) fuer Ozawa Ichiro, welcher im Mai wegen eines Skandals um Spenden in den japanischen Medien stark angeklagt wurde. Nach Antritt der neuen Regierung wird sich zeigen, ob sie der <schwerfaelligen und selbstherrlichen Buerokratie> [Zitat NZZ vom 31.08.2009], welche den politischen Alltag uebermaessig bestimmt, erfolgreich entgegen treten kann. Aufgrund der neuen Zusammensetzung des Unterhaus wird <Japan weiblicher, juenger und demokratischer> [Zitat Tages-Anzeiger vom 01.09.2009]. Die Prioritaeten von Hatoyama Yukio liegen in der Innenpolitik und der Wirtschaft. Japan soll in Zukunft weniger zentralisiert sein, kinder-freundlicher und ruecksichtsvoller gegenueber aelteren Menschen und Schwachen werden. In der Aussenpolitik will er, dass das Verhaeltnis mit den USA gleichberechtigter wird! Viele Waehler der DPJ fragen sich, warum in Japan immer noch 47 000 US-Truppen stationiert sind, dies beinahe 60 Jahre nach dem Ende der Besetzung. The Japanese elite of the economy was so far used to co-operate very closely with the LDP. That is no secret in public; that close contact had not only consequences on the politics, but it made impacts onto the subsidization [quoted from NZZ of 2009, 09.01]. The LDP was strongly supported by the powerful umbrella organization, Nippon Keidanren; during the election campaign, that side showed their skepticism towards the DPJ. The new government places a major focus into the social policy and the stimulation of the domestic consumption. Hatoyama Yukio has informed that he intends to significantly review and refit the actual national budget by the End of March, 2010. More money for social benefits and an important child allowance are only some of the topics of the new government. Dies ist in der Oeffentlichkeit kein Geheimnis; dieser enge Kontakt hatte nicht nur Auswirkungen auf die Politik, sondern zeigte sich ebenfalls in der Subventionierung [zitiert aus NZZ vom 01.09.2009]. Die LDP wurde vom maechtigen Dachverband, Nippon Keidanren kraeftig unterstuetzt; von dieser Seite zeigte man sich im Wahlkampf skeptisch gegenueber der DPJ. Die neue Regierung gibt der Sozialpolitik und der Stimulation des Inlandkonsums grossen Raum. Hatoyama Yukio hat angekuendigt, dass er den aktuellen Staatshaushalt per 31. Maerz 2010 massgeblich ueberpruefen und revidieren will. Mehr Geld fuer Sozialleistungen und ein bedeutendes Kindergeld sind einzelne Themen der neuen Regierung. Ausserdem will man mehr Transparenz in den buerokratischen Apparat bringen. It was a so-called trendy new restaurant located in the center of Tokyo. The location (too much air- condition), service and quality of food, didn't satisfy us, so that we cannot recommend the place to you. In general, we made the experience, that <trendy> restaurants in Japan often close down after less than one year in operation. On the other hand, we experienced delicious food and service at so-called <shinise> Japanese restaurants, meaning restaurants, which have existed for years. The other day, we made walks in the rain at <Kita no mori Koen> and <Chidorigafuchi Koen> going up to <Nippon Budokan>. That's the end of last year's travelogue.
